star this property answer text <p>Following publication on 11 May of “Our Plan to Rebuild”, which outlined the steps we would be taking to ease the lockdown restrictions, the Government launched a Places of Worship Taskforce to look at how places of worship can reopen and operate safely.</p><p>The Secretary of State and I have held a series of meetings with the Taskforce as well as holding faith-specific roundtables to hear the views of our faith leaders on how our places of worship can reopen. This is to ensure that those who visit and those who work there are protected as far as possible. The Government is working with the Taskforce as we develop guidance for our faith communities on the safe reopening of our places of worship. This will include guidance on individual prayer, and services and ceremonies such as weddings. This will be published in due course.</p><p> </p> more like this

star this property answer text <p>Under the Regulatory Reform (Fire Safety) Order 2005 (the “Fire Safety Order”), responsible persons for hotels must ensure that they have completed a fire risk assessment and that it is regularly reviewed to ensure that the fire safety measures in place remain appropriate and are being adequately maintained. This includes assessing and where appropriate, taking the necessary steps to reduce the risk on the external walls which may include cladding.</p><p>All hotels that have confirmed ACM cladding have been visited by the local fire and rescue service to ensure that the appropriate risk mitigation measures are in place. Hotels will have a range of comprehensive fire safety measures which may include a 24-hour concierge, simultaneous fire evacuation strategy and a fully functioning alarm system. If hotels do not have sufficient mitigating measures, the fire and rescue service has the power to take appropriate enforcement action.</p><p>The Department continues to work with the Home Office and National Fire Chiefs Council (NFCC) to ensure correct fire safety arrangements are in place on all high-rise hotels to mitigate risks and to ensure remediation is taking place.</p><p> </p>

star this property answer text <p>A council's annual budget is signed off by a meeting of the full council as presented by its chief finance or Section 151 Officer. An auditor does not generally have a role to play in this process. However, the auditor issues an opinion on ie ‘signs off’ a council’s year-end financial statements. This opinion may be unmodified or, where an auditor has identified significant issues, they may give a modified opinion. Auditors also have powers to issue an advisory notice or a public interest report. Local authorities are accountable to their electorate.</p><p>It is a legal requirement for a council’s accounts to be signed off by the external auditor, however as the auditor must be satisfied with the accounts before doing so, there is not a specific timescale within which they must give their opinion or other specific consequences of a failure to sign off the accounts. Recently there has been a significant increase in the number of council accounts that remain outstanding. As at 31 May 2020, the 2018/19 accounts of 57 councils had not been signed off.</p><p>To help address the audit delay issue, we commissioned the independent Redmond review to review arrangements supporting the transparency and quality of local authority financial reporting and external audit within the Local Audit and Accountability Act 2014. The Review is due to report later this year. We also recognise the pressures councils - and auditors - are under in the context of Covid-19 and have therefore extended the deadlines for them to publish their draft and final accounts in 2019/20 to 1 September and 30 November 2020 respectively.</p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>Local authorities are free to determine the level of reserves they hold and are accountable to their electorate for the decisions they make. <br> <br>The financial framework is designed to ensure that adequate reserve levels are held by local authorities. This is done through legislation which requires local authorities to make an assessment annually on the adequacy of the financial reserves which are held. star this property answer text <p>In our revised National Planning Policy Framework we make clear that local authorities should prioritise brownfield land for development, especially for housing to meet local need. This is especially the case where they may be considering the release of Green Belt land, which should only occur once all other options, including the use of brownfield sites, have been fully explored. The brownfield registers of local authorities identify an estimated 26,000 hectares of brownfield with potential for around a million new homes. The question of whether to refuse an application affecting greenfield land must continue to depend, rightly, on the local authority’s planning policies and all other considerations relevant to that particular case, including the protections set out in the National Planning Policy Framework.</p><p> </p><p> </p> more like this
