On agriculture funding, the Government has committed to provide the same cash total in funds for farm support until the end of the Parliament. Under this commitment, the average annual cash total for farm support under the existing 2014-2020 Multiannual Financial Framework, and the average annual Exchequer funding provided for farm support under Pillar 2, will be rolled forward year by year until the end of this parliament. An independent advisory panel, led by Lord Bew of Donegore, is considering what factors should determine the distribution of convergence funding across the UK during this period. The consultation published on 10 April 2019 seeks views on the draft regulations to implement this policy.</p><p>An equalities impact assessment was conducted and published in the 2016 consultation ahead of the primary legislation. Following the current consultation, a further equalities assessment will be conducted on the final version of the legislation.</p><p>The government is aware of concerns about the impact of the cap on long serving workers and workers that cannot be categorised as amongst the best paid. The government was clear during the passage of the primary legislation that the cap will have no impact on the large majority of public sector workers. The proposed cap, amounting to six times the maximum statutory redundancy entitlement, will still offer a significant level of compensation and support to employees who must support their families, find new employment or as a bridge until retirement age. We accept that there will be some circumstances where it is necessary or desirable to relax the cap. This ensured the company met its obligations under the EU Emissions Trading Scheme for the 2018 scheme year.</p><p> </p><p>Following the recent insolvency of British Steel, the government has indemnified the Official Receive to carry out its statutory duties as liquidator. It will include an assessment panel of Chief Economists from across government departments, who will provide technical assistance and expertise to Treasury officials scrutinising capital spending bids. These top economists will bring significant experience and expertise in appraising investment in many different sectors, covering economic and social infrastructure. Investment appraisal will be conducted in line with the Treasury’s Green Book which is published online.
