	answer	answer is ministerial correction date of answer 25/09/2024 answer text <p>Pregnant women with folate deficiency are at greater risk of neural tube defects (NTDs). Currently government advice recommends that women who could become pregnant take a daily supplement of folic acid before conception and up until the 12th week of pregnancy. However, we know that around 50% of pregnancies in the UK are unplanned. Government is therefore looking at this UK-wide measure to mandate the fortification of flour with folic acid to reduce the number of NTDs in pregnancies as a priority.</p><p>The Scientific Advisory Committee on Nutrition (SACN) and the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT) have considered the proposed level of fortification in depth.</p><p>The proposed policy is to fortify non-wholemeal wheat flour at 250 micrograms per 100 grams. Fortification above this level would allow for greater reductions in NTD risk but would increase the risk of people exceeding the recommended upper level of folic acid intake.</p><p>An upper limit of 1 milligram per day was set in the UK by the UK Expert Group on Vitamins and Minerals in 2003, which was later reviewed and agreed by COT in 2018. In 2006 and 2009, SACN concluded that it was also necessary to minimise exposure to high intakes of folic acid because there was still uncertainties regarding folic acid and cancer risk at high intakes.</p><p>The UK Government and devolved governments addressed concerns on the interaction of folic acid with treatments and medications for different conditions, such as cancer and epilepsy, in the consultation on the policy proposal in 2021. In addition, information on the presence of folic acid will be included on the ingredients list on product labels to inform consumers. In 2023, COT published a risk assessment of the potential risks of allergic reaction (hypersensitivity) to folic acid if flour is fortified with folic acid at 250 micrograms per 100 grams.</p><p>There is agreement from both SACN and COT that the proposed levels of fortification are appropriate and provide a balanced approach to fortification.</p><p>The level of folic acid fortification will be kept under review as part of the monitoring and evaluation of the policy, which would assess both positive and postulated negative impacts.</p> answering member printed Baroness Merron question first answered 25/09/2024 12:25:20 answering member 347 label Biography information for Baroness Merron

His report also uses the latest data from the International Cancer Benchmarking Partnership to show that five-year survival for common cancers is below that of comparable countries.</p><p>The Department remains committed to improving cancer survival rates by hitting all National Health Service cancer waiting time targets within five years, so no patient waits longer than they should.</p><p>We will get the NHS diagnosing cancer on time, diagnosing it earlier, and treating it faster, and we will improve patients’ experience across the system.</p><p>The findings of Professor Lord Darzi’s independent review will feed into the Government’s 10-year plan to build a health service that is fit for the future. The Department funds research on health and social care through the National Institute for Health and Care Research (NIHR). The NIHR welcomes funding applications for research into any aspect of human health. These are judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money, and scientific quality, and the NIHR will work with researchers to facilitate the development of good-quality proposals that will move the evidence base forward.</p><p>An Expert Advisory Group for Allergy (EAGA) was established in 2023, and brings together key stakeholders, including clinical organisations, with the aim improving the quality-of-life of people with allergies. Chaired jointly by the Department and the National Allergy Strategy Group, the EAGA identifies priority areas for the Department, NHS England, and other Government departments and agencies relating to allergies that require policy change or development, and advises on how to best achieve improved outcomes.</p><p>The Department has also held a number of meetings with the National Allergy Research Foundation (NARF) to discuss both the research and policy aspects of allergies. The NARF is a charity with a mission to make allergy history through pioneering scientific and medical research, to change the lives of those living with allergies, starting with food allergies.</p><p>Blood and skin allergy tests can detect a patient's sensitivity to common allergens, including food allergens, and advice on the circumstances under which such tests should be offered are contained in the guidance, Food allergy in under 19s: assessment and diagnosis [CG116], published by the National Institute for Health and Care Excellence (NICE). The survey samples independent pharmacy contractors’ sales invoices for the medicines they dispense, and compares the amount paid with the amount reimbursed by the National Health Service. This has found that more than the amount agreed as part of the Community Pharmacy Contractual Framework has been delivered in total across the previous four financial years. Suppliers of appliances can optionally apply for an annual price increase on the NHS Drug Tariff. Fees in the tariff are routinely reviewed and updated when appropriate.</p><p>Medicine costs are considered as part of ongoing broader assessments of the financial health of the sector. The NICE’s guideline provides recommendations on principles of care for people with a migraine, which may include a multidisciplinary approach to care, based on clinical need, and involving access to a range of health professionals, including specialist neurology nurses, neurologists, and pain management specialists. Whilst NICE guidelines are not mandatory, the Government expects the healthcare system to take them fully into account when designing services.</p><p>Through its Technology Appraisals Programme, the NICE has recommended a number of calcitonin gene-related peptide inhibitors for the treatment of migraines, and these have been made routinely available to eligible National Health Service patients in England. It delivers a nationally co-ordinated programme of HIV prevention work for communities at higher risk of transmission such as black African heterosexual communities and gay, bisexual, and other men who have sex with men. HPE is funded by the Department, who have appointed the Terrence Higgins Trust, a national charity who campaign about, and provide services related to, sexual heath and HIV, to deliver the programme from 2021 to 2025.</p><p> </p><p>The programme has recently hosted their 6th biannual conference, which brought together over 200 representatives from the HIV sector to share ideas, best practice, and research, drawing attention to the need to prioritise impactful and equitable interventions, considering the specific needs of those at greater risk. Professor Lord Darzi’s report on his independent investigation of the National Health Service in England has shone a light on the critical condition of the NHS, and the Government will continue to work closely with NHS England to ensure that women and babies receive safe, personalised, and compassionate care.</p><p>Neonatal mortality and neonatal unexplained deaths are measured by both the Office for National Statistics and the National Child Mortality Database. Since 2010, the neonatal mortality rate in England has decreased by 25% for babies with at least 24 weeks completed gestation. Since 2010, the number of babies who died unexpectedly in their first 28 days of life in England and Wales decreased from 40 to 29.</p><p>The NHS is working to further improve outcomes for babies and is rolling out the third version of the Saving Babies' Lives Care Bundle to all trusts. The NICE’s methods are internationally respected, and have been developed through extensive work with industry, academics, and the public, to ensure they appropriately capture the costs and benefits, and best reflect social values. These are very difficult decisions to make, and it is important that they are made independently, and on the basis of the available evidence.</p><p>We understand that despite the NICE instigating an exceptional pause in the process to allow for commercial negotiations to take place with the companies, Daiichi Sankyo and AstraZeneca, a deal to enable patient access to this treatment on the NHS in England has not been reached.</p><p>We know that the NICE’s announcement has come as a blow to many women and their families. The NICE and NHS England have already sought to apply as much flexibility as they can in their considerations of Enhertu for HER2 LOW breast cancer, and have made it clear to the companies that their pricing of the drug remains the main obstacle to access.</p><p>Within 16 weeks of the publication of final guidance, companies can also request a rapid review to consider new patient access scheme proposals, with the aim of establishing a pricing agreement that would improve cost-effectiveness and enable patient access to high-cost medicines. The Government wants to see a deal reached to make Enhertu available. Most hospices are charitable, independent organisations which receive some statutory funding for providing NHS services. As independent organisations, charitable hospices are responsible for their own recruitment and employment terms.</p><p>The NHS has been facing chronic workforce shortages for years, and we have to be honest that bringing in the staff we need will take time. We understand that this will also impact the voluntary sector, including hospices. We are committed to training the staff we need to get patients seen on time. Screening for prostate cancer is currently not recommended in the United Kingdom. This is because of the inaccuracy of the current best test, the Prostate Specific Antigen (PSA). A PSA-based screening programme could harm men, as some of them would be diagnosed with a cancer that would not have caused them problems during their life.</p><p>The UK NSC is currently undertaking an evidence review for prostate cancer screening, and plans to report within its three-year work plan. Approximately 89% of prescription items are dispensed free of charge in the community in England, and there are a wide range of exemptions from prescription charges already in place, for which those with cystic fibrosis may be eligible. Eligibility depends on the patient’s age, whether they are in qualifying full-time education, whether they are pregnant or have recently given birth, or whether they are in receipt of certain benefits or a war pension.</p><p>People on low incomes can apply for help with their health costs through the NHS Low Income Scheme. Prescription prepayment certificates (PPCs) are also available. PPCs allow people to claim as many prescriptions as they need for a set cost, with three-month and 12-month certificates available. 	answer	answer is ministerial correction date of answer 17/09/2024 answer text <p>The UK Health Security Agency (UKHSA), the National Health Service, and partners have well tested response capabilities to detect, contain, and treat novel infectious diseases, including Mpox.</p><p>The United Kingdom has sufficient testing capabilities in place to test for the different types of Mpox, as the UKHSA and some NHS laboratories can do the primary test for Mpox, and the UKHSA has requested that all NHS confirmed Mpox samples are sent to the Rare and Imported Pathogens Laboratory at the UKHSA, who can provide specialist polymerase chain reaction and genomic sequencing to determine the clade type.</p><p>The UKHSA is working closely with NHS England and has developed algorithms, which have been shared across the NHS, to support referrals of suspect cases for assessment. As part of the UKHSA’s well established preparedness plans, we have a supply of vaccines to vaccinate contacts of cases, and to vaccinate those in transmission networks connected to cases, as appropriate.</p><p>The Government is committed to helping the international response. The UK is the second largest donor to Gavi, the Vaccine Alliance, providing £1.65 billion over the 2020 to 2025 period. We are also working closely with them on ensuring sustainable and effective access to Mpox vaccines for low and middle income countries.</p><p>Critical to the management of any infections in the UK will be the rapid identification of any possible cases, with appropriate isolation and swift follow-up to trace and support identified contacts. We are placing a strong emphasis on ensuring there are high levels of awareness among clinicians about the risk and the actions they need to take when presented with possible cases. The NICE has determined that the benefits of this first new treatment are just too small to justify the significant cost to the NHS. These are very difficult decisions to make, and it is right that they are taken independently, and on the basis of the available evidence of costs and benefits. We understand how disappointing the NICE’s draft guidance will be to all those affected, but we need to make sure that the finite resources of the NHS are only spent on treatments that are clinically and cost effective, to ensure patient and taxpayer benefit. 	answer	answer is ministerial correction date of answer 13/09/2024 answer text <p>The Government is concerned about the worrying rise in vaping among children, as rates of youth vaping have tripled in the past four years, and 18% of children have tried a vape. All too often, vaping products are promoted in a way that appeals to children, despite the risks of nicotine addiction and the unknown harms.</p><p>To address this, the Tobacco and Vapes Bill will reduce the appeal and availability of vapes to children. The bill will stop vapes from deliberately being branded and advertised to children, including regulations on flavours, packaging, and changing how and where they are displayed in shops. The bill will be introduced to Parliament soon.</p><p>We will publish an impact assessment for the bill shortly, and we will publish further impact assessments alongside our future vaping regulations. 	answer	answer is ministerial correction date of answer 23/09/2024 answer text <p>Men with mental health issues are not getting the support or care they deserve, which is why we will fix the broken system to ensure we give mental health the same attention and focus as physical health.</p><p>As part of our mission to build a National Health Service that is fit for the future and that is there when people need it, the Government will recruit an additional 8,500 mental health workers to reduce delays and provide faster treatment, which will also help ease pressure on the busy mental health services.</p><p>NHS Talking Therapies, which include cognitive behavioural therapy, provide treatment to men, with common mental health conditions, such as depression and anxiety. They can self-refer to NHS Talking Therapies services, or be referred by their general practitioner.</p><p>Suicide is one of the biggest killers of men aged 45-64, and we are committed to tackling this, while ensuring they live well for longer.</p><p>The Suicide Prevention Strategy for England 2023-2028 was published in September 2023, with over 130 actions identified to reduce the suicide rate within five years (with initial reductions to be seen in 2.5 years). The strategy has identified middle aged men as a priority group and targets common factors such as financial difficulty, gambling and loneliness.</p><p>Across England, 79 organisations, ranging from local, community-led organisations through to national voluntary, community or social enterprises, have been allocated funding from the £10 million Suicide Prevention Grant Fund and are delivering a broad and diverse range of activity that will prevent suicides and save lives. All revenue that hospitals make from car parking must be put back into front line services.
