	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p><ins class="ministerial"> <p><ins class="ministerial">The Department for International Trade and the Department of Health and Social Care are not specifically collecting data on the growth of the market for cannabis based products for medicinal use in the United Kingdom.</ins></p><p><ins class="ministerial">However, data from the Medicines and Healthcare products Regulatory Agency (MHRA) shows growing numbers of import notifications for medicinal cannabis and the Home Office has received increased numbers of licence applications.</ins></p><p><ins class="ministerial">In addition, UK companies exporting these products and foreign companies looking to invest in the UK have full access to government support, where they have the necessary authorisations from the MHRA and Home Office and a relevant Export Licence.</ins></p></ins></p><p><del class="ministerial">An initial impact assessment was published alongside The Misuse of Drugs (Amendments) (Cannabis and Licence Fees) (England, Wales and Scotland) Regulations 2018. This can be viewed at the following link:</del></p><p><del class="ministerial"><a href="http://www.legislation.gov.uk/uksi/2018/1055/impacts" target="_blank">http://www.legislation.gov.uk/uksi/2018/1055/impacts</a></del></p><p><del class="ministerial">This set out the approach that the Government proposed to take in assessing the costs and benefits of the change in the law at a population level, with regard to the rescheduling of cannabis-based products for medicinal use (CBPM). This framework included potential savings in treatment costs, giving the example of patients with severe epilepsy for whom medicinal use of cannabis could reduce the frequency of seizures and reduce the number of related hospital admissions. This was an initial framework for assessing this policy and as we develop our knowledge in this area, both on the costs and the potential benefits, we can revisit and refine these assessments.</del></p><p><del class="ministerial">In the meantime, the National Institute for Health and Care Excellence (NICE) is developing clinical guidelines on the appropriate use of CBPM based on the best available evidence, and the National Institute for Health Research is funding further clinical research on this. Departmental officials continue to engage with Asthma UK on the issues raised in the meeting.</p><p>The Government has no plans to review the current system of medical exemptions from prescription charges. Extensive arrangements are already in place to help people access National Health Service prescriptions. These include a broad range of NHS prescription charge exemptions.</p><p>To support those with the greatest need who do not qualify for an exemption, the cost of the prescription pre-payment certificates has been frozen for another year. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>The Lightning Process (LP) is not offered as a part of the chronic fatigue syndrome/myalgic encephalomyelitis (CFS/ME) standard treatments on the National Health Service. Subject to the nature of the safeguarding concerns, issues should be directed to the relevant professional regulator, should the practitioner be a member of a registered profession; the local authority (trading standards office or children’s service), if false claims are being made about the effectiveness of the treatment or welfare of a child is a concern; or the police, if a crime is involved.</p><p>The LP involves a course of three half-days of training aiming to teach participants how to use their brain to improve their body's health.</p><p>A randomised controlled trial with 100 adolescents aged 12-18 was undertaken by researchers in Bristol. Participants were randomised into two groups: those who received standard CFS/ME treatment and those who received the standard treatment plus the LP.</p><p>Researchers found those who received the LP had better physical function, were less tired and less anxious after six months. At 12 months, they had further improvement in physical function, and improved depression scores and school attendance. This research trial had several limitations as set out in the peer reviewed journal article. This was a very small trial and so it would need to be repeated in a much larger group to demonstrate more generalisable findings. Participants were not blinded so their self-reported outcomes might have been biased, for example participants may have been more likely to report positive outcomes because they knew they were getting additional therapy in the LP group. Of all those eligible to participate in the trial, fewer than 30% agreed to take part. Participants in the trial did not have any serious adverse events attributable to either LP or usual care. LP therapy was given in addition to the usual CFS/ME care as a no-treatment control group was not deemed ethical, therefore it cannot be suggested as a replacement for current specialised medical care.</p><p>Independent ethical review ensures that participant safety is at the centre of all research. In the United Kingdom, review by an ethics committee is one of a series of safeguards intended to protect the people taking part in the research. The operating procedure for trials in the UK has inbuilt safeguards designed to protect patients from harm in the event an intervention is ineffective or potentially harmful. The<em> Dementia 2020 Challenge: 2018 Review</em> <em>Phase 1</em> report is attached.</p><p> </p><p>Examples of progress we have made so far with our delivery partners include more than two thirds of people with dementia receiving a diagnosis, over 2.8 million people becoming Dementia Friends and 365 areas in England committing to being Dementia Friendly Communities. 	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>The Department of Health and Social Care is leading on the Prime Minister’s Mission to “Use data, Artificial Intelligence and innovation to transform the prevention, early diagnosis and treatment of chronic diseases by 2030.” We hope that as we work towards this overall goal, we can ensure that: patients experience better care, clinicians deliver better care, commissioners are better able to commission data-driven technologies and the United Kingdom is a great place to do business in artificial intelligence (AI) for health and care.</p><p>We are working in partnership with organisations across the National Health Service, the Department for Business, Energy and Industrial Strategy, Office for Life Sciences, Office for Artificial Intelligence and Better Regulation Executive to engage with businesses in the sector so that we benefit from the potential for AI to improve care, deliver better outcomes, contribute to efficiency in the health and care system and contribute to the wider economy. In September 2018, we published the Code of Conduct for Data-Driven Health and Care Technology, which clearly sets out the behaviours we expect from those developing AI and related technologies. The Code was updated in February 2019 based on feedback, including from industry partners, and we are working with them to develop case studies showing good practice in complying with the Code. We are also developing tools to help businesses comply with the Code of Conduct.</p><p>The Office for Artificial Intelligence and UK Research and Innovation have announced centres for doctoral training in AI-enabled healthcare across the UK.</p><p>The Office for Life Sciences has established five Centres of Excellence in digital pathology and radiology with AI, supported by an initial £50 million Industrial Strategy Challenge Fund investment and a further £50 million of scale up funding from the Department of Health and Social Care. The centres are working with NHS and industry partners, including innovative small and medium-sized enterprises, to develop pioneering AI-enabled pathology and radiology tools.</p><p>In addition we are also working closely with Health Education England as they follow through on the recommendations made by the Topol Review <em>Preparing the healthcare workforce to deliver the digital future</em>.</p><p>In March 2019, the National Institute for Health and Care Excellence published its <em>Evidence Standards Framework for Digital Health Technologies</em>, outlining the evidence required by businesses to demonstrate the effectiveness and economic impact of digital health technologies.</p><p>Taken together these steps, and others, will ensure there is a clear framework for the development and use of AI in the healthcare sector including the skills, a clear path to market, and a rigorous process for ensuring the safety, efficacy and ethics of the tools developed, deployed and used.</p><p> </p> answering member printed Baroness Blackwood of North Oxford question first answered 06/06/2019 15:40:44 answering member 4019 label Biography information for Baroness Blackwood of North Oxford
