star this property answer text <p>A new Chair and CEO were appointed to the Academies Enterprise Trust during 2016-17 and they presented a comprehensive improvement plan to the department in early 2017. This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. As a result of this assessment and supported by the National Schools Commissioner, additional funding was provided to the Trust<strong>.</strong></p><p> </p> more like this

star this property answer text <p>Almost 460,000 international students chose to study at a UK higher education institution (HEI) in 2017/18. We have made no estimate of the number of overseas students that will attend UK HEIs between 2019-20 and 2024-25, or their contribution to the UK economy.</p><p> </p><p>In the International Education Strategy, published in March 2019, the government set out its ambition to both increase the value of education exports to £35 billion per year and to increase the total number of international students hosted by UK universities to 600,000 by 2030, an increase of over 30%.</p><p> </p><p>We fully recognise the important contribution that international students make to the UK’s higher education sector, both economically and culturally. They bring greater diversity to university and college campuses, an international dimension to the experience of all students, stimulate demand for courses, and add to the UK’s impressive research capacity. They are also an important source of income for our education sector. International students at UK HEIs contributed an estimated £11.9 billion to the UK economy in 2016 through tuition fees and living expenditure.</p>

star this property answer text <p>The department is clear that off-rolling, as defined by Ofsted, is unacceptable, and whilst the department believes this practice is relatively rare, the government is committed to continue working with Ofsted to tackle the practice of off-rolling.</p><p>Pupils leave school rolls for many reasons including: permanent exclusion, moving to another school, or changes of circumstances (such as when a pupil moves to a new area). All schools must notify the local authority when a pupil’s name is to be deleted from the admission register. There is no legal definition of ‘off-rolling’. However, the law is clear that a pupil’s name can only be deleted from the admission register on the grounds prescribed in regulation 8 of the Education (Pupil Registration) (England) Regulations 2006, as amended.</p><p>Following media coverage of off-rolling in 2017, the department wrote to all secondary schools, reminding them of the rules surrounding exclusion.</p><p>Ofsted already considers records of children taken off roll and has recently consulted on proposals that will see a strengthened focus on this issue. From September 2019, where inspectors find evidence of off-rolling, this will be addressed in the inspection report, and where appropriate will lead to a school’s leadership being judged inadequate.</p><p>In March 2018, the government launched an externally-led review of exclusions practice, led by Edward Timpson CBE. The review explored how head teachers use exclusion, and why pupils with particular characteristics are more likely to be excluded from school. It also considered the differences in exclusion rates across primary and secondary schools in England.</p><p>The Timpson Review and government’s response were published on 7 May. The review makes 30 recommendations and highlights variation in exclusions practice across different schools, local authorities and certain groups of children. The government has accepted all 30 recommendations in principle, and the department has committed to working with education leaders over the summer to design a consultation on making schools accountable for the outcomes for permanently excluded children, to be launched in the autumn. As part of this, the department will seek views on how to mitigate the potential unintended consequences Edward Timpson has identified in his review, including the practice of off-rolling.</p>

star this property answer text <p>Further Education (FE) providers are private sector institutions, independent from the government, and so are responsible for setting their own staff pay and conditions. However, we acknowledge that FE faces cost pressures, and that this can impact on teacher pay and workload. The department will be making a strong case for increased FE funding, including for investment in FE teacher recruitment and retention ahead of the Spending Review.</p><p>We value our FE teachers and all the excellent work they do, which is why, since 2013-14, we have invested over £140 million in FE teachers and leaders. This includes workforce development through the independent Education and Training Foundation.</p><p>The department has worked closely with the FE sector, including providers and representative bodies, to understand the challenges for teacher recruitment and retention, and see where we can provide appropriate support. We have also commissioned research on the impact of previous incentives which is attached and available at the following link: <a href="https://www.gov.uk/government/publications/incentive-programmes-for-the-recruitment-and-retention-of-teachers-in-further-education-fe" target="_blank">https://www.gov.uk/government/publications/incentive-programmes-for-the-recruitment-and-retention-of-teachers-in-further-education-fe</a>.</p><p>Research has also been conducted looking at comparable professions which is attached and available at the following link: <a href="https://www.gov.uk/government/publications/identifying-fe-teacher-comparators" target="_blank">https://www.gov.uk/government/publications/identifying-fe-teacher-comparators</a>. These research projects have been commissioned to inform our planning for the upcoming Spending Review.</p><p>Ultimately, we know that lower teacher pay makes recruitment and retention more difficult in FE when compared to school teaching and relevant industries. We also know that workload is often one of the main reasons given for leaving the profession. Our Workload Reduction Toolkit, developed by system leaders, teachers and other experts (though aimed primarily at school teachers and leaders) can also be used by FE providers. The Toolkit is attached and available at the following link: <a href="https://www.gov.uk/guidance/reducing-workload-in-your-school" target="_blank">https://www.gov.uk/guidance/reducing-workload-in-your-school</a>.</p><p>More widely, we know that ensuring teacher wellbeing is essential, which is why my right hon. Friend, the Secretary of State for Education announced earlier this year the establishment of an expert advisory group on wellbeing. This group brings together experts from the wellbeing, schools and FE fields who are providing expert advice and working with us to look at what government, FE colleges and others can do to promote staff wellbeing.</p>

star this property answer text <p>The two serious case reviews published by Northamptonshire’s local safeguarding children’s board, on 5 June 2019, identify serious and systemic practice issues in the local area. It is imperative that the analysis in the serious case reviews identifies the right learning points and recommendations. We have taken urgent action to improve services in Northamptonshire by appointing Malcolm Newsam as the Commissioner for Children’s Services. He has a remit to secure immediate remedial action and drive a longer-term programme of improvement in the county. The department has also written to Mr Newsam to ask that he consider the lessons learnt and assure himself that the recommendations are indeed the right ones to effect change.</p><p> </p><p>We are also funding Lincolnshire county council, an outstanding local authority and part of the Government’s Partners in Practice initiative, to provide immediate improvement, support and capacity to Northamptonshire county council to ensure the safety of children in the county.</p><p>On 14 May 2019, My right hon. Friend, the Secretary of State for Housing, Communities and Local Government made a written statement signalling the government’s intention to act on recommendations from the Commissioner's report. The intention is to establish a Children’s Services Trust that provides a stable base for improvement during a period of wider re-organisation in Northamptonshire. On 10 June 2019, a statutory direction was issued to Northamptonshire county council to co-operate with the Commissioner in the establishment of the Trust.</p><p> </p><p>This initiative is just part of an extensive range of support and comprehensive reforms that allow us to take swift, decisive action to either prevent or address failure in local authorities. These reforms include establishing a new specialist social work regulator, Social Work England, and rolling out a national assessment and accreditation system for social workers. We are also committing £84 million (over the next five years) to build on learning from the most promising innovation projects, such as the ‘Strengthening Families, Protecting Children’ programme. This programme aims to improve social work practice and decision-making so that children’s social workers are confident in their support of children and young people to enable them to stay safely at home with their families, where this is deemed to be in their best interests.</p>

star this property answer text <p>The Teachers’ Pay Grant was not awarded to further education (FE) colleges or other providers in the statutory FE sector, as the government does not currently play a role in determining pay for teachers in that sector.</p><p>FE college corporations are independent institutions, responsible for making their own decisions on pay and setting their budgets. In making these decisions and seeking the best for their students, staff and local communities, corporations have a duty to ensure the financial sustainability of the college.</p><p>However, we acknowledge that the FE sector faces cost pressures and that this can impact on staff pay, which is why we will be making the strongest case possible for increased FE funding in the upcoming Spending Review.</p> more like this

star this property answer text <p>Through the Adult Education Budget (AEB), asylum seekers aged 19 or over are currently eligible to receive funding after they have lived in the UK for 6 months or longer and while their claim is being considered by the Home Office or are in the care of the local authority. If they have failed in their claim but are in appeal or have been granted support under the Immigration and Asylum Act (1999), they can still receive funding.</p><p>Asylum seekers are not entitled to the same work-related benefits as those granted refugee status or humanitarian protection and therefore cannot access full funding for English for speakers of other languages (ESOL) courses through the AEB. If they meet the criteria set out above, they will instead be co-funded 50% of the course cost. This is because not all those who make their own way to the UK to seek asylum will be found to be refugees and nearly all will have travelled through other safe countries to get to the UK. The government will continue to consider any new evidence put forward on this issue.</p><p>From the start of the 2019/20 academic year approximately 50% of the AEB will be devolved to 6 Mayoral Combined Authorities (MCAs) and the Greater London Authority (GLA). The MCAs and GLA will be responsible for commissioning and funding AEB provision, including ESOL, for learners that are resident in their areas who meet basic eligibility criteria. The Education and Skills Funding Agency will be responsible for funding AEB learners that are resident in non-devolved areas.</p>

star this property answer text <p>The information requested regarding information on individual schools and whether they provide music education is not held centrally.</p><p>The government is clear that music is an important subject and that all pupils should receive a high quality music education, at least up to the age of 14. That is why the subject is compulsory in the national curriculum and why this government is providing funding of over £300 million for music education hubs between 2016 and 2020.</p><p>In order to ensure all pupils are able to enjoy a high quality music education, we are developing and publishing a non-statutory model music curriculum for key stages 1 to 3. This will expand on the statutory programmes of study and act as a benchmark for all schools.</p><p>Ofsted’s new education inspection framework, which comes into effect in September, has a strong emphasis on ensuring schools provide a broad and balanced curriculum for all their pupils.</p> more like this

star this property answer text <p>The government recognises that learning English is essential in enabling refugees to rebuild their lives. We are working across government to develop a new strategy for English for speakers of other languages (ESOL) in 2019. The strategy will provide a shared vision for all publicly funded English language provision and it will include addressing the needs of refugees. We will explore what needs to be done to enable good local solutions and to support greater access to English language provision. We will consider the ‘Turning Words into Action’ report, attached, as we develop the strategy.</p><p>The department funds ESOL through the Adult Education Budget (AEB), which is allocated to providers on an annual basis. Colleges and adult learning providers have the freedom and flexibility to determine how they use their AEB allocation to meet the needs of their communities. This includes planning, with local partners, the ESOL courses that they will deliver locally. The Home Office and the Department for Education have provided £10 million to enable refugees resettled through the Vulnerable Persons Resettlement Scheme to access additional classes.</p><p>From the start of the 2019/20 academic year approximately 50% of the AEB will be devolved to 6 Mayoral Combined Authorities (MCAs) and to the Mayor of London through the Greater London Authority (GLA). The MCAs and GLA will be responsible for commissioning and funding AEB provision, including ESOL, for learners resident in their areas.</p><p>We know that there are many examples of good practice to overcome barriers for learners with childcare needs. Through the ESOL strategy, we will explore what else needs to be done to enable good local solutions and to support greater access to English language provision.</p>
