star this property answer text <p>United Kingdom legislation only recognises two legal sexes or genders; male and female. There is no legal recognition of a third gender. Her Majesty’s Passport Office can therefore only issue passports indicating ‘male’ or ‘female’.</p><p>The Government is aware of an increasing number of people who identify as neither exclusively male nor female. We have committed to carrying out a call for evidence on the experiences of people who have a non-binary gender identity. The evidence gathered from this exercise will inform the Government’s next steps in this area.</p> more like this

star this property answer text <p>The Government commissioned an independent review of the Independent Police Complaints Commission’s governance and structure in 2015 and legislated via the Policing and Crime Act 2017 to fundamentally reform the or-ganisation, renaming it as the Independent Office for Police Conduct (IOPC). These changes came into force in January 2018.</p><p>The IOPC is funded by the Home Office but carries out its functions inde-pendently, free from political interference. However, it is required by law to report on the carrying out of its functions annually to Parliament. star this property answer text <p>In October 2017, the Government announced an ambitious package of re-forms to the National Referral Mechanism (NRM), which were developed following extensive stakeholder consultation</p><p>Adults who enter the NRM can receive specialist and tailored support through the Victim Care Contract, which can include accommodation, finan-cial support, assistance in accessing mental and physical health care including counselling, and access to legal support.</p><p>Through robust contract management we ensure the safeguarding of victims of modern slavery. The prime contractor for the Victim Care Contract, The Salvation Army, is responsible for ensuring that all subcontracted provision meets the needs of victims. The Salvation Army conducts regular safeguarding reviews and it has a duty to escalate to the Home Office any safeguarding concerns that it finds.</p><p>Furthermore, as part of the NRM reform package, we are introducing an inspection regime for accommodation provided under the Victim Care Contract. This will ensure that victims of modern slavery receive appropriate support and are effectively safeguarded while in the NRM. We are working with the Care and Quality Commission (CQC), the independent regulator of health and social care in England, to develop a rigorous inspection regime for safehouses and outreach support, which will be embedded in the new Victim Care Contract.</p>

star this property answer text <p>The Upper Tribunal concluded, in the case of Aydogdu, that there was no legal basis under the Ankara Agreement for the previous route to indefinite leave to remain (ILR) for Turkish nationals who have set up businesses in the UK.</p><p><br>The Home Office therefore closed the route in March 2018 and, though not obliged to do so, introduced a route via the domestic Immigration Rules to enable Turkish business persons and their family members to obtain ILR where certain criteria are met.</p> more like this

star this property answer text <p>I am aware of the cases referred to, but I am unable to comment on individual cases.</p><p><br>The crimes committed by child sexual exploitation gangs who prey on the young and vulnerable are appalling. I have every sympathy with their victims. Once we are in a position to do so, we will also be in contact with the victims to provide them with an update.</p><p><br>This Government puts the rights of the British public before those of criminals, and we are clear that foreign criminals should be deported from the UK wherever it is legal and practical to do so.</p> more like this

star this property answer text <p>In October 2018 the Government published Action Against Hate: the Government’s plan for tackling hate crime two years on.</p><p>The Action Plan includes a number of commitments that are addressing all forms of hate crime, including a review of hate crime legislation by the Law Commission which commenced earlier this year, a public awareness campaign which has run twice, and the current Online Harms White Paper consultation.</p><p>There are also a number of specific commitments addressing homophobic hate crime, which have been informed by the Government’s 2018 LGBT Ac-tion Plan. These include: the Crown Prosecution Service working with partners to improve the recording and monitoring of equalities data for LGBT victims of hate crime and reviewing and refreshing its LGBT Hate Crime Schools Pack; further Government Equalities Office funding for anti-bullying interventions in schools from March 2019 to March 2020; support from the Home Office to the police to improve training in responding to victims; multiple Home Office funded projects aimed at tackling homophobic hate crime; and continued engagement with LBGT stakeholders.</p>

star this property answer text <p>The National Crime Agency (NCA) led Organised Immigration Crime Taskforce has been supporting the development of a Libya-owned serious organised crime strategy, sharing best practice with the Libyan Attorney-General’s Office. This has included building niche law enforcement capabilities with trusted Libyan partners to tackle modern slavery and organised immigration crime threats over the last 12 months.
