We therefore do not see that attempting to define a separate category of finance for loss and damage as useful or practical. The UN’s 2019 humanitarian appeal for Yemen is the largest in the world at $4.2 billion. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK is actively engaging with other large donors to encourage the rapid disbursement of funding to the UN to enable it to cover urgent needs.</p><p> </p><p>The UK has also brought forward funding and we will have disbursed over half of our £200 million pledge for this financial year (2019/2020) by the beginning of June. This included funds for UNICEF to respond rapidly to a spike in cholera. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p>On 24 February, the Prime Minister announced that the UK will provide an additional £200 million in response to the humanitarian crisis in Yemen for the next financial year (2019/2020). This was the third largest amount pledged at the UN 2019 Yemen Pledging conference and brings the total UK commitment to Yemen to £770 million since the conflict began in 2015.</p><p> </p><p>We are encouraging other large donors to disburse promptly and are confident that if this happens the UN and NGOs will be able to deliver a strong humanitarian response. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK has brought forward funding to cover urgent UN funding gaps and will have disbursed over half of our £200 million funding by the beginning of June. Our Ambassador and senior DFID officials have raised this with the Deputy Prime Minister and Minister of Peace, that all IDP returns must be voluntary, safe and sustainable. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p><strong></strong></p><p>The UK is committed to meeting the needs of all internally displaced persons, whether they are displaced as a result of conflict or natural disasters. <em> </em>DFID provides funding to key agencies involved in responding to the needs of internally displaced persons, including the Office for Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC) and the International Organisation for Migration (IOM).</p><p> </p><p>The UK is a significant humanitarian donor in many countries with displaced populations. For example in South Sudan, in 2017/18 our support reached over 420,000 people with food assistance, over 370,000 women and children with nutrition support, and over 680,000 people with access to safe drinking water and/or improved sanitation facilities, many of whom are internally displaced. In Iraq, DFID support has helped provide food assistance to over 408,000 people, emergency cash transfers to over 274,000 people, and life-saving healthcare services to over 4.1m people, including those internally displaced. Additionally, in Syria where there are over 6 million of internally displaced persons, DFID has spent over £1 billion in humanitarian response.</p><p> </p><p>The UK has provided £36 million in response to Cyclone Idai which is estimated to have affected 2.6 million people in Mozambique, Malawi and Zimbabwe. UK support includes the provision of an estimated 7,550 shelter kits and 100 family tents in Mozambique, emergency shelter for 65,000, food assistance for 150,000 people for two months in Malawi and health and child protection assistance in Zimbabwe.</p><p> </p><p>Furthermore the UK is working with UN Member states and the Secretary General to establish a High level Panel on Internally Displaced People, with aim of galvanising action to reduce the numbers of internally displaced people provide more effective protection and assistance.</p><p> </p> answering member constituency South West Wiltshire answering member printed Dr Andrew Murrison question first answered 23/05/2019 15:27:21 answering member 1466 label Biography information for Dr Andrew Murrison

Peace settlements are 35% more likely to endure for more than 15 years if women have been involved in negotiations.</p><p> </p><p>Increasing women’s political participation and leadership is a foundational pillar of DFID’s Strategic Vision for Gender Equality, launched in March 2018, and is a top priority in the current cross-Government National Action Plan on Women, Peace and Security.</p><p> </p><p>Just 24% of national parliamentarians around the world are women. DFID programmes are supporting women to participate in politics.</p><p> </p><p>In Nigeria, DFID’s ‘Women in Politics’ programme supports women elected to the National Assembly, including establishing the first women’s caucus as a forum for advocacy, policy development and training. In Afghanistan, DFID support has helped women provincial councillors who often face intimidation and violence in their work.</p><p> </p><p>Women’s voice and leadership can make a real difference on issues that matter to them.</p><p> </p><p>DFID has supported Amplify Change to fund women-led organisations that help women to claim their sexual and reproductive health rights (SRHR). DFID is working closely with other government departments to facilitate the return of staff deployed to other government departments, following the extension of Article 50. As of 21 May 2019, 100 of these staff have returned.</p><p> </p><p>To release staff for deployment, DFID undertook a detailed prioritisation exercise to assess the internal resource required to maintain essential delivery. For DFID, this meant meeting the legal commitment to spend 0.7% of GNI (Gross National Income) on international development in an effective and value for money way and the ability to respond to humanitarian emergencies.
