This is reflected in the year on year updates to the Academies Financial Handbook which strengthen accountability and transparency in the sector. The department introduced new rules in April 2019 for the declaration or approval of related party transactions. Our requirements are the most robust processes for related party transactions in any sector in the country.</p><p>The level of transparency for academies is higher than for local authority schools. 	answer	answer is ministerial correction date of answer 09/04/2021 answer text <p>The Government is committed to ensuring equal access to the vaccine and that no one eligible for a COVID-19 vaccine in the first phase is left behind. It is clear, however, from both attitudinal surveys and data on uptake, that there is variation in levels of uptake across different geographies and communities.</p><p>On 13 February 2021, the Government Published the UK’s Vaccine Uptake Plan which recognises that some communities have long-standing barriers to engagement with services including for vaccination. The plan acknowledges the need to take a local, community-led approach, with support provided from government, NHS England and NHS Improvement and local authorities to coordinate and enable action. The plan is underpinned at national, regional and local level by four key enablers; working in partnership, removing barriers, data and information and conversations and engagement. In addition, UK Export Finance expects to provide £3.5 billion of support for UK aerospace exports over the next 18 months. That is why we have already invested nearly £2 billion in the Aerospace Technology Institute Programme, providing advice on market opportunities and technology. We have also committed with industry around £1 billion through the Advanced Propulsion Centre, to research, develop, and commercialise the next generation of low carbon technologies to keep the UK at the cutting edge of low carbon automotive innovations. In April 2019, the National Living Wage increased to £8.21 per hour, handing a full-time worker a further £690 annual pay rise. By 2024 the National Living Wage will rise to £10.50 per hour, reaching 66% of median UK earnings. The Industrial Decarbonisation Strategy[1], published on 17 March, commits government to work with the Steel Council to consider the implications of the recommendation of the Climate Change Committee to ‘set targets for ore-based steelmaking to reach near-zero emissions by 2035’. Hydrogen, electrification, and carbon capture utilisation and storage (CCUS) are the main technological options being examined as part of this process. The industry decarbonisation pathways technical annex of the strategy (pg. 153-155) presents two possible options for the decarbonisation of the iron and steel industry:</p><ul><li>The first option shows fuel switching to hydrogen and electric arc furnace. The Industrial Decarbonisation Strategy commits to work with the Steel Council to consider the implications of the recommendation of the Climate Change Committee to ‘set targets for ore-based steelmaking to reach near-zero emissions by 2035’. The Industrial Decarbonisation Strategy, published on 17 March, commits to work with the Steel Council to consider the implications of the recommendation of the Climate Change Committee to ‘set targets for ore-based steelmaking to reach near-zero emissions by 2035’.</p><p>Our current Government initiatives include:</p><ul><li>Up to £66m as part of the Industrial Strategy Challenge Fund, to help key foundation industries, such as steel, develop innovative technology to reduce energy and resource use;</li><li>£22m to the Materials Processing Institute in Teesside to deliver a R&amp;D programme of transformative manufacturing - to help UK steel and metals sector improve efficiencies, cut emissions and ultimately boost its global competitive edge;</li><li>Plans to establish a Net Zero Hydrogen Fund (previously Low Carbon Hydrogen Production Fund): with £240m of capital co-investment out to 2024/25. 	answer	answer is ministerial correction date of answer 16/02/2021 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) are the independent experts who advise the Government on which vaccine/s the United Kingdom should use and provide advice on prioritisation at a population level. The JCVI has advised that the first priorities for any COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems. Therefore, in line with the recommendations of the JCVI, the vaccine will be initially rolled out to the priority groups.</p><p> </p><p>This includes care home residents and staff, people over 80 years old and health and care workers, then to the rest of the population in order of age and risk, including those who are clinically extremely vulnerable and those aged 16-64 years old with certain underlying health conditions. Individuals with cancers of the blood or bone marrow such as leukaemia, lymphoma or myeloma who are at any stage of treatment are considered clinically extremely vulnerable and will be eligible for a vaccine. Anyone with a history of haematological malignancy should be offered a vaccination at priority group six.</p><p> </p><p>Consideration has been given to vaccination of household contacts of immunosuppressed individuals. However, at this time there is no data on the size of the effect of COVID-19 vaccines on transmission.
