This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. After we leave the EU, as now, we will work closely with industry and all levels of government and take end-to-end action across the housing market to deliver the right homes in the right places and achieve our ambition of delivering 300,000 homes a year by the mid 2020s.</p><p>We set out our plan for long-term reform to make the housing market work better in our Housing White Paper, and have since built on this with further measures, including planning reforms, lifting Housing Revenue Account borrowing caps, and progressively increasing the Government’s 2016-21 Affordable Homes Programme in England to more than £9 billion, as well as more than doubling the Housing Infrastructure Fund to £5.5 billion to unlock up to 650,000 homes. We’ve committed over £22 billion Help to Buy Equity Loan funding to 2021, and announced at last year’s Autumn Budget a new scheme with £7.2 billion funding to 2023. 	answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>This Government is committed to halving rough sleeping by 2022, before ending it altogether and has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period to April 2020.</p><p>In the recent Spending Round we announced £422 million funding for homelessness in 2020/21, an increase of £54 million.</p><p>The Government changed the law and the Homelessness Reduction Act, which is the most ambitious legislation in this area in decades, came into force this April. The Homelessness Reduction Act requires Councils to provide early support for those at risk of having nowhere left to go. The Government is also boosting access to affordable housing, and making renting more secure.</p><p>We also recognise the challenges that the cold weather poses for those who are sleeping rough. On 12 September 2019, we launched a second year of the Cold Weather Fund. This £10 million fund will be available to all local authorities in England to provide a robust, local response to support as many rough sleepers as possible off the streets during the winter period. This is double the funding made available last winter. Local authorities will be able to access this funding until March 2020</p><p><br>Whilst we recognise that suitable housing is a key part of the solution, health services have a significant role to play, alongside other public services. MHCLG is working with the DHSC to ensure that rough sleepers have the health care they need, when the need it. This includes several commitments that were made in the Rough Sleeping Strategy, such as:</p><ul><li>committing £30m for mental health services from NHS England for rough sleeping over the next five years</li><li>providing up to £2 million in health funding to test models of community-based provision designed to enable access to health and support services for people who are sleeping rough.</li><li>working with Safeguarding Adult Boards to ensure that Safeguarding Adult Reviews where appropriate. Lessons learned from these reviews will inform improvements in local systems and services.</li></ul><p>Professor Dame Carol Black has been appointed to carry out a major review of drug misuse. That is why we have committed to end rough sleeping by the end of this Parliament and to enforce the Homelessness Reduction Act.</p><p>The Government has already taken important steps to prevent and reduce homelessness and rough sleeping. This includes implementing the most ambitious legislative reform in this area in decades, the Homelessness Reduction Act, which is transforming the culture of homelessness service delivery and actively prevents homelessness, meaning people will get the help they need quicker.</p><p>The Government has already committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period to April 2020. In 2020/2021 we are providing a further £422 million to tackle homelessness and rough sleeping. 	answer	answer is ministerial correction date of answer 23/01/2020 answer text <p>The Government is taking forward a comprehensive programme of reform to end unfair practices in the leasehold market.</p><p>We are moving towards legislation to ban the sale of new leasehold houses, restrict ground rents to zero for future leases, give freehold home owners equivalent rights to challenge unfair charges, and close loopholes to prevent unfair evictions. We are also working with the Law Commission to make buying a freehold or extending a lease easier, quicker and more cost effective – and to reinvigorate Commonhold and Right to Manage. The Law Commission published its report on options for valuation on 9 January, and we are now considering next steps.</p><p>In October 2018 we established an independent working group, chaired by Lord Best, to raise standards across the property sector, which also considered how fees such as service charges should be presented to consumers in the leasehold sector. The working group published its final report to Government on 18 July 2019. We are considering the report’s recommendations and will announce next steps in due course.</p><p>In 2017, the Law Commission also published a report of their review of event fees in the leasehold retirement sector on behalf of this Department. The Government responded to the Law Commission in March 2019, agreeing to implement the majority of the recommendations. Emergency legislation has been taken forward as an urgent priority so that landlords will not be able to start proceedings to evict tenants for at least a three-month period. As a result of these measures, no renters in private or social accommodation need to be concerned about the threat of eviction. As such, the Government does not believe a ‘rent holiday’ is necessary at this stage.
