The Government is rightly proud of its record on reducing emissions, and we continue to be ambitious in the deployment of renewables. Energy savings materials can still qualify for the reduced 5% rate of VAT if they meet certain criteria, including where materials costs are less than 60 per cent of total installation costs.</p><p> </p><p>We estimate that the majority of standalone solar installations will fall below this threshold and will therefore be unaffected. Standalone batteries were not previously eligible and therefore are also unaffected. Batteries installed at the same time as solar are more likely to exceed this threshold and therefore be affected. 	answer	answer is ministerial correction date of answer 24/10/2019 answer text <p>The Solar photovoltaics deployment report does not currently include unsubsidised solar installations below 1MW capacity that are not registered on the Microgeneration Certification Scheme database, although we are reviewing data sources and working with industry to improve coverage.</p><p> </p><p>In addition to this, the Government has recently endorsed the five key recommendations from the Energy Data Taskforce and is working with Ofgem, Innovate UK and industry to implement them. As part of this work we are also considering the way forward to improve the collection and sharing of asset and operational data from various distributed energy resources (which includes solar PVs).
