For the majority of such vessels, the standards applied are not those which are under review. A limited number of vessels could be brought into service under these older Regulations.</p><p> </p><p>Any vessels subject to the standards that will be modified by the review will have a two-year phase in period for compliance from the in-force date of the new legislation. The exercise sought to gauge market appetite for the taking of risk in relation to the design, construction, financing and funding of a new southern rail scheme to Heathrow Airport. The briefing document published as part of the market sounding did make clear that for schemes to be considered true market led proposals, full risk would have to be borne by the private sector. The anticipated broad division of that work is that project management will be lead by CPC; cost challenge will be lead by Jacobs, GHD and Gardiner and Theobald; and work on freight demand will be led by Jacobs, GHD and MDS Transmodal (subcontractor).</p><p> </p><p>The geographical scope of the work will cover at least the area indicated by the noble Lord as its purpose is to assess whether reinstatement of a rail route via Skipton-Colne is part of the right long term solution for transpennine rail traffic. This includes requirements for users to have insurance, driving licences, number plates, and helmets. At present, it is difficult for electric scooters to meet these requirements.</p><p> </p><p>Therefore, it is illegal to use an electric scooter on public roads and pavements. They are legal for use on private land with the landowners’ permission.</p><p> </p><p>The Future of Mobility regulatory review will address the challenges of ensuring our transport infrastructure and regulation are fit for the future.
