It has also set out its plans for English agriculture policy after we have left the EU, including phasing down direct payments from 2021 over seven years. Agriculture is a devolved matter, so it is for the Welsh Government to decide whether to continue with direct payments in Wales. We will continue to engage with the Welsh Government on arrangements for domestic replacement funding after 2022, but have already committed not to simply apply the Barnett Formula to agriculture funding in England. On agriculture funding, the Government has committed to provide the same cash total in funds for farm support until the end of the Parliament. Under this commitment, the average annual cash total for farm support under the existing 2014-2020 Multiannual Financial Framework, and the average annual Exchequer funding provided for farm support under Pillar 2, will be rolled forward year by year until the end of this parliament. An independent advisory panel, led by Lord Bew of Donegore, is considering what factors should determine the distribution of convergence funding across the UK during this period. It is necessary to analyse the purpose and function of any government grant in order to form a view as to how it is likely to be treated for tax purposes. This will enable us to test and trial elements of the new system with different user groups to understand how and if they work in a real life environment. We expect to be able to approve the first of the tests and trials in the near future. 	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>Through the socio-economic schemes within the Rural Development Programme for England we are investing over £500 million in rural business and communities. This includes over £250 million for rural business growth and broadband infrastructure through the Growth Programme and £150 million for locally-identified business and community priorities through LEADER.</p><p> </p><p>Our manifesto committed to establishing the UK Shared Prosperity Fund (UKSPF) to reduce inequalities between communities by raising productivity, following our departure from the EU. The Fund will operate across the UK in rural and urban areas. It will tackle inequalities between communities, especially in those parts of our country whose economies are furthest behind. Leaving the EU will allow us to spend money according to our own priorities rather than those set by the EU.</p><p> </p><p>It is intended that simplified administration will ensure that investments are targeted effectively to align with the challenges faced by places across the country and supported by strong evidence about what works at the local level. This includes considering current European investments in rural economies and lessons from the community-led LEADER programme.</p><p> </p><p>We want to ensure that the UKSPF works for rural businesses, communities and the environment, and the design of the fund will take into account the dynamics of rural economies and the particular challenges faced by rural communities. The Ministry of Housing, Communities and Local Government (MHCLG) is responsible for delivering the UKSPF. Defra officials are working closely with MHCLG to develop the ways in which the UKSPF will support the rural economy after we leave the EU.</p><p> </p><p>We will consult widely on the design of the UKSPF. Over the past year we have held 25 engagement events across the UK with over 500 representatives from a breadth of sectors, in order to aid policy development. On CS 2018, 95% of eligible claimants received an advance payment by early April; 30% of eligible claims have received their final payment and we expect to pay 95% of eligible claims by August 2019.</p><p> </p><p>On ES, around 92% of 2017 eligible claims have now received a payment and we are on track to complete 95% by the end of July 2019. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU.
