	answer	answer is ministerial correction date of answer 28/05/2019 answer text <p>Payments to participants on the Renewable Heat Incentive are funded through Annual Management Expenditure (AME) rather than Department Expenditure (DEL). Once all heat readings are submitted, we expect the cumulative AME spend on the RHI to the end of 2018/19 to be approximately £2.68bn.</p><p>Ofgem e-Serve administers the scheme on behalf of the Department alongside a number of other schemes. 	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>Ofgem requires energy companies to promote and maintain a Priority Services Register (PSR), to provide non-financial help to certain groups of vulnerable consumers. Ofgem is responsible for ensuring compliance with these requirements.</p><p>In 2016, Ofgem introduced new requirements that companies take all reasonable steps to identify customers who may benefit from PSR services and introduced a broad “Vulnerability Principle” in 2017, which clarifies that suppliers need to make an extra effort to identify and respond to the needs of consumers in vulnerable situations, which can help identify those who could benefit from PSR services.</p><p>The number of consumers on PSRs has risen from 1.7 million electricity and 1.4 million gas consumers in 2010, to nearly 6 million electricity and 4.8 million gas consumers in 2017. There are established complaint procedures should applicants feel they that a DNO is not acting in accordance with the Regulations. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Community and local energy projects are an important element of carbon reduction and government continues to support communities who wish to become carbon neutral or reduce their carbon footprint.</p><p> </p><p>At the end of May, the Rural Community Energy Fund reopened to support communities seeking to develop a wide range of low carbon activities. The £10m fund provides grants to communities for the feasibility studies into their ideas for action and where viable another grant to help develop the project to investment readiness.</p><p> </p><p>The Rural Community Energy Fund will be delivered through the local energy hubs, created as part of the BEIS Local Energy Programme. The 5 hubs cover all the Local Enterprise Partnerships and the South West hub is managed by the West of England Combined Authority. These require research and innovation activities carried out under Horizon 2020 to comply with ethical principles.</p><p> </p><p>Under the conditions of the grant, UK institutions, organisations or individuals that receive Horizon 2020 funding must adhere to ethical principles and applicable international, EU and national law. 	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>Under the current iteration of the Energy Company Obligation (ECO) scheme, which began in December 2018, we have extended eligibility to include people in receipt of disability benefits. These benefits include: Disability Living Allowance, Personal Independence Payment, Severe Disablement Allowance, Carer’s Allowance, Industrial Injuries Disablement Benefits and their Ministry of Defence equivalents.</p><p>In addition, under an element of ECO called LA-Flex, obligated energy suppliers can meet up to 25% of their obligation by providing measures to households on low incomes and vulnerable to cold if they have been referred to them by a participating local authority.
