This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>​All Healthy Pupils Capital Fund (HPCF) projects funded through the Condition Improvement Fund 2018-19 were assessed against the HPCF funding criteria to improve children’s and young people’s physical and mental health by enhancing access to facilities for physical activity, healthy eating, mental health and wellbeing and medical conditions. Details of successful HPCF projects have been published here: <a href="https://www.gov.uk/government/publications/condition-improvement-fund-2018-to-2019-outcome" target="_blank">https://www.gov.uk/government/publications/condition-improvement-fund-2018-to-2019-outcome</a>. Projects have not been categorised by those which relate to mental health or physical health.</p><p>Local authorities and larger academy trusts received a formulaic allocation from HPCF based on pupil numbers. They have the flexibility to distribute HPCF funding in line with the HPCF criteria to meet local priorities and need. This report was described as “thorough and wide ranging” by the National Audit Office. Intervention is always proportionate, risk-based and built on funding agreement and academies financial handbook non-compliance.</p><p>Where the ESFA intervenes, we work with each trust to put in place a recovery process that underpins education provision with strong financial management and oversight.
