Being presumed unsuitable means an application for HDC will not even be considered unless there are exceptional circumstances for the individual offender. We have thoroughly considered their annual report and its recommendations.</p><p>Timeliness is a key consideration when conveying children and young people to and from court and, in certain circumstances, transport in vehicles with adults may be the appropriate solution. In these cases, the children and young people would be collected and supervised by staff who normally work with adults. 	answer	answer is ministerial correction date of answer 22/04/2024 answer text <p>Our most comprehensive prison population data suggests that, over the course of a year, approximately 200,000 children may be affected by a parent being in, or going to, prison. However, this is based on survey data from 2009 and we recognise the need for a more up to date picture.</p><p>The Prison Strategy White paper detailed our intention to work with other government departments to commission updated research to improve our collective understanding of the overall number of children affected by parental incarceration.</p><p>The Government is delivering on its white paper commitment to improve our data and evidence in this area through the Better Outcomes through Linked Data (BOLD) Programme. BOLD is a £19.7 million cross government Shared Outcomes Fund programme which is linking data to enable better evidenced and more join up across government services. Through BOLD, we are exploring data sharing and data linking to improve our understanding of the number of children with parents in prison – including data that does not rely on self-disclosure. 	answer	answer is ministerial correction date of answer 22/04/2024 answer text <p>We are delivering 20,000 additional, modern prison places, the largest prison build programme since the Victorian era, ensuring the right conditions are in place to rehabilitate prisoners, helping to cut crime and protect the public. So far c.5,900 places have been delivered.</p><p>Of these places, we have so far delivered c.670 Rapid Deployment Cells (RDCs) across 12 sites. By the end of 2025 we are on track to have delivered around 10,000 places in total, this will include hundreds more RDCs. The Youth Custody Service is looking to develop a gender-specific operating model for HMYOI Wetherby, and gender-responsive guidance for the wider youth secure estate. 	answer	answer is ministerial correction date of answer 13/03/2024 answer text <p>The Youth Custody Service Placement Team endeavours to place every child who is sentenced to custody safely, appropriately, and swiftly. Each child’s placement is determined by the Placement Team following a thorough review of all evidence presented by the child’s Youth Offending Team. If all relevant information is available, the decision on placement can be taken quickly, but factors outside the team’s control – for example, if the child’s case is heard towards the end of the court day – can lead to late arrival in custody.</p><p>Some placements are at a significant distance from the court, though the effect of this is mitigated, as far as possible, by children being moved direct to the placement location. Additionally, there may be delays in escorting the child to the placement – stoppages caused by road traffic accidents, for example – which can be outside the control of the escort providers. 	answer	answer is ministerial correction date of answer 13/03/2024 answer text <p>The dedicated social workers located in HM Young Offender Institutions support staff to meet their safeguarding and looked-after child responsibilities, and facilitate good working relationships between establishments and local authorities. Additionally, the recently revised ‘Working Together to Safeguard Children’ guidance includes direction for local authorities when a child becomes looked-after as a result of being remanded to youth detention accommodation.</p><p>The Youth Custody Service (YCS) is developing further guidance on how professionals in establishments and the community should work together to facilitate a looked-after child’s contact with their social worker and how to resolve issues where these arise. This will be available to staff by May 2024. The YCS will also be creating opportunities for staff to come together and share good practice in this area.</p><p>The YCS has recently improved processes to collate and analyse data, both on community professionals visiting children in custody, and on the social care status of children and young people in its care. 	answer	answer is ministerial correction date of answer 11/03/2024 answer text <p>The Youth Custody Service (YCS) is dedicating the resources needed to achieve consistent delivery of custody support plans (CuSP) to children and young people in the secure estate, enabling staff to spend the time they need with children to improve relationships, with in-depth support sessions, working on progression, goals and behaviour.</p><p>The YCS is delivering training to all Band 3 and 4 operational staff to ensure they are appropriately skilled to implement and review CuSP. 	answer	answer is ministerial correction date of answer 13/03/2024 answer text <p>Education managers created a reading strategy which commenced in November 2023 and is in use across the prison, making sure reading for purpose and reading for pleasure are adequately planned and delivered in all lessons, including those for children receiving outreach tuition.</p><p> </p><p>The Head of Education, Skills &amp; Work at HMYOI Wetherby, who is part of the Senior Management Team, will work with the education provider to effect improvements in the quality of English teaching. Attention will be given to ensuring that teachers, when planning learning, pay full regard to children’s starting points, so as to be able to maintain their interest and engagement. All functional skills staff will be required to attend collaborative planning workshops, to improve planning for learning, create clear assessment checkpoints and markers for assessing progress, and develop a sequenced curriculum for delivering English lessons. The Education provider will ensure their staff are teaching to good or outstanding grades through observations of teaching and learning, providing continual professional development and support to any staff who do not reach the required minimum standards.
