These factors include trafficking, gangs and child sexual exploitation. However, this information gives no specific indication of county lines involvement or a risk to the child’s life. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The childcare market is primarily a private sector market, so the number of childcare places will reflect how the market responds to parental demand and changes in the child population. As such, the number of places is monitored by Ofsted and not by the government. However, the government has invested in a number of capital programmes.</p><p>As part of the School Nurseries Capital Fund, the department recently allocated nearly £24 million for 69 successful projects across every region of England. This will help to create new school-based nursery places in disadvantaged areas so more children can access high-quality early education.</p><p>The department has supported the growth and creation of additional nursery places to deliver the 30 hours entitlement. In 2016, the department ran a £100 million early years capital bid round. Local authorities, in partnership with providers, were invited to submit bids. The department announced that over 350 projects across 123 local authorities were successful in this bid round.</p><p>The free schools that have opened since 2017 have created over 650 full-time equivalent nursery places, with plans for over 100 full-time equivalent more places in the future. A contract was awarded to Family Action in March 2018 and will run until March 2020. Family Action, in partnership with Magic Breakfast, have both been named as the leading charities responsible for running the Breakfast Club programme. Together they have set up or improved more than 1,700 breakfast clubs across the country.</p><p>The department’s breakfast club provision is one of a number of available programmes open to schools. The centre is currently conducting a project that looks at the use of predictive analytics in local authorities. Friend, the Member for Bromsgrove, on 15 July, the statutory guidance ‘Working together to safeguard children (2018)’ sets out how the 3 safeguarding partners – the police, Clinical Commissioning Groups and the local authority - should have a clear understanding of the collective needs of children locally when commissioning effective services. These collective needs include the risks of criminal exploitation that are faced by children. In addition, the local authority is under a duty to monitor and report on serious child safeguarding incidents to the Child Safeguarding Practice Review Panel.</p><p> </p><p>The safeguarding partners must publish an annual report setting out what they have done as a result of the arrangements, including how effective these arrangements have been in practice. They must also include how they will use data and intelligence to assess the effectiveness of the help being provided to children and families as well as the procedures and processes for cases relating to the abuse, neglect and exploitation of children, including in relation to child criminal exploitation.</p><p> </p><p>As part of the department’s annual ‘Children in Need’ census, local authorities are also required to report to the department on the factors identified at the end of the assessment of children, including trafficking, missing children, gangs and child sexual exploitation, all of which may be related to the risk of child criminal exploitation.</p><p> </p><p>The Home Office have provided £3.6 million for the establishment of the National County Lines Co-ordination Centre (NCLCC) to enhance the intelligence picture and support cross-border efforts to tackle county lines. Friend, the Member for Louth and Horncastle on 15 July 2019, the statutory guidance on inter-agency working to safeguard and promote the welfare of children, titled ‘Working together to safeguard children 2018’, is very clear that anyone who has concerns about a child’s welfare should make a referral to local authority children’s social care. This should be done immediately, if there is a concern that the child is suffering significant harm, or is likely to do so. This guidance can be found at the following link: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a>.</p><p> </p><p>That same guidance also sets out that assessments, including early help assessments, should look at the nature and level of risk faced by a child, and whether the risk is from within or external to the family. In response, local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early.</p><p> </p><p>A number of our best performing local authorities, known as Partners in Practice, are testing different approaches to how best to assess and support children who are at risk of abuse from extra familial threats. This includes funding up to £2 million for the London Borough of Hackney to test a contextual safeguarding approach through the Innovation Programme. Where a child has an EHCP that names a particular mainstream or special school, the school has a legal duty to admit that child.</p><p>If anyone considers that a school’s admission arrangements are not lawful they may object to the Schools Adjudicator, whose decisions are binding and enforceable. Friend for Stratford-on-Avon referred to in the Answer of 23 July to Question 278350, my department’s Holiday Activities and Food programme is exploring ways to help disadvantaged children access free holiday club provision over the summer holidays, in 11 local authority areas, including Birmingham.</p><p>This summer, we have awarded £9.1 million to 11 organisations to explore how the funding and coordination of free holiday club provision at a local level can help more disadvantaged children access provision for free, and support providers to improve their offer. With this money, around 50,000 disadvantaged children and their parents will be able to access free holiday club provision, including a healthy meal and enriching activities.</p><p>The government provides a significant package of childcare support to parents and carers. All 3 and 4 year olds and the most disadvantaged 2 year olds are entitled to receive 15 hours a week of early education for 38 weeks a year. Since 2017, working parents of 3 year olds and 4 year olds have been able to access an additional 15 hours of early education a week, bringing their total to 30 hours a week. The 30 hours policy is worth up to £5,000 a year to families and, since its introduction, around 600,000 children have benefitted. Childcare providers can offer these entitlements stretched across the whole year so that they cover the school holidays.</p><p>In addition, tax-free childcare was introduced in 2017 to support families with the costs of childcare for 0 to 12 year olds. For every £8 that parents pay into an online account, the government will pay £2 - up to a maximum contribution of £2,000 per child each year - for children aged up to 12. Working parents in receipt of Universal Credit can also claim back up to 85% of eligible childcare costs through Universal Credit for children up to the age of 16, subject to a monthly limit of £646 for one child or £1108 for 2 or more children. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>Students with concerns about their education already have several options available to them.</p><p>If a student studying at an Education and Skills Funding Agency (ESFA) funded further education college, or other provider, has any general concerns they should first issue a formal written complaint to their college or provider. If the student remains dissatisfied after exhausting this process, they may contact the ESFA.</p><p>The Office of Qualifications and Examinations Regulation (Ofqual) is the independent regulator of qualifications, examinations and assessments in England. Where the complaint relates to the awarding organisation, Ofqual recommends that students speak to their college or provider in the first instance, who will be able to advise on whether a complaint should be made to the relevant awarding organisation. Ofqual has its own complaints procedure for regulated awarding organisations and qualifications.
