star this property answer text <p>I refer to the answer of 3 June (HL15919), which states that the aviation sector operates in a competitive, commercial environment, investing to attract passengers and responding to demand when determining routes to operate. It is therefore not for the Department to carry out this type of assessment, nor to comment on whether there is sufficient competition.</p><p> </p><p>I can, however, confirm that CAA data for 2018 shows that the four largest airports in Scotland (Aberdeen, Edinburgh, Inverness and Glasgow) have flights to two or more airports in the London system, with flights operated by multiple airlines.</p><p> </p><p>In addition, the UK Government, in partnership with the Scottish Government and Dundee City Council, provide financial support for an air route from Dundee to <del class="ministerial">Stanstead,</del> <ins class="ministerial">Stansted</ins> through a public service obligation. Scotland will also benefit from an expanded Heathrow, where there will be further opportunity to enhance connections to the country’s biggest hub airport.</p><p> </p><p>This information, which is already in the public domain, shows that there is sufficient competition for air routes between London and Scotland.</p>

star this property answer text <p><ins class="ministerial"> <p><ins class="ministerial">The Department for International Trade and the Department of Health and Social Care are not specifically collecting data on the growth of the market for cannabis based products for medicinal use in the United Kingdom.</ins></p><p><ins class="ministerial">However, data from the Medicines and Healthcare products Regulatory Agency (MHRA) shows growing numbers of import notifications for medicinal cannabis and the Home Office has received increased numbers of licence applications.</ins></p><p><ins class="ministerial">In addition, UK companies exporting these products and foreign companies looking to invest in the UK have full access to government support, where they have the necessary authorisations from the MHRA and Home Office and a relevant Export Licence.</ins></p></ins></p><p><del class="ministerial">An initial impact assessment was published alongside The Misuse of Drugs (Amendments) (Cannabis and Licence Fees) (England, Wales and Scotland) Regulations 2018. This can be viewed at the following link:</del></p><p><del class="ministerial"><a href="http://www.legislation.gov.uk/uksi/2018/1055/impacts" target="_blank">http://www.legislation.gov.uk/uksi/2018/1055/impacts</a></del></p><p><del class="ministerial">This set out the approach that the Government proposed to take in assessing the costs and benefits of the change in the law at a population level, with regard to the rescheduling of cannabis-based products for medicinal use (CBPM). This framework included potential savings in treatment costs, giving the example of patients with severe epilepsy for whom medicinal use of cannabis could reduce the frequency of seizures and reduce the number of related hospital admissions. This was an initial framework for assessing this policy and as we develop our knowledge in this area, both on the costs and the potential benefits, we can revisit and refine these assessments.</del></p><p><del class="ministerial">In the meantime, the National Institute for Health and Care Excellence (NICE) is developing clinical guidelines on the appropriate use of CBPM based on the best available evidence, and the National Institute for Health Research is funding further clinical research on this. We are still continuing to work closely with the British Council to understand the situation further and to provide what support and advice we can, recognising that unfortunately, as a mono-Iranian national, the Foreign and Commonwealth Office has no formal or practical ability to request consular access. We regularly raise human rights with the Iranian authorities at all levels and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues.</p> more like this

star this property answer text <p>To ensure local authorities comply fully with their obligations under the Children and Families Act (2014), including on education, health and care plans, we introduced new local area special educational needs and disabilities (SEND) inspections by Ofsted and the Care Quality Commission in 2016. All local areas will be inspected by 2021. These inspections do not give a pass/fail judgement. They instead identify areas of strength and where improvement is required, including asking an area to produce a Written Statement of Action if there are significant concerns. Where we have concerns with a local area’s performance, we work with partners, including NHS England, to support and challenge the area to improve.</p><p> </p><p>The inspection reports have proved a catalyst for local change, both where Written Statements of Action have been required and where they have not. Local authorities and their health partners have embraced the process and used inspection findings to prioritise areas for improvement.</p><p> </p><p>In terms of ensuring schools are inclusive, the Children and Families Act (2014) reinforced the presumption of mainstream education for children with SEND. The attached SEND Code of Practice provides detailed guidance to schools about how to support children with SEND. The new Ofsted common inspection framework, introduced from September 2019, emphasises the need for leaders to offer high-quality, inclusive education and training to all.</p><p> </p><p>We launched a call for evidence on how the special educational needs funding system operates in May 2019 to help us understand how the current available funding is distributed, and what improvements to the financial arrangements could be made in future.</p>

These proposals retain damage stability requirements for some vessels.</p><p> </p><p>The MCA believes that the enhancements to damage stability, life-saving appliance carriage requirements and pumping arrangements will improve the outcome in the event of an incident.</p> more like this
