star this property answer text <p>Tackling plastic pollution was a priority before our COP presidency, and will continue to be after it concludes. The single-use carrier bag charge has led to a 95% reduction in the consumption of these bags in the main supermarkets- and earlier this year we extended it to all retailers. We are consulting right now on plans to go further, and extend restrictions on single-use plastics to plates, cutlery and expanded and extruded polystyrene food and drinks containers. In April 2022, we will introduce the plastic packaging tax – significantly incentivising plastic recycling. The world-leading Environment Act will allow us to do more still – with Extended Producer Responsibility schemes to ensure polluters pay, Deposit Return schemes to cut littering and boost plastic bottle recycling, and Consistent Collections to make recycling plastic, and other materials, easier for householders. Taken together, this is an exciting and comprehensive package of measures to make a real and lasting difference.</p>

star this property answer text <p>The Animal Welfare (Kept Animals) Bill was introduced in Parliament on 8 June and completed committee on the 18 November. The Bill allows us to protect the welfare of pets by introducing restrictions to crack down on the low welfare movements of pets into Great Britain and includes powers to introduce new restrictions on pet travel and the commercial import of pets on welfare grounds, via secondary legislation.</p><p> </p><p>In August 2021, the Government launched an eight-week consultation on our proposed restrictions to the commercial and non-commercial movement of pets, including rescue pets, into Great Britain. This included proposals to ban the commercial and non-commercial movement into Great Britain of puppies under the age of six months, heavily pregnant dogs and dogs which have been subjected to low welfare practices such as ear cropping or tail docking. We are currently analysing the responses to the consultation and will publish a summary response in due course. This will allow us to take onboard the views of the public and interested groups on puppy smuggling and low welfare imports in order to shape our future policy.</p>

star this property answer text <p>All local authorities in England currently offer a kerbside collection service for paper and card.</p><p> </p><p>To ensure that we recycle more paper and card, as well as other materials, we are seeking to make recycling easier by ensuring that there is a comprehensive, consistent service across England.</p><p> </p><p>Following support at public consultation, the Environment Act 2021 stipulates that all local authorities, and other waste collectors, in England must make arrangements for a core set of materials to be collected for recycling from households, businesses and non-domestic premises (including paper and card). These measures will improve the quality and quantity of materials collected for recycling and increase public confidence in the recycling system.</p><p> </p><p>In 2021 we published a second consultation on consistency recycling collections. This consultation closed on 4 July and sought views on increasing consistency in recycling, including the specific materials that are in scope of collection in the paper and card waste stream. We are currently analysing responses to the consultation and intend to publish our response in due course.</p>

star this property answer text <p>(a) The Environment Agency is responsible for issuing permits to allow new incinerators to operate in England. The Health Protection Agency’s (now the UK Health Security Agency or UKHSA) response to the 2005 British Society for Ecological Medicine report on the health effects of waste incinerators states “there are no grounds for adopting the ‘precautionary principle’ to restrict the introduction of new incinerators”. The Environment Agency consults UKHSA on every permit application it receives for a new incinerator and is satisfied that this advice remains appropriate.</p><p> </p><p>(b) As part of the permitting process, the Environment Agency carries out a thorough environmental impact assessment of emissions from the proposed plant, including particulate matter, and strict emission limits are included in permits for particulate matter and other pollutants. The Environment Agency will not grant a permit if the proposed plant could give rise to any significant pollution of the environment or harm to human health.</p><p> </p>

star this property answer text <p>(a) Defra meets regularly with the Environment Agency to discuss the implementation of Best Available Techniques (BAT) at regulated facilities. One such meeting was held in July 2021 when the UK Interpretation guidance for the Waste Incineration BAT Conclusions was agreed, including tightening of relevant emission limits.</p><p> </p><p>(b) The Environment Agency has not yet revised any permits for existing facilities in respect of emissions of oxides of nitrogen (NOx). All permits will be revised by the legally required implementation date for the BAT Conclusions for existing plants which is 3 December 2023.</p><p> </p><p>(c) All new permits issued by the Environment Agency since 3 December 2019 reflect the updated limit values for NOx for new plants, but not all of them require the use of selective catalytic reduction.</p><p> </p> more like this

star this property answer text <p>Annex 14 of UK REACH (the Authorisation List) lists substances of very high concern that cannot be used after a specified ‘sunset date’ unless an authorisation has been applied for and been granted. As part of its recent draft recommendation for substances that are a priority for adding to Annex 14, the Health and Safety Executive (HSE) recommended that no action on tetraethyllead is needed under UK REACH at the moment. The HSE set out that it may be appropriate to revisit the regulatory approach to tetraethyllead when technical evaluations of potential alternatives are completed, as none are currently available. This is expected to happen by the mid-2020s. As the process for recommending substances for Annex 14 prioritisation is a regular one, the regulatory approach to tetraethyllead will be reassessed in future prioritisation rounds.</p><p> </p><p>The Department for Transport is working to encourage industry to transfer to cleaner aviation fuels where possible. In December 2020, the Secretary of State for Transport asked officials to speed up work on encouraging the aviation sector to use unleaded fuels such as UL91 which it is believed a significant proportion of the piston engine aviation fleet can use.</p>

One of these substances is tetraethyllead (TEL), which is listed on the UK REACH Candidate list as an SVHC.
