The electricity system will need increased generation capacity to meet higher peak demand and, ensure security of supply. National Grid Electricity System Operator, in their 2020 Future Energy Scenarios (FES)[1], estimate that peak demand will increase from 59GW in 2019 to 76 – 96GW by 2050. In order to meet this peak demand, they estimate that total installed generation capacity will have to increase from 112GW in 2019, to 224 – 334GW in 2050[2].</p><p> </p><p>These changes will also require upgrades to grid capacity. Electricity networks are regulated by the independent regulator, Ofgem, through the price control, which provides the framework for network investment. As part of this review, National Grid ESO is consulting on their cost-benefit analysis of a more coordinated approach to offshore transmission and an initial assessment of technical considerations for a more integrated offshore network. The Review will consider these consultations and we will publish an update in due course.</p><p> </p><p>The next price control for onshore electricity transmission networks, RIIO 2, is a matter for Ofgem the independent regulator. Ofgem’s Draft Determinations were announced in July and have been open to consultation with stakeholders. 	answer	answer is ministerial correction date of answer 22/10/2020 answer text <p>The UK has over 460,000 jobs in low carbon businesses and their supply chains and many of the actions we need to take to reach our target of net zero emissions by 2050 will support the future growth of our economy.</p><p> </p><p>In his Summer Economic Statement, my Rt. Hon. Friend Mr Chancellor of the Exchequer emphasised the Government’s intention to make this a green recovery with concern for our environment at its heart and announced a package of over £3 billion to reduce greenhouse gas emissions from buildings, which will support up to 140,000 green jobs.</p><p> </p><p>On 6th October, the Government set out new plans to Build Back Greener by making the UK the world leader in clean wind energy. Under these plans, a target has been set to support up to double the capacity of renewable energy in the next Contracts for Difference auction; £160 million is to be made available to upgrade ports and infrastructure; and a new target was announced for floating offshore wind to deliver 1GW of energy by 2030. A key part of this is closing all unabated coal-fired power stations in Great Britain by 2024. The reduction of demand for coal in the UK will mean a reduction in domestic mining activity and therefore of the emissions associated with extraction.</p><p>The National Policy Statement is clear that planning permission should not be granted for the extraction of coal unless the proposal is environmentally acceptable or the national, local or community benefits outweigh its likely impacts. The focus of this deal will be on ensuring the sector can support the energy transition and anchor the supply chain to the UK.</p><p> </p><p>The oil and gas sector has an important part to play in sustaining our energy security of supply, and in the energy transition to support net zero, having many of the essential skills and capabilities in its world class supply chain to support emerging technologies such as carbon capture and storage, hydrogen production, and infrastructure to reduce its production emissions. Developing this capability will help provide significant export opportunities as the world moves towards clean energy.</p><p> </p><p> </p><p>In 2016, the Oil &amp; Gas Technology Centre was established with £180 million funding, supported by the UK and Scottish Governments. The Centre aims to encourage, accelerate, and deliver innovation and innovative technologies in the North Sea as we transition to net zero.</p><p> </p><p>We are committed to exploring the option of hydrogen as a strategic decarbonised energy carrier. In line with this we are currently investing up to £121 million in hydrogen innovation, supporting a range of projects exploring the production and potential of low carbon hydrogen across the value chain.</p><p> </p><p>In November 2019, we published the Energy Innovation Needs Assessment for hydrogen and fuel cells. 	answer	answer is ministerial correction date of answer 14/01/2020 answer text <p>The Answer of 7 October 2016 to Question 45055 estimated the displacement of carbon dioxide emissions in 2015 as renewable electricity generation multiplied by the average emissions factor for electricity supplied by fossil fuel stations in 2015. However, using the same methodology for subsequent years would be misleading due to the steep drop in the average fossil fuels emissions factor between 2015 and 2016. The increase in the carbon price floor in 2015 and closure of coal-fired power stations drove a switch from coal to gas generation. 	answer	answer is ministerial correction date of answer 22/10/2020 answer text <p>The Government is working closely with industry to ensure there are enough installers to meet demand for the Green Homes Grant (GHG) scheme:</p><p> </p><ul><li>We have changed the way the Simple Energy Advice (SEA) website displays installers so that consumers can find increased numbers of registered tradespeople that can deliver work in their area.</li></ul><p> </p><ul><li>We are working with TrustMark, scheme providers and certification bodies to support installers to get certified as quickly as possible, streamlining accreditation processes where possible.</li></ul><p> </p><ul><li>We are collecting feedback from installers to understand what may be limiting their participation in the scheme, so we can address these issues where possible.</li></ul><p> </p><ul><li>We have also made £6.9m available via the Green Homes Grant Skills Training competition to fund training to increase the number of installers available. This includes a range of activities that offer support to customers who are at greater risk of fuel poverty, particularly those not on benefits who may not be eligible for a £140 rebate.
