star this property answer text <p>Improving employment opportunities for people with a learning disability is a Government priority. We take a life course approach and are working with other Departments to tackle barriers to employment that start early in life. For example, we work with Department for Education on implementing the Maynard Task Force recommendations which help people with learning disabilities to access Apprenticeships. DWP is also testing ways to improve our support to this group, through initiatives like the Local Supported Employment proof of concept, which seeks to build our evidence base on how we can best help users of adult social care (many of whom have learning disabilities) to be able to work.</p><p> </p><p>Through Disability Confident, we are encouraging employers to offer more opportunities to disabled people, including people with a learning disability. Nearly 12,000 employers are signed up to the scheme and we recently announced our commitment to increase this number to 20,000 over the year.</p><p> </p><p>Access to Work supports disabled people, including those with learning disabilities, who are in work or participating on Traineeships, apprenticeships or supported internships. Last year, record numbers of people with learning disabilities received support from Access to Work, with figures up 22% on 16/17.</p><p> </p><p>The Government is working with the Supported Business Alliance (SBA) and The British Association for Supported Employment (BASE) to:</p><ul><li>help them develop a new quality mark for supported businesses and</li><li>to develop a new long term element of Access to Work to continue support for those already working for a supported business, and help more disabled people to join them.</li></ul><p>This will help those with the most severe barriers to work, including people with learning disabilities.</p><p> </p><p>We are investing £40m in a new Intensive Personalised Employment Support programme, which rolls out in late 2019 and is expected to benefit 10,000 people. It will provide highly personalised packages of employment support for disabled people, including those with a learning disability, who are at least a year away from moving into work.</p>

star this property answer text <p>It is critical that DWP verifies a customer's identity correctly in all circumstances. Effective identity verification and authentication, using commonly applied standards across the Department, will protect the personal data of customers and make a direct contribution to the prevention of identity fraud.</p><p> </p><p>DWP does require people applying for Personal Independence Payment to provide proof of identity. This is sought prior to processing a completed application form to ensure any benefit awarded is paid to the right person. This proof is initially sought verbally at the start of the claim process when the customer will be asked security questions from the information DWP already holds. If we are unable to establish Identity Verification verbally then DWP will ask the customer to provide evidence of ID such as a Passport or Birth Certificate.</p> more like this

star this property answer text <p>The Government recognises and appreciates the vital contribution made by all informal carers.</p><p>We think it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, rather than the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though. This reflects long-standing principles of the benefit system and we have no plans to change the rules.</p><p> </p><p>Department for Work and Pensions officials work very closely with their Department for Education and Department of Health and Social Care counterparts to ensure that young carers get the help and support they need.</p> more like this

star this property answer text <p>Assessment Providers undertake Personal Independence Payment (PIP) assessments under the Special Rules for Terminal Illness (SRTI) provisions in accordance with the department’s PIP Assessment Guide. Medical evidence is required to be able to advise the department on a claim, and this is often provided on form DS1500 along with the claim.</p><p> </p><p>When it appears that the criteria for a SRTI claim is not met, the Assessment Provider will contact the health professional(s) named on the customer’s claim or records to clarify the situation prior to issuing their advice to the department.</p> more like this

star this property answer text <p>Healthcare Professionals undertake Personal Independence Payment (PIP) assessments under the Special Rules for Terminal Illness (SRTI) provisions in accordance with the department’s PIP Assessment Guide. Healthcare Professionals dealing with claims under SRTI are (a) fully qualified in their health discipline and (b) have a broad training in disability analysis. As well as their qualified profession, the Department recognises the importance of ensuring individuals also have sufficient experience, skills and training to undertake assessments and so any health professional undertaking assessments must also have at least two years' experience following registration. Both Assessment Providers conform to a rigorous set of standards regarding staff recruitment and training which are being closely monitored by the department.</p> more like this
