star this property answer text <p><strong></strong>The below table provides a breakdown of the number of hours on the Community Payback caseload by Probation region as of 27/06/22.</p><p>It outlines the number of hours handed down by the courts (including recently sentenced hours) which still need to be worked.</p><p>This Government is committed to ensuring that offenders work all of their sentenced hours, subject to judicial decision.</p><p>We are boosting the number of hours offenders spend doing tough Community Payback, such as cleaning up public places, by nearly two thirds – from star this property answer text <p>Community Payback sees offenders make reparation for their crimes in a constructive and demanding way. Community Payback should be a visible punishment, with offenders undertaking work that benefits the communities they have harmed.</p><p> </p><p>Local engagement is an integral part of Community Payback, and we encourage members of the public to nominate projects via the Gov.uk website. The public can provide a unique insight into the needs of their local area and therefore the merit of public nominations is that projects are responsive to those priorities. The nominations we receive are then assessed by local Community Payback teams for suitability to ensure that the proposal benefits the local community, does not directly replace paid employment, and does not contravene state aid or competitive advantage regulations.</p><p> </p><p>Suitable projects may include removing graffiti from a public building, clearing wasteland, or decorating a community centre.</p><p> </p><p>Prior to unification of the Probation Service in June 2021, Community Payback was delivered by Community Rehabilitation Companies (CRCs) who had their own processes for capturing public nominations. CRC contracts did not require them to report on these processes. However, under CRCs the public could also nominate projects via the Gov.uk website and we do retain this data, dating back to September 2019. star this property answer text <p>Community Payback sees offenders make reparation for their crimes in a constructive and demanding way. Community Payback should be a visible punishment, with offenders undertaking work that benefits the communities they have harmed.</p><p> </p><p>Local engagement is an integral part of Community Payback, and we encourage members of the public to nominate projects via the Gov.uk website. The public can provide a unique insight into the needs of their local area and therefore the merit of public nominations is that projects are responsive to those priorities. The nominations we receive are then assessed by local Community Payback teams for suitability to ensure that the proposal benefits the local community, does not directly replace paid employment, and does not contravene state aid or competitive advantage regulations.</p><p> </p><p>Suitable projects may include removing graffiti from a public building, clearing wasteland, or decorating a community centre.</p><p> </p><p>Prior to unification of the Probation Service in June 2021, Community Payback was delivered by Community Rehabilitation Companies (CRCs) who had their own processes for capturing public nominations. CRC contracts did not require them to report on these processes. However, under CRCs the public could also nominate projects via the Gov.uk website and we do retain this data, dating back to September 2019. star this property answer text <p>This Government is committed to tackling the causes of reoffending to keep our communities safe by addressing the complex issues that lead to offending, while also strengthening the supervision of offenders in the community. Since 2009/10, the proven reoffending rate for adults serving a sentence in the community (i.e. a community order or suspended sentence order) has fallen by 7.2 percentage points (from 36.2% in 2009/10 to 29.0% in 2019/20). Over the same time period, the overall reoffending rate has fallen from 31% to 26%.</p><p>Sentencing in individual cases is a matter for our independent courts. Community sentences can and should be tailored to address the individual needs, as well as to punish offenders and provide reparation to the community. Evidence suggests that community sentences, in certain circumstances, are more effective in reducing reoffending than short custodial sentences.</p><p>In September 2020 we published the Sentencing White Paper which set out our plans for more robust and effective community sentencing. We have delivered many of these reforms in the Police, Crime, Sentencing, and Courts (PCSC) Act 2022. This includes piloting Problem-Solving Courts (PSCs) which will trial innovative incentives and sanctions to improve compliance with court orders, reduce reoffending, and support rehabilitation. The PCSC Act also enables closer supervision of certain offenders, and the option for more robust and flexible use of electronically monitored curfews. The rollout of the Alcohol Abstinence and Monitoring Requirement last year provides an option to directly tackle alcohol related offending, imposing an alcohol ban for up to 120 days; on 97% of the days monitored the ban was complied with.</p>

star this property answer text <p>Independent working projects (formerly known as Project in a Box) were introduced as a temporary delivery method in response to COVID-19 restrictions, enabling some eligible offenders to complete some of their Unpaid Work hours from home and facilitating the Probation Service’s recovery from the impact of the pandemic. Independent working projects were not in use prior to April 2020.</p><p>Independent working projects are currently only being deployed in a limited and targeted way to support our recovery from COVID-19. We will be conducting a review of independent working projects in the summer with a view to phase out their use completely by September.</p><p>Regarding community sentences more broadly, we are making community sentences a more robust and demanding disposal through investment and reform. Our newly relaunched Integrated Offender Management Strategy means probation are working with the police to increase supervision and oversight of the most persistent and problematic neighbourhood crime offenders. Individual values do not therefore sum to totals.</p><p>As some probation delivery structures do not align with regions, a number of cases cannot be assigned to a region. These cases are marked as 'unknown region' but show the relevant Probation Provider and Probation Delivery Unit.</p><p> </p><p>While the CRCs ceased delivery of Unpaid Work in June 2021, appointments continued to be attributed to them until December 2021 while ICT migrations took place.</p>

They were introduced as a temporary delivery method in response to COVID-19 restrictions and have enabled us to maximise delivery as the Probation Service recovers from the impact of the pandemic. star this property answer text <p>As a requirement usually delivered in groups, Unpaid Work was unavoidably impacted by the pandemic. Independent working projects, which allow some eligible offenders to complete some of their Unpaid Work hours from home were introduced at the start of the pandemic as a Covid-19 recovery measure. Independent working projects were not in use prior to April 2020.</p><p> </p><p>Independent working projects are currently only being deployed in a limited and targeted way to support our recovery from COVID-19. We will be conducting a review of independent working projects in the summer with a view to phase out their use completely by September.</p><p> </p><p>Projects have included a range of robust and practical tasks such as producing hats and scarves for Ukrainian refugees and making face masks and PPE for Care Homes and charities during the pandemic. Innovative schemes such as these help support charitable causes and ensure those who break the law are punished. Safeguards are in place to ensure that offenders complete the project to a high standard within a set time period.</p><p> </p><p>In 2020–21 a total of 1,356,393 hours of Unpaid Work were delivered across England and Wales. Independent working projects accounted for 4.4%, amounting to 59,314 hours.</p><p> </p><p>In 2021–22 a total of 3,573,421 hours of Unpaid Work were delivered across England and Wales. Independent working projects accounted for 7.7 %, amounting to 274,324 hours.</p><p> </p><p>This data was sourced from the Probation Case Management System, nDelius. star this property answer text <p>It is not possible to map offenders who have completed community sentences to local justice areas. However, the number of offenders who have completed community sentences (Community Orders, Youth Rehabilitation Orders, and Supervision Default Orders) in each of the seven probation regions in place for the period the data refers to can be found in the table below. This data does not include Suspended Sentence Orders, given they are classified as a custodial sentence.</p><p> </p><p>During 2020, the number of court order completions was substantially reduced as a result of operational restrictions put in place in response to the pandemic.</p><p> </p><p>In June 2021 we successfully created the new unified Probation Service, with a permanent uplift of £155m extra investment - a 15% increase on 2019-20 funding. This means that the Probation Service now has the responsibility for supervising offenders of all levels of risk, together with the timely delivery of community payback and rehabilitative programmes, which were previously the responsibility of the Community Rehabilitations Companies. As part of these changes, the Probation Service is now organised under twelve regions across England and Wales.</p><p> </p><p>We are committed to using our programme of reform to drive up overall performance standards. Our new performance framework for the unified Service will be tracking the key elements of probation delivery, and whether offenders are complying with them to ensure sentences are successfully completed. Not available</p><p>(1) Community sentences include community orders, pre-Criminal Justice Act 2003 orders, Youth Rehabilitation Orders, and Supervision Default Orders.</p><p>(2) The figures include all terminations of community sentences in each year, including multiple terminations of the same type of supervision (e.g. two periods of community order supervision terminating in the same year would be included in the figures).</p><p>(3) The region in which the termination of an order is deemed to have taken place is determined from the Community Rehabilitation Company or National Probation Service division associated with the Order Manager allocated to the Event on the date of termination. Where a transfer between Order Managers is recorded on this day, the latest Order Manager record is to be taken.</p><p>(4) Due to an issue with the archived data, figures for 2016 cannot be provided.</p><p>(5) In this period, the number of court order completions was substantially reduced as a result of the operational restrictions that were put in place on 23 March 2020 in response to the COVID-19 pandemic.</p>
