This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. Following the consultation, providers serving 90% of these consumers agreed to introduce a voluntary automatic compensation scheme, which came into effect from 1 April 2019. The scheme compensates consumers for delayed repairs following a loss of service, missed repairs or appointments, and delays to the start of a new service. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Latest National Statistics estimate that 60 per cent of those eligible for Pension Credit are in receipt of it.</p><p><em> </em></p><p>The Government is committed to ensuring that older people receive the support they are entitled to and the DWP targets activity on engaging with people who may be eligible to benefits at pivotal stages, such as when they claim State Pension or report a change in their circumstances. The DWP uses a wide range of channels to communicate information about benefits to potential customers; including information on GOV.UK, in leaflets and by telephone. DWP staff in Pension Centres and Jobcentres including visiting officers are able to provide help and advice about entitlement to benefits, as are staff in Local Authorities who administer Housing Benefit.</p><p> </p><p>Potential claimants can use the Pension Credit toolkit to check if they are likely to be eligible and get an estimate of what they may receive. People wishing to claim Pension Credit can do so by calling 0800 99 1234.</p><p> </p><p>One of the best ways to reach eligible customers is through trusted stakeholder working in the community and we have developed the Pension Credit toolkit, as an on-line tool for agencies and welfare rights organisations to use in order to encourage Pension Credit take-up. It can be found on Gov.UK</p><p> </p><p>The toolkit contains resources for anyone working with pensioners and includes guides to Pension Credit. It also contains publicity material and guidance designed to help older people understand how they could get Pension Credit and help organisations support someone applying for Pension Credit as well as ideas for encouraging take-up. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>We recently made changes so that Governors can consider release on temporary licence (ROTL) earlier and in more cases, and prisoners can enter the workplace sooner. By providing opportunities to work, learn and build family ties, temporary release from prison helps ensure offenders do not return to crime when they leave prison.</p><p> </p><p>ROTL must be a standing item in sentence planning meetings, starting with the one immediately before the offender becomes eligible to be considered for day release or after arriving in open conditions. An outline ROTL plan for the remainder of the sentence should be in place as soon as possible and no later than 8 weeks after arrival in open conditions, which is where we expect the majority of ROTL.</p><p> </p><p>Governors must ensure that all necessary risk assessments and security arrangements are actioned before ROTL is approved and takes place. This includes consultation with probation services and external agencies and allowing victims the opportunity to make representations about conditions to be attached to any release. This is above European counterparts like Spain, France and Germany. Demand for these services is also increasing with 45% of households now opting for a superfast service. This deployment is also supported by competition from ultrafast services of at least 100Mbps, currently available to 53% of UK premises.</p><p> </p><p>We are now focussing on full fibre. Published last year, the Future Telecoms Infrastructure Review set out our national strategy for ensuring 15m premises are able to connect to full fibre by 2025, with a nationwide network by 2033. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>The Maritime and Coastguard Agency (MCA) conducted an initial public consultation on the proposed changes to standards for older vessels from 6 November 2018 to 29 January 2019, this consultation included a consultation stage impact assessment (IA). Consultees were invited to comment on the proposals and also the validity of the analysis in the IA and encouraged to provide information that would help to strengthen this. The IA is now being updated to reflect this feedback, in particular areas where operators have indicated that substantial alterations would be required.</p><p> </p><p>As well as reflecting concerns in the IA the MCA have also revised some of the proposed changes to standards in response to feedback from the first consultation, including concerns raised with respect to substantial structural alterations being required. These revised proposals are the subject of a second public consultation which was launched on 29 May 2019 and runs until the 10 July. Consultees were invited to comment on the validity of the analysis in the IA and encouraged to provide information that would help to strengthen this.
