star this property answer text <p>Government does not currently collect information on the number of rough sleepers referred into the NRM by Local Authorities.</p><p>However, we recognise that there is a potential risk for people sleeping rough to become victims of modern slavery, and we want to ensure that local areas have the tools they need to identify modern slavery where they see it and provide the right support to victims.</p><p>The Home Office will continue to work to improve the quality data around victim identification and will continue to review the data it publishes in relation to NRM referrals and the introduction of the new digital system provides an opportunity for Government to review the data to identify patterns of exploitation.</p><p>Data on the National Referral Mechanism (NRM) continues to be published regularly by the Single Competent Authority, available via the following link: <a href="https://www.gov.uk/government/collections/national-referral-mechanism-statistics" target="_blank">https://www.gov.uk/government/collections/national-referral-mechanism-statistics</a></p>

star this property answer text <p>Piloting Housing First was a Government manifesto commitment that was announced in the 2017 Autumn budget. Since its launch, our expert advisers have been working closely with each of the three pilot regions to monitor and support progress. We also commissioned a consortium, led by ICF, to conduct a comprehensive evaluation of the programme, which will run for the duration of the pilots.<strong> </strong>The Housing First pilots are now in their fourth year and have supported over 1,050 of the most entrenched and cyclical rough sleepers across 23 local authorities.</p><p>We recognise that rough sleeping is a nationwide challenge, and that is why it is important that we consider the findings of our evaluation, together with our experiences from the three pilots, to ensure that we know how it could work best on a larger scale.</p><p>The Government committed to expanding Housing First in its latest manifesto and we will use the findings of our evaluation, together with our experiences from the three pilots, to inform next steps.</p>

star this property answer text <p>The Government has committed over £750 million this year to tackle homelessness and rough sleeping.</p><p>This includes over £202 million across England for the Rough Sleeping Initiative (RSI), which is more than an 80% increase from the £112 million provided last year. The funding will provide up to 14,500 bed spaces and 2,700 support staff. Within this year's RSI, local authorities were asked to plan for winter and any other surge capacity throughout the year.</p><p>We recognise that winter brings with it extra pressures especially with the on-going risk of COVID-19. For this reason, we are we are supporting the voluntary and community sector with the £3.8 million Homelessness Winter Transformation Fund. This funding will help provide safe accommodation that creates a sustained route of the streets by supporting investment in improved accommodation and of self-contained bed spaces over winter 21/22.</p><p>Night Shelters that are considering opening this winter should consult their local authorities and consider the COVID-19: provision of night shelters guidance on gov.uk, which was drafted with advice from the UK Health Security Agency (formerly Public Health England).</p>

star this property answer text <p>The Government is clear that no one should be without a roof over their head. We have made considerable progress in the last few years to reduce rough sleeping. Much of this work provided the capacity to deliver the pandemic response both locally and nationally.</p><p>We are supporting local authorities under the greatest pressure from rough sleepers under the £10 million Winter Pressures Fund which will bring rough sleepers across the country into safe and supported accommodation across winter. Brighton and Hove are eligible for this fund. We have made a further £3.8 million available to voluntary and community organisations to provide COVID-19 secure accommodation for those sleeping rough. This work bolsters our year-round investment through the £203 million Rough Sleeping Initiative. We continue to support local authorities to exhaust all options for rough sleepers, including those who are non-UK nationals.</p> more like this

star this property answer text <p>The Government is committed to tackling homelessness in all its forms. The Homelessness Reduction Act is helping more people get help sooner to prevent homelessness, and since it came into force nearly 450,000 households have had their homelessness successfully prevented or relieved through securing accommodation for more than 6 months. In 2021-22 Local Authorities received £375 million through the Homelessness Prevention Grant - a £112 million increase on the previous year - which can be used to offer financial support for people to find a new home, to work with landlords to prevent evictions, or to provide temporary accommodation to ensure families have a roof over their head. This includes a one-off £65 million to help support vulnerable renters with Covid-19 related rent arrears to avoid eviction or find a new home in order to prevent homelessness. The Government will be spending over £2 billion to tackle homelessness and rough sleeping over the next 3 years, with multi-year funding enabling local partners to better plan services and maximise efficiencies - demonstrating our commitment to build on recent progress.</p>

star this property answer text <p>This Government has committed over £800 million to tackle homelessness and rough sleeping this year. This includes £202 million through the Rough Sleeping Initiative, funding up to 14,500 bed spaces and 2,700 support staff across England. The £433 million Rough Sleeping Accommodation Programme will provide 6,000 move-on homes and accompanying support services to those who are rough sleeping or who have a history of sleeping rough.</p><p>The Rough Sleeping Accommodation Programme (RSAP) has placed a strong emphasis on the use and refurbishment of empty or moribund housing, stock with notable examples in the North of England. This includes the 'Right Sizing' initiative in Liverpool to modernise 70 empty and largely 2-bed properties with downstairs bathrooms, by moving the bathroom upstairs and creating high quality housing for single people or couples. Fairmount Lodge in Bradford has modernised a long-term empty building to create modern homes for 18 rough sleepers, and Champions Court in St Helens has taken two blocks of long-term empty, fire damaged or small flats and created modern homes for 28 rough sleepers.</p><p>In addition, whilst the Affordable Homes Programme is focussed on the development of new supply, through the Programme, grant funding is available to turn empty private sector homes into new social and affordable homes.</p>
