star this property answer text <p>Regarding the number of children in need assessments undertaken in which criminal exploitation through county lines was identified as a potential risk to the child’s life, the information requested is not held centrally.</p><p> </p><p>As part of the Children in Need census, we collect factors identified at the end of the assessment. These factors include trafficking, gangs and child sexual exploitation. However, this information gives no specific indication of county lines involvement or a risk to the child’s life. The information in fact indicates that the child has been referred and assessed by the local authority and that these issues were a factor at the end of assessment.</p><p> </p><p>Information on the number of factors identified at the end of assessment, including trafficking, gangs and child sexual exploitation, is published in table C3 of the ‘Characteristics of children in need’ statistical release, which can be viewed at the following link: <a href="https://www.gov.uk/government/collections/statistics-children-in-need" target="_blank">https://www.gov.uk/government/collections/statistics-children-in-need</a>.</p><p> </p>

star this property answer text <p>The childcare market is primarily a private sector market, so the number of childcare places will reflect how the market responds to parental demand and changes in the child population. As such, the number of places is monitored by Ofsted and not by the government. However, the government has invested in a number of capital programmes.</p><p>As part of the School Nurseries Capital Fund, the department recently allocated nearly £24 million for 69 successful projects across every region of England. This will help to create new school-based nursery places in disadvantaged areas so more children can access high-quality early education.</p><p>The department has supported the growth and creation of additional nursery places to deliver the 30 hours entitlement. In 2016, the department ran a £100 million early years capital bid round. Local authorities, in partnership with providers, were invited to submit bids. The department announced that over 350 projects across 123 local authorities were successful in this bid round.</p><p>The free schools that have opened since 2017 have created over 650 full-time equivalent nursery places, with plans for over 100 full-time equivalent more places in the future. Since 1 June 2017, 3 new local authority maintained schools have opened with nursery provision.</p><p>On 31 March 2019, there were 1.3 million childcare places offered by providers on the Ofsted Early Years Register.</p>

However, the ‘Information and communication’ category includes several specific sub-sectors related to technology (e.g. telecommunications, computer programming and information service activities).</p><p>In 2016/17 there were 9,410 starts in the information/communication sector in the UK and 1,440 starts in the information/communication sector in the South East.</p><p>Data is not published at constituency level so the number of starts in the Woking constituency is not available.</p>

star this property answer text <p>The Tackling Child Exploitation Support Programme will include support for local safeguarding partners - the police, health and the local authority - to develop and deliver a strategic response to extra-familial harms and child exploitation. The police force(s) in any safeguarding partnership will be responsible for ensuring that any intelligence gathered during safeguarding activity in that area is used to disrupt organised crime gangs involved in grooming.</p><p>The Tackling Child Exploitation Support Programme will not be focussing directly on individual children and young people - it has been contracted to provide support for partners in local areas with safeguarding responsibilities to develop their capability to provide a better safeguarding response for children in their area. There are many organisations already providing valuable support for direct practice with children and young people and the support programme will signpost local partners to them.</p><p> </p> more like this

star this property answer text <p>The department is investing up to £26 million into the National Schools Breakfast Programme, using funds from Soft Drinks Industry Levy revenues. A contract was awarded to Family Action in March 2018 and will run until March 2020. Family Action, in partnership with Magic Breakfast, have both been named as the leading charities responsible for running the Breakfast Club programme. Together they have set up or improved more than 1,700 breakfast clubs across the country.</p><p>The department’s breakfast club provision is one of a number of available programmes open to schools. Across England there are a number of independent schemes already in operation either run by schools themselves or in partnership with charities and organisations such as Kellogg’s and Greggs.</p><p> </p><p>The department does not collect figures on the total number of breakfast clubs in operation outside of our programme.</p> more like this

star this property answer text <p>​We want parents to have access to a range of affordable childcare, giving them increased flexibility in their working hours and helping children thrive in the crucial early years. That is why the Department for Education is investing £3.5 billion in our early education offers this year alone.</p><p>The 30 hours childcare entitlement provides an additional 570 hours of funded childcare to working parents of 3 and 4 year olds across the year. The 570 hours are in addition to the 570 hours already provided under the universal 15 hours free childcare entitlement. While many providers will offer 30 hours of funded childcare per week during term time (38 weeks of the year), all free entitlements can be ‘stretched’ by taking fewer hours per week over up to 52 weeks of the year to cover both term-time and the school holidays.</p><p>To ensure that parents can make informed decisions on their choice of childcare, the department’s statutory guidance for local authorities states that providers should publish a statement of how they deliver the free entitlements and any additional charges they impose for optional activities outside of the entitlement.</p>

star this property answer text <p>We welcome this report and the level of analysis which contributes to our understanding of the barriers that some children face.</p><p>Across the government, we are acting on mental health, taking forward the Timpson Review recommendations to make sure that excluded pupils still get the best opportunities in life. We are tackling the root causes of violent crime and making sure that children with special educational needs and disabilities get the support they need by investing £6.3 billion into the high needs budget this year alone.</p><p>We also understand that local authority budgets are under pressure. This is why more money is going into the system: £410 million is being invested to help local authorities deliver social care. Core funding for schools and high needs is rising from almost £41 billion in 2017-18 to £43.5 billion this year. We are providing local authorities with access to £46.4 billion this year, including extra funding to support some of our most vulnerable groups.</p><p> </p>

star this property answer text <p>There are 2 types of pupil premium plus funding. Pupil premium plus for looked-after children is managed by the local authority’s Virtual School Head, and is separate from wider pupil premium plus funding for previously looked-after children. Pupil premium plus for previously looked-after children is paid directly to schools, and it is for them to decide how it should be used to raise the attainment of all eligible pupils.</p><p>Guidance for schools on the use of pupil premium plus can be found here: <a href="https://www.gov.uk/government/publications/designated-teacher-for-looked-after-children" target="_blank">https://www.gov.uk/government/publications/designated-teacher-for-looked-after-children</a>. The guidance states that, for previously looked-after children,<em> ‘</em>the designated teacher should work closely with their parents and guardians as they will understand their child’s needs better than anyone else. The designated teacher should make themselves known to parents as someone they can talk to about issues affecting their child’s education’. The guidance is clear that parents and guardians ‘should be encouraged to participate in discussions about their child’s support needs and strategies to meet identified needs, including how pupil premium plus should be used to support their child’.</p><p> </p><p>School Information Regulations and Funding Agreements require schools to publish their strategy for using the pupil premium. The requirements include identifying barriers to learning and setting out how these will be addressed. As individual needs will differ, the strategy that should cover both the pupil premium for economically disadvantaged pupils and pupil premium plus for looked-after and previously looked-after pupils needs to be flexible and responsive, and can allow funding to be combined to increase its effectiveness.</p><p> </p><p>Owing to the low numbers of looked-after and previously looked-after pupils in schools, it would not be appropriate, nor permitted under data protection law, to publish separate strategy details that could identify them.</p><p> </p><p>We have given a commitment in our concluding publication on the Children in Need review to work in conjunction with the What Works Centre for Children’s Social Care and the Education Endowment Foundation to support schools in making best use of pupil premium, including pupil premium plus, to identify and bring together best practice for the education of the most disadvantaged children.</p>

star this property answer text <p>There are 2 types of pupil premium plus funding. Pupil premium plus for looked-after children is managed by the local authority’s Virtual School Head, and is separate from wider pupil premium plus funding for previously looked-after children. Pupil premium plus for previously looked-after children is paid directly to schools, and it is for them to decide how it should be used to raise the attainment of all eligible pupils.</p><p>Guidance for schools on the use of pupil premium plus can be found here: <a href="https://www.gov.uk/government/publications/designated-teacher-for-looked-after-children" target="_blank">https://www.gov.uk/government/publications/designated-teacher-for-looked-after-children</a>. The guidance states that, for previously looked-after children,<em> ‘</em>the designated teacher should work closely with their parents and guardians as they will understand their child’s needs better than anyone else. The designated teacher should make themselves known to parents as someone they can talk to about issues affecting their child’s education’. The guidance is clear that parents and guardians ‘should be encouraged to participate in discussions about their child’s support needs and strategies to meet identified needs, including how pupil premium plus should be used to support their child’.</p><p> </p><p>School Information Regulations and Funding Agreements require schools to publish their strategy for using the pupil premium. The requirements include identifying barriers to learning and setting out how these will be addressed. As individual needs will differ, the strategy that should cover both the pupil premium for economically disadvantaged pupils and pupil premium plus for looked-after and previously looked-after pupils needs to be flexible and responsive, and can allow funding to be combined to increase its effectiveness.</p><p> </p><p>Owing to the low numbers of looked-after and previously looked-after pupils in schools, it would not be appropriate, nor permitted under data protection law, to publish separate strategy details that could identify them.</p><p> </p><p>We have given a commitment in our concluding publication on the Children in Need review to work in conjunction with the What Works Centre for Children’s Social Care and the Education Endowment Foundation to support schools in making best use of pupil premium, including pupil premium plus, to identify and bring together best practice for the education of the most disadvantaged children.</p>

This is an increase of 7% in overall 16-19 funding and the biggest year-on-year increase since 2010, with funding increasing faster for 16-19 than in 5-16 schooling. This will ensure that we are building the skills that our country needs to thrive in the future. star this property answer text <p>Further to the answer provided by the former Home Secretary (Sajid Javid), my right hon. Friend, the Member for Bromsgrove, on 15 July, the statutory guidance ‘Working together to safeguard children (2018)’ sets out how the 3 safeguarding partners – the police, Clinical Commissioning Groups and the local authority - should have a clear understanding of the collective needs of children locally when commissioning effective services. These collective needs include the risks of criminal exploitation that are faced by children. In addition, the local authority is under a duty to monitor and report on serious child safeguarding incidents to the Child Safeguarding Practice Review Panel.</p><p> </p><p>The safeguarding partners must publish an annual report setting out what they have done as a result of the arrangements, including how effective these arrangements have been in practice. They must also include how they will use data and intelligence to assess the effectiveness of the help being provided to children and families as well as the procedures and processes for cases relating to the abuse, neglect and exploitation of children, including in relation to child criminal exploitation.</p><p> </p><p>As part of the department’s annual ‘Children in Need’ census, local authorities are also required to report to the department on the factors identified at the end of the assessment of children, including trafficking, missing children, gangs and child sexual exploitation, all of which may be related to the risk of child criminal exploitation.</p><p> </p><p>The Home Office have provided £3.6 million for the establishment of the National County Lines Co-ordination Centre (NCLCC) to enhance the intelligence picture and support cross-border efforts to tackle county lines. The NCLCC supports operational policing as well as providing a central point at which intelligence and information is shared and the links with criminal exploitation and illegal drugs markets are identified.</p><p> </p><p>In November 2018, the Director General of the National Crime Agency formally tasked all Chief Constables to direct all forces to implement a more consistent and prioritised intelligence and operational response, in respect of county lines drugs supply, to include the submission of intelligence to the NCLCC and a prioritised response to high-risk lines and gangs.</p><p> </p>

star this property answer text <p>Further to the answer provided by my hon. Friend, the Member for Louth and Horncastle on 15 July 2019, the statutory guidance on inter-agency working to safeguard and promote the welfare of children, titled ‘Working together to safeguard children 2018’, is very clear that anyone who has concerns about a child’s welfare should make a referral to local authority children’s social care. This should be done immediately, if there is a concern that the child is suffering significant harm, or is likely to do so. This guidance can be found at the following link: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a>.</p><p> </p><p>That same guidance also sets out that assessments, including early help assessments, should look at the nature and level of risk faced by a child, and whether the risk is from within or external to the family. In response, local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early.</p><p> </p><p>A number of our best performing local authorities, known as Partners in Practice, are testing different approaches to how best to assess and support children who are at risk of abuse from extra familial threats. This includes funding up to £2 million for the London Borough of Hackney to test a contextual safeguarding approach through the Innovation Programme. The project is being externally evaluated and we expect the final report in September 2020.</p><p> </p><p>The department is also funding the ‘Tackling Child Exploitation Support Programme’ to provide evidence-based expertise, advice and practical support to safeguarding partners in local areas to develop an effective multi agency response to extra-familial harms, such as child sexual exploitation, child criminal exploitation, and gang and drug involvement that exploit vulnerable children.</p>

star this property answer text <p>Further to the answer provided by the former Home Secretary (Sajid Javid), my right hon. Friend, the Member for Bromsgrove, on 15 July, the statutory guidance ‘Working together to safeguard children (2018)’ sets out how the 3 safeguarding partners – the police, Clinical Commissioning Groups and the local authority - should have a clear understanding of the collective needs of children locally when commissioning effective services. These collective needs include the risks of criminal exploitation that are faced by children. In addition, the local authority is under a duty to monitor and report on serious child safeguarding incidents to the Child Safeguarding Practice Review Panel.</p><p> </p><p>The safeguarding partners must publish an annual report setting out what they have done as a result of the arrangements, including how effective these arrangements have been in practice. They must also include how they will use data and intelligence to assess the effectiveness of the help being provided to children and families as well as the procedures and processes for cases relating to the abuse, neglect and exploitation of children, including in relation to child criminal exploitation.</p><p> </p><p>As part of the department’s annual ‘Children in Need’ census, local authorities are also required to report to the department on the factors identified at the end of the assessment of children, including trafficking, missing children, gangs and child sexual exploitation, all of which may be related to the risk of child criminal exploitation.</p><p> </p><p>The Home Office have provided £3.6 million for the establishment of the National County Lines Co-ordination Centre (NCLCC) to enhance the intelligence picture and support cross-border efforts to tackle county lines. The NCLCC supports operational policing as well as providing a central point at which intelligence and information is shared and the links with criminal exploitation and illegal drugs markets are identified.</p><p> </p><p>In November 2018, the Director General of the National Crime Agency formally tasked all Chief Constables to direct all forces to implement a more consistent and prioritised intelligence and operational response, in respect of county lines drugs supply, to include the submission of intelligence to the NCLCC and a prioritised response to high-risk lines and gangs.</p><p> </p>

Friend, the Member for Louth and Horncastle on 15 July 2019, the statutory guidance on inter-agency working to safeguard and promote the welfare of children, titled ‘Working together to safeguard children 2018’, is very clear that anyone who has concerns about a child’s welfare should make a referral to local authority children’s social care. This should be done immediately, if there is a concern that the child is suffering significant harm, or is likely to do so. This guidance can be found at the following link: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a>.</p><p> </p><p>That same guidance also sets out that assessments, including early help assessments, should look at the nature and level of risk faced by a child, and whether the risk is from within or external to the family. In response, local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early.</p><p> </p><p>A number of our best performing local authorities, known as Partners in Practice, are testing different approaches to how best to assess and support children who are at risk of abuse from extra familial threats. This includes funding up to £2 million for the London Borough of Hackney to test a contextual safeguarding approach through the Innovation Programme. The project is being externally evaluated and we expect the final report in September 2020.</p><p> </p><p>The department is also funding the ‘Tackling Child Exploitation Support Programme’ to provide evidence-based expertise, advice and practical support to safeguarding partners in local areas to develop an effective multi agency response to extra-familial harms, such as child sexual exploitation, child criminal exploitation, and gang and drug involvement that exploit vulnerable children.</p>

star this property answer text <p>The admission authorities of all mainstream state-funded schools must comply with the School Admissions Code and with equalities law when determining and applying their admission arrangements.</p><p>The Admissions Code includes provisions relating to the admission of children with special educational needs and disabilities, both in relation to those children who have an Education, Health and Care Plan (EHCP) and those who do not. Where a child has an EHCP that names a particular mainstream or special school, the school has a legal duty to admit that child.</p><p>If anyone considers that a school’s admission arrangements are not lawful they may object to the Schools Adjudicator, whose decisions are binding and enforceable. The parents of any child refused admission to a mainstream school also has the right of appeal to an independent appeals panel.</p><p>Any parent who feels their admission appeal was not carried out properly can complain to the Local Government and Social Care Ombudsman (for maintained schools) or the Education, Skills and Funding Agency (for academies).</p>

star this property answer text <p>In addition to the support that the former Parliamentary Under-Secretary of State for Children and Families (Nadhim Zahawi), my hon. Friend for Stratford-on-Avon referred to in the Answer of 23 July to Question 278350, my department’s Holiday Activities and Food programme is exploring ways to help disadvantaged children access free holiday club provision over the summer holidays, in 11 local authority areas, including Birmingham.</p><p>This summer, we have awarded £9.1 million to 11 organisations to explore how the funding and coordination of free holiday club provision at a local level can help more disadvantaged children access provision for free, and support providers to improve their offer. With this money, around 50,000 disadvantaged children and their parents will be able to access free holiday club provision, including a healthy meal and enriching activities.</p><p>The government provides a significant package of childcare support to parents and carers. All 3 and 4 year olds and the most disadvantaged 2 year olds are entitled to receive 15 hours a week of early education for 38 weeks a year. Since 2017, working parents of 3 year olds and 4 year olds have been able to access an additional 15 hours of early education a week, bringing their total to 30 hours a week. The 30 hours policy is worth up to £5,000 a year to families and, since its introduction, around 600,000 children have benefitted. Childcare providers can offer these entitlements stretched across the whole year so that they cover the school holidays.</p><p>In addition, tax-free childcare was introduced in 2017 to support families with the costs of childcare for 0 to 12 year olds. For every £8 that parents pay into an online account, the government will pay £2 - up to a maximum contribution of £2,000 per child each year - for children aged up to 12. Working parents in receipt of Universal Credit can also claim back up to 85% of eligible childcare costs through Universal Credit for children up to the age of 16, subject to a monthly limit of £646 for one child or £1108 for 2 or more children. This will make sure that work pays for families on a low income.</p><p>The government also recently announced an extra £2.5 million next year to help schools open up their facilities at weekends and over the holidays as part of the School Sport Action Plan.</p><p> </p>

star this property answer text <p>Nationally, high needs funding for those with complex additional needs aged 0 – 25 has risen from £5 billion in 2013 to £6.3 billion this year. This includes an additional £250 million allocated in recognition of cost pressures being faced by local authorities.</p><p>To support parents of children with special educational needs (SEN) or a disability with childcare, we have made 2-year-old children in receipt of Disability Living Allowance and/or an Education Health and Care plan eligible for the 15 hours entitlement.</p><p>To further support children with special educational needs and disabilities we have:</p><p>• introduced a Disability Access Fund worth £615 to settings that provide places for any 3 or 4-year olds who receive disability living allowance;</p><p>• required local authorities to have a SEN Inclusion Fund to support early years providers to address the needs of individual children with SEN; and</p><p>• introduced the Early Years National Funding Formula, which contains an additional needs element to take account of the number of children with additional needs in an area.</p>

star this property answer text <p>Students with concerns about their education already have several options available to them.</p><p>If a student studying at an Education and Skills Funding Agency (ESFA) funded further education college, or other provider, has any general concerns they should first issue a formal written complaint to their college or provider. If the student remains dissatisfied after exhausting this process, they may contact the ESFA.</p><p>The Office of Qualifications and Examinations Regulation (Ofqual) is the independent regulator of qualifications, examinations and assessments in England. Where the complaint relates to the awarding organisation, Ofqual recommends that students speak to their college or provider in the first instance, who will be able to advise on whether a complaint should be made to the relevant awarding organisation. Ofqual has its own complaints procedure for regulated awarding organisations and qualifications. It expects complainants to have pursued the relevant awarding organisation’s complaints procedure before going to Ofqual.</p>
