It is called the Khartoum Process because the agreement was signed in Khartoum but it is not specific to Sudan. The UK's financial contributions to the Khartoum Process have not funded the Sudanese Rapid Support Forces. EU funded work on the Regional Operations Centre Khartoum is currently suspended.</p><p>The UK is aware of reports that the Sudanese Rapid Support Forces sold migrants to Libyan human traffickers and abused migrants' fundamental human rights, but is not able to verify their veracity. The British Government has been clear on the need to do more to break the business model of people smugglers, and is taking steps to try to improve the situation in Libya. This includes working with the Government of National Accord to build the capacity of their law enforcement agencies, and taking steps to tackle the organised crime groups who facilitate the travel from source countries to Europe and the United Kingdom. For families with two children this could be worth up to £13,000 a year;</p></li></ul><p> </p><ul><li><p>Increasing the Marriage Allowance from £1,190 in 2018-19 to £1,250 in 2019-20. The benefit is therefore worth up to £250 in 2019-20. Gambling addiction is difficult to target and deal with effectively as most activity is carried out when Service personnel are off duty or at home. However, the Ministry of Defence (MOD) is working to raise financial awareness among Service personnel; all three Services provide links on their welfare sites to several financial advisory sites including MoneyForce, Joining Forces Credit Union, the Services Insurance and Investment Advisory Panel and GamCare, a national charity and leading provider of information, advice and free counselling for the prevention and treatment of problem gambling.</p><p> </p><p>The MOD has not funded or conducted any research on problem gambling among Service personnel or veterans. We are aware that in 2017 the Forces in Mind Trust (FiMT) supported a gambling study by Swansea University, the preliminary findings of which suggested UK veterans may be at an increased risk of developing gambling problems than non-veterans. However, police forces in England and Wales provide the Home Office with data on the number of offences recorded of Assault or assault by beating of a constable or emergency worker that resulted in a charge.</p><p>Between 13 November 2018 to 31 December 2018, there were 947 offences recorded under the Assaults on Emergency Workers (Offences) Act 2018 that resulted in a charge. We have made no estimate of the number of overseas students that will attend UK HEIs between 2019-20 and 2024-25, or their contribution to the UK economy.</p><p> </p><p>In the International Education Strategy, published in March 2019, the government set out its ambition to both increase the value of education exports to £35 billion per year and to increase the total number of international students hosted by UK universities to 600,000 by 2030, an increase of over 30%.</p><p> </p><p>We fully recognise the important contribution that international students make to the UK’s higher education sector, both economically and culturally. They bring greater diversity to university and college campuses, an international dimension to the experience of all students, stimulate demand for courses, and add to the UK’s impressive research capacity. The most recent figures published are for deaths registered in 2017[1].</p><p> </p><p>Cause of death is defined using the International Classification of Diseases and Related Health Problems, 10 edition (ICD-10). Building a better understanding of household food needs will help ensure we’re targeting support to those who need it most. Annual data on levy collected in 2018-19 will be published by HMRC, and data on 2018-19 spending will be available from Department for Education in due course.</p><p> </p><p>Skills spending is a devolved matter and HMT committed in advance to the share of the levy that would be passed to the devolved administrations in the three-year period from 2017-18 to 2019-20. HMT published these plans at: <a href="https://www.gov.uk/government/news/uk-government-agrees-apprenticeship-levy-funding-deal-with-devolved-administrations" target="_blank">https://www.gov.uk/government/news/uk-government-agrees-apprenticeship-levy-funding-deal-with-devolved-administrations</a>.</p><p> </p><p>In England, levy-paying employers can use online apprenticeship service accounts to access their funds. In 2017-18, the total spend on apprentices employed with levy payers, and who started training after the levy was introduced, was £268 million. This figure represents more than the £170 million in training and assessment costs charged to levy payers’ accounts.</p><p>This is because these employers also benefit from additional payments to support certain types of learners, and extremely generous co-investment contributions for those employers that have exhausted their levy account funds. Such costs are not currently deducted from levy accounts. In 2018-19, levy-payers drew down a further £639 million representing the costs charged to levy-payers on the learners who started since the levy was introduced (and whose training is ongoing in 2018-19) as well as the costs of learners who started in the 2018-19 financial year.</p><p> </p><p>Employers’ levy funds are distinct from the department’s ring-fenced annual apprenticeship budget, which is set in advance by HM Treasury to fund apprenticeships in England. This budget has risen year-on-year, from £2.01 billion in 2017-18 and £2.23 billion in 2018-19 to over £2.5 billion in 2019-20, double what was spent in 2010.</p><p> </p><p>In 2017-18, we spent £189 million on training and assessment (including additional payments) for apprentices with employers who do not pay the levy and who started their apprenticeship since the levy was introduced. This includes apprenticeships started on both frameworks and new standards.</p><p>The ongoing cost of training and assessment for apprentices who started their apprenticeship before the levy was introduced in May 2017 was £1,065 million in 2017-18 (including additional payments as detailed above).</p><p> </p><p>In 2017-18, £40 million (equating to less than 2%) of the £2.01 billion ring-fenced apprenticeships programme budget was spent on the cost of delivering and running the programme. This includes spending by the Institute for Apprenticeships and Technical Education. The department is provided a separate budget for other administrative spending, and in 2017-18 total administrative spend was £44 million. Gambling addiction is difficult to target and deal with effectively as most activity is carried out when Service personnel are off duty or at home. However, the Ministry of Defence (MOD) is working to raise financial awareness among Service personnel; all three Services provide links on their welfare sites to several financial advisory sites including MoneyForce, Joining Forces Credit Union, the Services Insurance and Investment Advisory Panel and GamCare, a national charity and leading provider of information, advice and free counselling for the prevention and treatment of problem gambling.</p><p> </p><p>The MOD has not funded or conducted any research on problem gambling among Service personnel or veterans. We are aware that in 2017 the Forces in Mind Trust (FiMT) supported a gambling study by Swansea University, the preliminary findings of which suggested UK veterans may be at an increased risk of developing gambling problems than non-veterans.
