The group met in Belfast in March, and will meet again next month to continue discussions with stakeholders.<p> </p><p>For domestic journeys, airlines are liable on both outward and return leg domestic journeys as APD applies to all departures from a UK airport. HMRC developed CEST to help all engagers and individuals to determine employment status and decide whether the off-payroll rules apply.<p> </p>HMRC’s CEST service has been rigorously tested against known case law and settled cases, and HMRC stand by the result if it is used in accordance with their guidance.<p> </p>HMRC continue to enhance CEST in response to stakeholders’ concerns. Improvements will be made to language and presentation and include guidance to ensure questions are clearly understood. The last review discussions were held in April 2017. On 20 June, a US drone was shot down in international air space. Iran has claimed responsibility but argued the drone was in Iranian airspace. As we have consistently said, our priority remains finding diplomatic solutions to de-escalate tensions. The specifics of this operation are a matter for US authorities. We continue to monitor the situation. However, our Embassy in Manila continues to follow developments closely in each case.</p><p>The UK remains concerned about reports of human rights abuses in the Philippines, including the attacks on human rights and labour rights campaigners. We consistently call on the Government of the Philippines to ensure a safe environment for human rights defenders and encourage the Government of the Philippines to prioritise the passage of the Human Rights Defenders Bill.</p><p>Through our national statements at the UN Human Rights Council the UK has urged the Philippines to conduct thorough investigations into killings associated with the war on drugs and to ensure the safety of land rights defenders. We also work closely with our EU partners to press for investigations into instances of abuse.</p><p>The Minister for Asia and the Pacific raised our concerns with Philippines Ministers, including the then Minister for Foreign Affairs Alan Peter Cayetano, during his visit to Manila in August 2018. More recently, the Prime Minister's Trade Envoy to the Philippines raised our concerns with Cabinet Secretaries in February. 	question text	To ask Her Majesty's Government what assessment they have made of the findings in the report of the UN Special Rapporteur on extrajudicial, summary or arbitrary executions Investigation into the unlawful death of Mr. Jamal Khashoggi, published on 19 June, that (1) Jamal Khashoggi was the victim of a premeditated extrajudicial execution, for which the State of Saudi Arabia is responsible, (2) there is "credible evidence, warranting further investigation of high-level Saudi officials’ individual liability, including that of the Crown Prince's", (3) the Human Rights Council, the Security Council or the UN Secretary-General should conduct an international follow-up criminal investigation for the purpose of determining individual liability and identifying options towards judicial accountability, and (4) there have been few effective international responses, whether legal, political or diplomatic, to date.
