That is why we have introduced reforms to dividend taxation and capital gains tax, and ended permanent non-domicile status – to ensure the rich pay their fair share. This has led to the top 1% of income taxpayers paying 29% of income tax – a record high.</p><p> </p><p>This Government is also committed to ensuring opportunities are shared in every part of the country. People across all regions are benefitting from investments the Government is making. For example, since 2015, £12bn from the Local Growth Fund has been provided to local enterprise partnerships for projects that benefit the local area and economy. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>All three and four year olds in England are entitled to the 15 hour universal entitlement to free early education for 38 weeks of the year regardless of the immigration status of the child or their parents.</p><p> </p><p>Parents who have the right to live and work in the UK are eligible for an additional 15 hours a week of free childcare for three and four year old children.</p><p> </p><p>Parents who are from outside the EEA and have no recourse to public funds are not entitled to the additional hours of free childcare for three and four year old children. This has all been core funding, for any scenario.</p><p> </p><p>In addition to this core funding, the Chancellor announced £2.1bn on 1 August 2019 specifically to prepare for leaving the EU without a deal.</p><p> </p><p>Further to these allocations of funding, on 30 September 2019 the government reaffirmed its funding guarantee if the UK leaves the EU without a deal and should the EU cease to fund UK organisations after EU exit. This guarantee relates to UK organisations in receipt of certain EU programme funding.
