As my colleague Mark Field, Minister for Asia and the Pacific, made clear in the debate on the Kurds in the House on 10 April, “we expect Turkey to respect its international obligations with regard to prison conditions.” This includes acting on the recommendations of the Committee for the Prevention of Torture (CPT) of the Council of Europe concerning isolation and access relating to Imrali prison where PKK leader Abdullah Ocalan is held. The PKK is a proscribed terrorist organisation in the EU whose violence we strongly condemn.</p> more like this

star this property answer text <p>Over half of all local authorities in England are already delivering adoption services through a regional adoption agency (RAA), and we expect all local authorities to be doing so from 2020. RAAs aim to deliver a regional adoption system where sufficient high-quality adoption services are available nationwide for all adopted children and their families.</p><p>Following the launch of a RAA it will be the responsibility of the agency to ensure that high quality adoption support is available within their region. This will be driven by local need and developed through learning from best practice across the regionalised system. All services should be provided to meet the requirements as set out in the Adoption and Children Act (2002).</p> more like this

star this property answer text <p>The information requested on all adoptions which breakdown after the adoption order is granted is not held centrally. The attached research report, ‘Beyond the adoption order’, was published in 2014 and gave a one-off insight into adoption disruption. It can be found at: <a href="https://www.gov.uk/government/publications/beyond-the-adoption-order-challenges-intervention-disruption" target="_blank">https://www.gov.uk/government/publications/beyond-the-adoption-order-challenges-intervention-disruption</a>.</p><p>Some information is collected on children who return to care and who are reported as having previously been adopted. This is published in table C1 (attached) in the statistical release ‘Children looked after in England including adoption: 2017 to 2018’. It can be found at: <a href="https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018" target="_blank">https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2017-to-2018</a>. These figures were collected for the first time in 2014 and should be treated with caution as the information is based on self-declaration, and for a large number of children the previous permanence arrangement is not known.</p><p>The independent, 2-year evaluation of the Adoption Support Fund (ASF), published in August 2017 (attached), found that ‘a large majority of survey respondents believed that the support provided through the ASF had helped them’.</p>

We are supporting the International Committee of the Red Cross (ICRC) to work with African States to adopt the Kampala Convention through our core funding of £63m per year. star this property answer text <p>In the ‘Health and Harmony: the future for food, farming and the environment in a Green Brexit’ consultation, which ran from February to May 2018, we asked ‘what are the main barriers to new capital investment that can boost profitability and improve animal and plant health on-farm?’ Over 3,000 responses were submitted to this question, and the most frequently selected option (77% of respondents) selected ‘uncertainty about the future and where to target new investment’.</p><p> </p><p>The UK Government <a href="https://www.gov.uk/government/news/funding-from-eu-programmes-guaranteed-until-the-end-of-2020" target="_blank">has guaranteed</a> that any Rural Development Programme projects where funding has been agreed before the end of 2020 will be funded for their full lifetime. This applies in both a negotiated and a no-deal scenario. It will ensure continued funding for these projects until they finish and means that Defra and the devolved administrations can continue to sign new projects after the UK leaves the EU during 2019 and 2020. The Government has also committed to provide the same total level of funding for farm support in cash terms until the end of this parliament, expected in 2022.</p><p> </p><p>The Countryside Stewardship scheme is open for applications for both multi-annual agreements starting on 1 January 2020 and capital works, such as for water quality and hedgerows and boundaries. For agri-environment schemes we are developing proposals for the scheme offer from 2021.</p><p> </p><p>As we develop the new Environmental Land Management system and evolve the Countryside Stewardship offer, we will work to ensure we can offer a smooth transition from Countryside Stewardship to the Environmental Land Management system when it becomes fully operational from 2024.</p><p> </p><p> </p>

star this property answer text <p>Procurement programmes do not routinely set the requirements on where equipment or components are manufactured or assembled, unless there is a national security requirement to do so. This is a matter for the equipment and component suppliers, and the lead contractors.</p><p>In both cases, the Aircraft Carrier Alliance whose membership consists of BAE Systems, Babcock and Thales UK, and the lead contractor for the Type 26 Frigate programme, BAE Systems, have selected the majority of sub-contractors for the programmes through competition. UK suppliers have had an equal opportunity to bid for work on the two programmes, with selections based on price and the ability of suppliers to meet schedule and performance requirements.</p><p>The majority of the structural steel for the Queen Elizabeth Class Aircraft Carrier programme was supplied by Tata UK and the programme as a whole sustained thousands of jobs throughout the UK supply chain. On the Type 26 programme to date, 64 sub-contracts have been awarded to UK based companies including the gas turbines (Rolls Royce), propulsion system (General Electric) and gearboxes (David Brown Gear Systems) and air weapons handling system (Babcock). We anticipate that more UK based sub-contractors will continue to be appointed as the programme progresses.</p>
