star this property answer text Preventing children and other vulnerable persons from being harmed by gambling is a priority for government and a core licensing objective for the Gambling Commission.<p><br>Operators offering gambling services to people in Great Britain must have a licence from the Gambling Commission and must have effective policies and procedures designed to prevent underage gambling. Where there is a failure to do so, the Gambling Commission has shown it is willing to act using the range of powers to act at its disposal.</p><p>The Gambling Commission has taken action to strengthen protections for young people. In May this year it introduced stricter age and identity verification controls, requiring all consumers to be age verified before they are able to deposit money or access free-to-play demo games. Government has also worked positively with five major operators resulting in commitments to using online technology where available to target gambling adverts away from people showing signs of problem gambling behaviour. They will also further share further data with to protect problem gamblers from experiencing further harm.</p><p>From September 2020, health education will be compulsory for all pupils in state-funded primary and secondary schools. This will cover education on online harms, including the risks related to online gambling. The non-statutory Personal, Social, Health and Economic (PSHE) programme of study, published by the PSHE Association, includes teaching about gambling and its psychological and financial impact. GambleAware, an independent charity which funds services to help to reduce gambling harms, is working with the PSHE Association to develop resources for schools to promote resilience and raise awareness around risk-taking and gambling.</p>

star this property answer text <ul><li>Under the Ministerial and Other Pensions and Salaries Act 1991, eligible Ministers who leave office are entitled to a one-off payment equivalent to one quarter of their annual salary at the point at which they leave Government.</li><li>This applies only where a Minister is under 65 and is not appointed to a ministerial office within three weeks of leaving government.</li><li>Individuals may waive the payment to which they are entitled. The Excellence Plan was one year funded only for 2020-21, and the Plan closed in 2020-21. Because of COVID interruption to DWP business, some initiatives from the Plan were subsumed into DWP operational work in later years, however they became contained within normal operational budgets, so did not represent ‘extra funds’.</p> more like this

star this property answer text <p>i) Entitlement to Working Tax Credit provides an exemption to the application of the benefit cap. Therefore, no benefit cap implications apply to Working Tax Credit claimants. There are a range of exemptions for when the cap should not be applied, including exemptions for the most vulnerable claimants who are entitled to disability benefits and carer benefits. Information relating to Universal Credit claimants affected by the benefit cap as a result of the temporary increase made to Universal Credit in response to the covid-19 outbreak is not readily available, and to provide it would incur disproportionate costs.</p><p> </p><p>ii) No estimate has been made of the number of kinship carers or children raised in kinship care households that have been affected by the benefit cap as a result of the temporary increase made to welfare benefits. The Government acknowledges the immense value of care given by family and friend carers who look after children whose parents are unable to provide the necessary care themselves. Therefore, no benefit cap implications apply to Working Tax Credit claimants. There are a range of exemptions for when the cap should not be applied, including exemptions for the most vulnerable claimants who are entitled to disability benefits and carer benefits. Information relating to Universal Credit claimants affected by the benefit cap as a result of the temporary increase made to Universal Credit in response to the covid-19 outbreak is not readily available, and to provide it would incur disproportionate costs.</p><p> </p><p>ii) No estimate has been made of the number of kinship carers or children raised in kinship care households that have been affected by the benefit cap as a result of the temporary increase made to welfare benefits. The Government acknowledges the immense value of care given by family and friend carers who look after children whose parents are unable to provide the necessary care themselves. star this property answer text <p>a) Those deemed to be in employment as a result of receiving support through the Coronavirus Job Retention Scheme and Self Employed Income Support Scheme will not be entitled to Jobseeker’s Allowance if they usually work 16 hours or more per week. In order to be entitled to Jobseeker’s Allowance, claimants must satisfy a number of entitlement conditions, one of which is not being engaged in full time work. Those who usually work less than 16 hours per week are part-time workers and can apply.</p><p> </p><p>b) Jobseeker’s Allowance is a personal contribution-based benefit. Eligibility depends on someone having worked as an employee and having paid enough national insurance contributions, usually in the two full tax years before the calendar year in which they make their claim. They must also meet the following entitlement conditions:</p><ul><li>are not engaged in work of 16 hours or more per week</li><li>do not have limited capability for work</li><li>are not receiving relevant education</li><li>are under pensionable age</li><li>are in Great Britain</li><li>have accepted a Claimant Commitment</li></ul><p> </p><p>c) Those ineligible for the Coronavirus Job Retention Scheme or Self Employment Income Support Scheme may be eligible if they meet the conditions as set out in b) above.</p><p><strong> </strong></p>

star this property answer text <p>Youth Hubs are part of the wider DWP Youth Offer which also includes the Youth Employment Programme and Youth Employability Coaches. Youth Hubs across Great Britain bring together employment support from a Jobcentre Plus Work Coach and place-based support from local partnerships to help young people into work. The support offered in a Youth Hub is dependent on local needs and includes skills, training, employment provision and dedicated support services.</p><p> </p><p>Due to changes in claimant needs new Youth Hubs may open, and existing Youth Hubs may close. star this property answer text <p>Youth Hubs are not currently operating a physical face to face service due to national lockdown restrictions, however 15 were open in the months ahead of this. Youth Hub locations are external partner owned premises who have the overall autonomy in the decisions for physical opening and offering of face to face appointments.</p><p>Support is currently being provided digitally through Work Coaches linked to existing and planned hubs across the UK, to make sure that young people who are unemployed continue to receive help whilst restrictions are in place.</p><p> </p><p>When fully implemented, hubs will be located in every Jobcentre Plus district across England, Wales and Scotland.</p> more like this

star this property answer text <p>Young people with a disability or health condition on Universal Credit who wished to take up the opportunity of a Kickstart job were able to discuss the roles they were interested in and if required, reasonable adjustments could be put into place to enable them to take up a Kickstart job. In October 2021, the decision was taken to extend the delivery of the Kickstart Scheme for an additional three months, to 31 March 2022, so that many more young people at risk of long-term unemployment (including those with disabilities) could benefit from the opportunities of the scheme. The final Kickstart job starts took place on 31 March 2022 and the last jobs will come to an end on 30 September 2022.</p><p> </p><p>The Kickstart Scheme was introduced as part of the Government’s Plan for Jobs, a range of other support is available to provide support to job seekers of all ages, regardless of disadvantage or disability.</p> more like this

DWPs new youth offers will include a structured 13-week programme, during which they will be helped in their search for work and referred to the most appropriate support such as careers advice, a sector-based work academy, a traineeship, work experience, mentoring circles or an apprenticeship. Once they have completed this programme participants will be encouraged to take up work-related training or an apprenticeship. star this property answer text <p>Writing off some historic Child Support Agency (CSA) arrears was not a quick or easy decision, and involved exhausting other approaches to deal with the debt, including using debt collection agencies without success. Much of the debt that accrued under the CSA is now old and generally uncollectable, and most parents accept this.</p><p> </p><p>It is a long-established principle of the child maintenance system that where non-resident parents do not pay the maintenance they are legally required to pay, the obligation on the government is to do its best to ensure collection – not for the taxpayer to pay the maintenance.</p><p> </p><p>We are making one last attempt to collect the debt, where it is cost effective to do so and there is a reasonable chance of collection. Debts of smaller amounts may be written off as part of the process.</p><p> </p><p>Attempting to collect would have cost around £1.5bn, and would have recovered between £0.1bn and £0.6bn. Had we not written off we would have needed to maintain the debt indefinitely at a cost of £30 million per year.</p><p> </p><p>Addressing these cases will enable us to close the CSA completely and focus on collecting money that will benefit today’s children, and avoid the build-up of arrears in the Child Maintenance Service.</p>

star this property answer text <p>Work Coaches can use the Flexible Support Fund (FSF) to pay 100% of the upfront childcare costs up to the payment limits set that the claimant incurs between starting work and receiving their first wage. This is paid directly to the childcare providers and is not repayable. Examples of what it can be used to cover include:</p><p> </p><ul><li>Deposit – To pay a provider a one off advance payment of childcare costs.</li><li>Retainer – To pay a provider a one off advance payment to secure the nursery provision prior to the parent starting work or training.</li><li>Fees – To pay a provider upfront childcare fees in advance of the service being delivered; and</li><li>Taster/Settling in periods – To pay a provider a one off advance payment to enable the parent to prepare their child before taking up the full childcare offer.</li></ul><p> </p><p>Once a claimant has received their first wage, we have given Work Coaches the flexibility to use Budgeting Advances to help pay for further upfront childcare costs where required and where a claimant is eligible. This includes - during school holidays, change of childcare provider, or additional childcare in order to increase work hours. Budgeting Advances do have to be repaid, however, up to 85% of these childcare costs can be reimbursed through the UC childcare offer (up to caps) once a paid receipt is submitted.</p>

Additional external campaigns will be launched on Wednesday 9 September with further adverts launching on a weekly basis over the following 4 weeks.</p><p> </p><p>Over 300 new work coaches have now started and our plans will see over 4500 start by 31 October with a further 9000 starting by 31 March 2021.</p><p> </p> more like this

star this property answer text <p>Work Coach Recruitment is separate to the Kickstart Scheme but both are key tools to help people into the labour market. All Job Centre Plus Work Coaches are able to refer young people to the Kickstart scheme. As at 22 January, 8,685 new work coaches have started since March 2020. Work Coaches are employed in the Executive Officer grade for which DWP applies a spot rate, which is currently £27,565.</p><p> </p> more like this

star this property answer text <p>Within the last 12 months, the largest increase in pay, both in percentage and cash terms, awarded within the Department for Work and Pensions was a 15.8% increase in the amount of £17,700. The recipient was a Senior Civil Servant (SCS) Pay Band 2 member of staff.</p><p> </p><p>The uplift was the result of a pay exception on appointment following a level transfer from another Government Department. This was based on the recipient’s high level of skill and experience, their sustained performance, the increased responsibility associated with the role as well as their relative position on the pay range in comparison with their peers. DWP fully complied with the pay exception control process for this increased pay on appointment, meeting all relevant criteria.</p> more like this

star this property answer text <p>With the introduction of the Retained EU Law (REUL) Bill, the Health and Safety Executive (HSE) remains focused on ensuring that regulatory frameworks maintain the United Kingdom’s high standards of health and safety protection and continue to reduce burdens for business.</p><p> </p><p>In Great Britain, the legislation which controls asbestos exposure risks in workplaces are the Control of Asbestos Regulations 2012 (CAR). These regulations are owned by the Health and Safety Executive.</p><p> </p><p>Under these regulations HSE requires dutyholders to assess whether asbestos is present in their buildings, what condition it’s in and whether it gives rise to a risk of exposure. The duty-holder must then draw up a plan to manage the risk associated with asbestos which, importantly, must include removal of the asbestos if it cannot be safely managed where it remains in place. In addition to this, dutyholders are legally required to remove asbestos containing materials before major refurbishment or demolition work can occur.</p><p> </p><p>Great Britain’s (GB) asbestos legacy remains a key issue and continuing to improve and build on the evidence base around safe management and disposal of asbestos is fundamental. However, concerns remain that moving to a fixed deadline for removal would increase the opportunity for exposure. This is difficult to support where the current risk of exposure is very low and asbestos can be managed safely in situ until planned refurbishment works.</p><p> </p><p>Our standards of health and safety protections are among the highest in the world. HSE will continue to review its retained EU Law to seek opportunities to reduce business burdens and promote growth whilst maintaining the United Kingdom’s high standards of health and safety.</p>
