The independent investigation will seek to better understand the circumstances around the collapse of LCF and make sure we are properly protecting those who invest their money in the future.</p><p>It is essential that the terms of the investigation are set in a way that ensures these objectives are met and take into account any issues arising from current regulatory and enforcement investigations. HM Treasury officials are working to develop these with the relevant bodies as a matter of priority. Progress is an important measure - it will give schools credit for the important work they do with their pupils between reception and year 2 and will give parents better information about which schools may help their children to make the most progress. The RBA is not a test - it is a short, teacher-led assessment and it will provide practitioners with valuable one-to-one time with their pupils within the first few weeks of reception.</p><p>We have worked closely with early years practitioners, schools and other education experts to develop the RBA, and continue to do so. This model of monthly payments allows claimants to take responsibility for budgeting their own income and helps prepare them for getting back to work.</p><p> </p><p>Many claimants are capable of managing their own financial affairs and for these claimants a Managed Payment to Landlords (MPTL) is not appropriate.</p><p> </p><p>A claimant’s personal circumstances could change in a way which means that they need additional support at any stage of a claim, not just at the start. As such, we make sure that managed payments to landlords (MPTL) are available to Universal Credit claimants when appropriate, either from the start of their claim or at whatever point in which they need help.</p><p> </p><p>A MPTL can be requested by the claimant, their representative or their landlord and will be considered on a case by case basis and requests for MPTLs are dealt with as a priority. Landlords who are given access to the Landlord Portal are also given Trusted Partner status which allows them to make recommendations on whether an MPTL should be put in place. 	answer	answer is ministerial correction date of answer 15/05/2019 answer text <p>The rate of exclusion varies by pupil ethnicity, with pupils of some ethnic groups more likely to be excluded and others less.[1]</p><p> </p><p>Last March, the Government commissioned Edward Timpson to explore how head teachers use exclusion and why some groups of pupils are more likely to be excluded than others.</p><p> </p><p>New analysis undertaken for the Timpson Review shows that some ethnic groups are more likely to be excluded after controlling for other observable characteristics.
