Government has therefore made significant amounts of funding available to local authorities to empower local areas to take a place-based approach which reflects their local circumstances.</p><p>As part of its commitment to retrofit existing homes and decarbonise buildings, Government is funding a number of schemes such as:</p><ul><li>The Local Authority Delivery Scheme (LAD), which supports projects to install energy efficiency measures such as various types of insulation, and low-carbon heating systems for low-income households, has already provided £500 million to local authorities for upgrades to low-income households across England, and is being delivered up to December 2021.</li></ul><ul><li>The Sustainable Warmth Competition, which enables local authorities in England to apply for further funding under the £200 million Local Authority Delivery Phase 3 scheme and from an initial allocation of £150 million for the Home Upgrade Grant Phase 1 scheme, for delivery up to March 2023.</li><li>The Social Housing Decarbonisation Fund Demonstrator, which has awarded £62 million of funding to social landlords across England and Scotland to test innovative approaches to retrofitting at scale, seeing over 2300 social homes improved to at least EPC band C. The Government has announced a further £100 million in financial year 2021/22 which will cover delivery up to March 2023 for the first wave of the £3.8 billion manifesto commitment.</li><li>The Public Sector Decarbonisation Scheme, which is providing over £1 billion in grants to public sector bodies, including local authorities, to fund heat decarbonisation and energy efficiency measures over 2020/21 and 2021/22.</li></ul><p>We will continue to work closely with local and regional partners to understand the needs of the sector as we transition to net zero.</p></li></ul> answering member constituency Walsall North answering member printed Eddie Hughes question first answered 13/07/2021 15:54:17 answering member 4635 label Biography information for Eddie Hughes

The Government supports the student accommodation Codes of Practice run by Universities UK/Guild HE and Accreditation Network UK/Unipol. There are currently no plans to review the mechanism by which the Codes are administered. The Codes of Practice set the standards for the safety of halls of residence and purpose built student accommodation, the management of the property and the relationship between managers and student tenants. This funding is specifically to assist local authorities in dealing with the impacts of the challenges faced by the most vulnerable in society during this difficult time.</p><p>Local authorities are able to use this funding flexibly to ensure that the rough sleepers they are supporting are given the support they require. 	answer	answer is ministerial correction date of answer 13/01/2021 answer text <p>a) i) It is unacceptable for leaseholders to have to worry about the cost of fixing historic safety defects in their buildings that they did not cause. Government has repeatedly said that building owners should step up and not pass these costs on to leaseholders, where possible.</p><p>Where developers or building owners have been unable or unwilling to pay, we have introduced funding schemes providing £1.6 billion to accelerate the pace of work and meet the costs of remediating the highest risk and most expensive defects – ACM cladding and other unsafe cladding systems like High Pressure Laminates.</p><p>ii)The Department is aware that obtaining affordable building insurance for some multi storey, multi occupied buildings can be challenging. On 6 September we announced the 100 places we have invited to develop proposals for Town Deals as part of the £3.6 billion Towns Fund announced on 27 July. 45 of these places are in the Northern Powerhouse, 18 of which are in the North East. Newcastle, North Tyneside and Northumberland will also benefit from £600 million of investment in jobs and infrastructure under the North of Tyne Devolution Deal, whilst the Tees Valley Devolution Deal is worth £450 million. Additionally, of the £3.4 billion of Local Growth Funding that has gone to the Northern Powerhouse, £505.6 million has been allocated to the North East and Tees Valley Local Enterprise Partnerships. <br> <br> b) The position of Minister for the Northern Powerhouse was first created in 2015 to drive economic growth in the North and ensure the needs of the North of England are represented in government. We are also providing £1 billion to remove other forms of unsafe cladding.</p><p>Where funding alone has not been enough to increase the pace of remediation we have provided direct expert support to projects</p><p><br>b) Government is aware that some construction professionals, and fire safety professionals in particular, are struggling to obtain appropriate professional indemnity insurance (PII).
