	answer	answer is ministerial correction date of answer 10/01/2020 answer text <p>In January 2019, we published the first cross-Government suicide prevention workplan, which sets out an ambitious programme of work across national and local government and the National Health Service to reduce suicide rates across all age groups. This includes work to support children and young people through our Green Paper on children and young people’s mental health. The workplan also outlines action being taken to reduce suicide rates in high-risk groups such as men by, amongst other things, raising awareness and reducing stigma of mental health in this group.</p><p> </p><p>Through the NHS Long Term Plan, we are also investing £57 million in suicide prevention to support local suicide prevention plans and establish suicide bereavement support services. We have worked with NHS England to ensure that local areas use this funding to test approaches to reaching and engaging men in their local communities. 	answer	answer is ministerial correction date of answer 09/01/2020 answer text <p>In response to the NHS Long Term Plan, the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care System published a draft strategic delivery plan in September 2019 which outlines how each county will work with stakeholders to deliver the expectations of the Plan, including how to further improve local mental health services. This is available at the following link:</p><p><a href="https://bobstp.org.uk/media/1752/ics-ltp-1st-draft-submission-v10-2.pdf" target="_blank">https://bobstp.org.uk/media/1752/ics-ltp-1st-draft-submission-v10-2.pdf</a></p><p>Buckinghamshire Clinical Commissioning Group (CCG) reports that a number of developments, which have the potential to impact on mental health care in Wycombe, are being delivered or are planned for delivery over the next financial year. These include:</p><p>- improving mental health crisis services with an increase in the number of days that the ‘safe haven’ service will operate in 2020 with a new location opening in High Wycombe. Home treatment for acutely unwell mental health patients will also start to be offered;</p><p>- two mental health support teams becoming operational in 2019, working in 33 schools across Buckinghamshire to provide interventions to young people with low to moderate mental health needs. The CCG will bid for national funding to expand this offering in 2020;</p><p>- increasing access to Children and Adolescent Mental Health Services (CAMHS). The number of young people accessing these services has increased and waiting times for assessment have decreased. The contract (and amendments) include a requirement for all patients to be assigned a named accountable GP who has overall responsibility for that patient’s care. This does not necessarily mean that patients will see their named accountable GP for every appointment. Patients can still request to see a particular GP, although they may have to wait longer for an appointment if they do so.</p><p>The Department has not made a formal assessment into the impact and role of named accountable GPs.</p><p>Under the terms of the GMS Regulations, the named accountable GP must take lead responsibility for the coordination of all services required under the contract and ensure they are delivered to each of their patients where required (based on the clinical judgment of the named accountable GP). The 2015/16 GMS Contract Guidance (published in March 2015) provides further information on named accountable GPs for all patients. A copy is attached. The guidance states: ‘Where the patient expresses a preference as to which GP they have been assigned, the practice must make reasonable efforts to accommodate this request’. This document provides guidance for commissioners, local medical committees and GP practices. This information is also of use to individuals because it explains how named accountable GPs should interact with their patients. The British Medical Association (BMA) has also provided guidance on how practices can fulfil the requirement to provide named accountable GPs for their patients.</p><p>Every patient can request to see a specific GP, including their named accountable GP. Under the terms of their contract (as set out in Schedule 3, Part 2 of the Regulations), the GP practice must endeavour to comply with all reasonable requests of patients to see a particular practitioner. The MHRA will consider all submitted applications, with a decision to reclassify a medicine reached following a robust evaluation of the relevant data, including evidence of the safe use and supply of the product without a prescription. The company must also demonstrate in their application that the criteria specified in relevant legislation, such as the Human Medicines Regulations 2012, have been met.</p><p>In accordance with the Human Medicines Regulations 2012, regulation 62(3), Prescription-Only Medicine status will apply where: a direct or indirect danger exists to human health, even when used correctly, if used without medical supervision; there is frequently incorrect use, which could lead to direct or indirect danger to human health; further investigation of the activity or side-effects is required; or the product is normally prescribed for parenteral administration, via injection.</p><p>Currently, United Kingdom law specifies that all products administered by injection must be subject to a prescription. 	answer	answer is ministerial correction date of answer 04/12/2020 answer text <p>Regulation 24 of the Public Contracts Regulations 2015 requires contracting authorities to take appropriate measures to effectively prevent, identify and remedy conflicts of interest arising in the conduct of procurement procedures. The Department has robust rules and processes in place to ensure that conflicts of interest do not occur, including declaration from suppliers, publication of ministerial interests and robust departmental guidance.</p><p>At the beginning of the COVID-19 pandemic, the critical urgency of the situation and requirement to protect the National Health Service and the country led to specialist consultants and contractors being brought in at extreme pace. This meant that some work was initiated before final contract details were put in place or had been formally awarded. This situation has been addressed. Over 900 contracts have been awarded by the Department and its executive agencies in response to COVID-19. As part of this, the 100,000 Genomes Project has undergone several significant reviews which considered the Project’s delivery, requiring the collation of extensive documentation evidencing the progress of the Project and several days of interviews with key stakeholders. All of the patient results will have been returned to the NHS by the end of the year.</p><p>Under the Data Protection Legislation, participants in the 100,000 Genomes Project can request their genomic and clinical data. However, a whole genome sequence is around 3 billion letters long and written in code so it is very difficult to interpret. Genomics England can provide access to a visual representation on request or provide access to the raw data. Proposals to expand screening for new-born blood spot screening must be submitted to the UK National Screening Committee (UK NSC) for assessment against its criteria to ensure screening is introduced where the benefit clearly outweighs the harm.</p><p>The UK NSC runs an annual call for topics in September where members of the pubic and stakeholders can submit new topics to be considered. The independent Advisory Group on Non-Ionising Radiation (AGNIR) published their report in the UK in 2012 and the European Commission’s Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) published their report in 2015. The World Health Organization is presently preparing a review.
