The Department for Transport is aware of a number of initiatives, both here in England and overseas, in which recycled plastic and other waste product materials are added as a binding mix to asphalt.</p><p> </p><p>As part of the Live Labs research programme, in conjunction with the Association of Directors of Environment, Economy, Planning and Transport (ADEPT) and private partners, the Department for Transport announced in January 2019 funding of £1.6 million to Cumbria County Council to extend a trial for the selection and testing of recycled plastic in surfacing and structural treatments on the local road network. This trial will assess the suitability and durability of the plastics additives from minor patching work and pothole repairs through to major resurfacing.</p><p> </p><p>Technological innovation in road maintenance processes can also improve efficiency and reduce waste by recycling existing road material. 	answer	answer is ministerial correction date of answer 31/10/2019 answer text <p>Highways England has no plans to fundamentally review the terms and conditions of its private finance initiative (PFI) road maintenance contracts, including the costs payable under those contracts.</p><p> </p><p>Highways England has previously reviewed its PFI contracts and concluded that cancelling or attempting to change them is unlikely to offer value for money. It should be noted that eight of Highways England’s eleven contracts in place are due to end in 2026/27.</p><p> </p><p>Highways England manages the costs due to its PFI providers strictly in accordance with the contracts and has taken advantage of cost saving opportunities where possible, for example through project re-financings. For the Strategic Road Network, motorways and major A roads, that is Highways England. The rest of the network is managed by local highway authorities. It is for local highway authorities to decide whether to carry out additional maintenance, based on local needs and priorities.</p><p> </p><p>In April 2020 I wrote to the local highways maintenance sector, with advice on continuing with their highways maintenance works and thanking them for their efforts. The overall framework balances the need to ensure the essential repair and maintenance of roads, whilst reducing the disruption that such works can cause.</p><p> </p><p>We have, in recent years, continued to improve the framework of secondary legislation and we have approved lane rental schemes, which allow local authorities to charge for works on the busiest roads at the busiest times to reduce congestion. 	answer	answer is ministerial correction date of answer 30/03/2022 answer text <p>In Scotland, Wales and Northern Ireland the responsibility for maintaining the highway rests with the respective devolved administrations.</p><p> </p><p>In England, National Highways is responsible for the strategic road network, that is motorways and major A roads.
