Resource spending is set to rise by 4.1% in real terms from 2019-20 to 2020-21.</p><p> </p><p>As usual, departments are responsible for managing changes to pay. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Troubled Families Programme is a £920 million programme to help up to 400,000 families with multiple and complex needs, including those at risk of becoming involved in crime and serious violence. The Supporting Families Against Youth Crime Fund has provided a further £9.8 million to help 21 places further enhance how their local Troubled Families Programme helps tackle youth violence and gangs. Each of the projects are designed to respond directly to the needs of their community and so the support provided to families varies in each local area. They include diversionary activities such as boxing and residential courses, resilience building, out of hours mentors, conflict resolution and whole family counselling. Whilst the provision of public toilets is a matter for local authorities, we encourage councils to keep these important amenities open. At Budget 2018 the Chancellor announced a 100 per cent business rates relief for public lavatories in England, and the Government will introduce legislation as soon as Parliamentary time allows. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>Government is currently consulting on how we can increase provision of Changing Places toilets in specific new, large buildings commonly used by the public and those undergoing major refurbishment, through a change to building regulations. Please see: <a href="https://www.gov.uk/government/consultations/changing-places-toilets" target="_blank">https://www.gov.uk/government/consultations/changing-places-toilets</a></p><p>The consultation includes an assessment of impacts of increasing provision of Changing Places toilets. The benefits of these facilities are societal, addressing a known need within our communities. Increasing provision will enable people with complex care needs to take part in everyday activities such as travel, shopping, family days out or attending a sporting event.</p><p>The Government has worked with the Changing Places campaign to increase the number of facilities and register them with the Changing Places Consortium.
