star this property answer text <p>Special advisers are employed by the department to which they were appointed to assist their minister, as such the Chancellor of the Exchequer’s special advisers are employed by HM Treasury; the administration of special advisers is however overseen by the Cabinet Office.</p><p>Under paragraph 14b of the Model Contract for Special Advisers, a special adviser’s employment is automatically terminated when their appointing minister ceases to hold the ministerial office to which they were appointed to assist them. Paragraph 14c of the Model Contract details the conditions that apply should a special adviser’s employment end, including eligibility for any severance payments. Paragraph 14c of the Model Contract also sets out that special advisers who are later re-appointed to government must repay their severance pay, less the amount of salary they would have been paid had they been employed during the period between their termination and their re-appointment.</p><p><strong> </strong></p><p>These arrangements have been in place under successive administrations.</p><p><strong> </strong></p><p>Pursuant to the Constitutional Reform and Governance Act 2010 and as part of the government’s policy on open data and transparency, the Cabinet Office routinely publishes an annual report on the numbers and costs of special advisers. The total cost of exit packages, including severance payments, for special advisers are published annually.</p><p> </p><p><strong> </strong></p>

In cases where pensions had been overpaid the overpayment was written-off and future pension payments adjusted to the correct level. Members requesting a complete breakdown of the calculations supporting these figures, following receipt of the detailed information about the change to their pension, were provided with the complete breakdown.</p><p>The reconciliation exercise compares member data held by the scheme with records held by HM Revenue and Customs (HMRC). Where there is a discrepancy between the data sources the reason is investigated in order to reconcile the scheme data with the HMRC data which may result in changes to pensions in payment. Consideration of notional or payable Additional State Pension is not relevant to the reconciliation exercise.</p><p> </p>

star this property answer text <p>As at 31 March 2021 there were an estimated 1,440 civil servants based in London earning less than £11.05 an hour.</p><p><strong> </strong></p><p>As at 31 March 2021 there were an estimated 29,100 civil servants based outside London (including overseas) earning less than £9.90 an hour.</p><p><strong> </strong></p><p>Pay for civil servants below the senior civil service is delegated to individual departments to determine. In April 2022, the National Living Wage increased to £9.50 an hour, however at the reference point for these figures (31st March 2021) it was £8.72 an hour.</p><p><strong> </strong></p><p>The Government has committed that the National Living Wage will reach 66% of median UK earnings by 2024. Departments must ensure that they apply the legislative increase to the National Living Wage and National Minimum Wage.</p><p><strong> </strong></p><p>These figures are estimates based on full-time equivalent gross salary earnings, working hours, and location information collected as part of the Annual Civil Service Employment Survey as at 31st March 2021. A small proportion of civil servants do not have a reported location or salary in this centrally held data, and have not been included in these figures. Information on earnings of the broader public sector and all those indirectly employed by the Government is not held centrally.</p><p><strong> </strong></p><p>These estimates may differ from those calculated by aggregating figures directly requested from individual departments.</p><p> </p>

star this property answer text <p>The Fast Stream is a talent pipeline for government departments and professions. It is only right we pause bringing in candidates as departments set out how they might achieve the Prime Minister’s commitment to return the Civil Service to the size it was in 2016.</p><p><strong> </strong></p><p>Whilst we pause the Fast Stream for the 2023 intake, we will take the opportunity to further improve the Fast Stream offer. This reform will ensure that when the scheme reopens, it is focused on driving up specialist skills in the Civil Service, as well as improving the regional representation of the Fast Stream. In this sense, both organisational effectiveness and diversity recruitment can be enhanced.</p><p><strong> </strong></p><p>We will also seek to maintain other approaches towards diversity and inclusion in recruitment - such as continuous improvement of our assessment and selection approaches. The Declaration on Government Reform set out our commitment to a skilled and capable Civil Service, our united Campus for government training and Curriculum framework will enable all Civil Servants to access quality, relevant training.</p><p> </p>

star this property answer text <p>As set out in the Declaration on Government Reform and the recent Civil Service Diversity Strategy, the civil service is committed to setting a new standard for inclusive workplaces. The Cabinet Office values the importance of ensuring our workplaces are inclusive for colleagues with dyslexia and we engage with relevant Networks where appropriate.</p><p>The Civil Service Dyslexia and Dyspraxia Network are a sub-network of the Civil Service Disability Network. As a sub-network of the Civil Service Disability Network, the chairs of the sub networks meet every two months, a representative of the Civil Service Inclusive Practice Team attends these meetings, the most recent meeting was on 19 May 2022.</p><p>Additionally the team will engage with individual Networks on an ad hoc basis when requested or helpful to test HR policy which impacts specific groups. Individual HR policy teams, such as those on recruitment, organise and meet separately with stakeholders.</p><p> </p> more like this

Our Civil Service Dyslexia and Dyspraxia Network is a great support to improving the working environment for Civil Servants impacted by dyslexia, dyspraxia and dyscalculia across civil service departments. The development of the Toolkit has been widely shared with colleagues in Diversity and Inclusion.</p><p>Our recruitment processes are reviewed regularly to ensure they remain as inclusive as they can be, with involvement from occupational psychologists to ensure they meet the requirements of as many people with disabilities as we reasonably can.</p><p>An equality analysis was carried out in 2016 to demonstrate due and proper regard to our equality obligations. We used the analysis to assess the impact the introduction of online tests in recruitment was likely to have. This included reviews of the literature and involved a range of stakeholder and user consultations. External neurodiversity experts are also providing ongoing independent advice to GRS about how to improve the inclusive experience of neurodiverse test takers. The Civil Service publishes <a href="https://www.gov.uk/guidance/reasonable-adjustments-for-online-tests-a-candidate-guide" target="_blank">written</a> and <a href="https://www.youtube.com/watch?v=olval3YPF9U" target="_blank">video</a> guidance on the alternatives that exist for disabled test takers through the reasonable adjustment process.</p><p> </p>
