Providers must ensure that their premises are fit for purpose and comply with the requirements of health and safety legislation.</p><p>Ofsted refer to the EYFS statutory framework when carrying out inspections and may issue a welfare requirement notice in respect of any failure to meet a requirement in the document. star this property answer text <p>Under the Children Act 1989, local authorities are required to provide services for children in their local areas for the purposes of safeguarding and promoting their welfare, this includes children who are refugees. 'Working Together to Safeguard Children' (2018) clarifies the core legal requirements for how agencies work together to keep children safe, including responding to their needs.</p><p> </p><p>Some children arrive in the country as unaccompanied asylum-seeking children. Under section 20 of the Children Act 1989, local authorities are under a statutory obligation to provide accommodation for unaccompanied asylum-seeking children. This means that they become looked-after children and receive the same safeguards and services as any other looked-after child.</p><p>The government recognises that unaccompanied asylum-seeking and refugee children can be some of the most vulnerable in our society. The government’s vision and additional commitment to care for these children is set out in the ‘Safeguarding Strategy for Unaccompanied Asylum Seeking and Refugee Children’. The government has also published statutory guidance on the ‘Care of Unaccompanied Migrant Children and Child Victims of Modern Slavery’ to help local authorities to care effectively for these children.</p>

star this property answer text <p>Local authorities have a duty to consider the placement for each child and are required to ensure that children in care are provided with suitable accommodation that meets their needs.</p><p> </p><p>Many children in care aged 16 and 17 live in foster care or children’s homes, which are inspected by Ofsted. Data from Ofsted’s latest annual report (2017/18) show that 84% of providers are judged as good or outstanding and 2% are inadequate.</p><p> </p><p>We are supporting local authorities to increase sufficiency of fostering, secure and non-secure residential placements and ensure that placements meet children’s needs. This includes investing £5 million in an innovation programme funding 3 projects to increase councils residential care capacity and improve commissioning practice.</p><p> </p><p>In fostering, we have invited local authorities and their partners to bid for seed funding to conduct feasibility studies into new or expanded collaborative approaches. This is across sufficiency planning, commissioning, recruitment and training of foster parents. In addition, arrangements for young people preparing to step up to, or down from residential care, or return home from foster care. The department is also increasing the number of secure children’s homes beds through our £40 million capital grants programme. In addition, the department has invested nearly £6 million in a pilot programme called Staying Close, which will provide further support for young people leaving residential care.</p><p> </p><p>Where it is judged to be in the child’s best interests, local authorities can also accommodate children in care and care leavers aged 16 or 17 in suitable unregulated provision.</p><p>Suitable accommodation is defined in regulations in the Children Act Volume 2 statutory guidance, a copy of which is available at the following link: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/441643/Children_Act_Guidance_2015.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/441643/Children_Act_Guidance_2015.pdf</a>.</p><p> </p><p>Unregulated accommodation can be the right option for some older children in care and care leavers aged 16 or 17, providing a stepping-stone towards living as an independent adult. In some cases, the quality of accommodation provided may not be reaching the standards we would expect, so I have asked Sir Alan Wood, the Chair of the Residential Care Leadership Board, to collect evidence to help us understand where improvements might be needed.</p><p> </p><p>In light of Sir Alan Wood’s findings, we will consider whether further steps need to be taken to ensure that all children in care aged 16 or 17 are living in settings that are safe and provide the wrap-around support that they need.</p>

They actively want to meet the standards, and the vast majority of parents support them in this.</p><p>Governing boards are legally responsible for meeting the School Food Standards. If they do not, they should be supported to address the issues and there are a number of organisations that can provide this support. If there are still concerns, the matter can be raised with my right hon. Friend, the Secretary of State for Education who can issue a direction to the school if necessary.</p> more like this

star this property answer text <p>The Education and Skills Funding Agency and the Trusts have completed their initial review work to establish the facts surrounding existing concerns about Bright Tribe and Adventure Learning Academy Trusts, including those aired in the BBC Panorama programme of 10 September 2018. The results of the investigations are sensitive and cannot be shared at this time.</p><p>The Condition Improvement Funded works at The Whitehaven Academy and Fowey River Academy were undertaken by independent, externally appointed consultants. An official from the Department for Education was present at the technical inspection which took place at Fowey River Academy on 23 August 2018, but was not present at the Whitehaven Academy technical inspection, which took place on 17, 18 July and 30 August. However, officials had previously visited the academy on a number of occasions.</p><p>Our current policy is that reports into such reviews are published and we will do so once due process has been completed.</p><p> </p><p> </p>
