Gambling addiction is difficult to target and deal with effectively as most activity is carried out when Service personnel are off duty or at home. However, the Ministry of Defence (MOD) is working to raise financial awareness among Service personnel; all three Services provide links on their welfare sites to several financial advisory sites including MoneyForce, Joining Forces Credit Union, the Services Insurance and Investment Advisory Panel and GamCare, a national charity and leading provider of information, advice and free counselling for the prevention and treatment of problem gambling.</p><p> </p><p>The MOD has not funded or conducted any research on problem gambling among Service personnel or veterans. We are aware that in 2017 the Forces in Mind Trust (FiMT) supported a gambling study by Swansea University, the preliminary findings of which suggested UK veterans may be at an increased risk of developing gambling problems than non-veterans. 	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>Her Majesty's Government has approved a one-year Approved Budgetary Limit of £34.8 million to the Spearhead programmes: £8.9 million for Land Command and Control (C2), £9.6 million for joint Intelligence, Surveillance and Reconnaissance (ISR), and £16.3 million for Anti-Submarine Warfare (ASW). The total planned spend over the seven-year portfolio is £544.1 million to the Spearhead programmes: £73.9 million for C2, £74.2 million for ISR, and £395.9 million for ASW.</p><p>This initiative does not obviate the need for an Equipment Programme of major units, procured in the traditional manner, in order to deliver defence tasks. However, Her Majesty's Government does not believe that the risk of nuclear war is greater today than it was during the Cold War.</p><p>While the operation of an independent, minimum, credible nuclear deterrent continues to be necessary to protect the United Kingdom from the most extreme threats to our national security and way of life, the UK has taken a number of unilateral actions that build confidence and reduce international tensions. Our negative security assurances, as set out in the 2015 Strategic Defence and Security Review, are designed to give Non-Nuclear Weapons States in compliance with the nuclear Non-Proliferation Treaty confidence that nuclear weapons will not be used against them. Similarly, the E-7 project is independent of the KC-46. Boeing has identified an experienced team to manage the modification programme to ensure it is successful. For this project, Boeing has recruited individuals with a wealth of experience from previous E-7 modification programmes from the US and Australia, who have been involved in all the previous customer programmes. Throughout the project there will, of course, be regular reviews to monitor progress and ensure that it remains on track and is appropriately resourced. The UK has welcomed closer cooperation on security and defence at EU level, to the extent that it is coherent with NATO.</p><p>We believe Europe's interests are best served by an EU that is outward-facing and inclusive, ensuring its defence initiatives are coordinated closely with NATO.
