star this property answer text <p>The Resources and Waste Strategy analysed the challenges currently facing the recycling industry in this country, setting out how we would tackle these challenges. Building on commitments in the Strategy we launched a consultation earlier this year on reforming the packaging producer responsibility system, as part of that consultation the Government proposed a mandatory UK-wide labelling system that provides clear information to help people to recycle. Following strong support for the proposal from consultation respondents, the Government is minded to take forward a mandatory labelling scheme subject to further analysis and legal considerations. Defra officials are exploring how a mandatory labelling scheme can address consumer confusion about what to do with compostable packaging. The consultation closed on 13 May and the summary of responses and next steps can be found via the below link: <a href="https://www.gov.uk/government/consultations/packaging-waste-changing-the-uk-producer-responsibility-system-for-packaging-waste" target="_blank">https://www.gov.uk/government/consultations/packaging-waste-changing-the-uk-producer-responsibility-system-for-packaging-waste</a></p><p> </p><p>The Government recognises that innovation into compostable and biodegradable plastics could help reduce the environmental impacts of plastics if they are disposed of in the right way. However, this is often not the case. If these plastics are put in the domestic waste bin, for example, they are likely to end up in landfill and can break down to release powerful greenhouse gases, such as methane. If mistakenly recycled with other plastics, they have the potential to damage the quality of the new products made from the recycled plastic. Furthermore, concerns persist that plastics which are claimed to be biodegradable, if littered or otherwise released into the environment in an uncontrolled way, may not degrade quickly or at all, and they can only be composted if they meet relevant standards.</p><p> </p><p>As a consequence of these concerns, the Government published a call for evidence in July 2019 to help consider the development of standards or certification criteria for bio-based, biodegradable, and compostable plastics as well as to better understand their effects on the environment and our current waste system. The call for evidence closed on the 14 October 2019 and we are currently analysing the responses received to inform future policy. We currently do not have plans to bring forward legislative proposals on the matter of requiring any form of plastic packaging to be compostable.</p><p> </p>

star this property answer text <p>The UK Government has introduced world-leading due diligence legislation through the Environment Act to help tackle illegal deforestation in UK supply chains. We plan to adopt a phased approach so that we can move more swiftly with regulation to capture the most significant drivers of deforestation first. These assessments do not identify 5G as a driver.</p><p> </p><p>Defra has not undertaken any formal assessment of the potential effect of the roll out of the 5G network on insects, other animals or other wildlife. star this property answer text <p>Defra do not hold any data from the last five years on the number of shopping trolleys or motor vehicles abandoned nor the amount spent by local authorities on seizing, storing and disposing of abandoned shopping trolleys.</p><p> </p><p>Local authorities have powers under the Environmental Protection Act 1990 to seize, store and dispose of abandoned shopping and luggage trolleys. They can also recover costs from the owners of the trolleys.</p><p> </p><p>Local authorities may agree schemes with local businesses to make sure they collect their trolleys. The local authority cannot claim any costs associated with removing, storing or disposing of trolleys if the trolley owners are part of such a scheme.</p><p> </p><p>Defra has not made an assessment of the environmental impact of abandoned shopping trolleys.</p><p> </p><p>The Refuse Disposal (Amenity) Act 1978 (RDAA) places a duty on councils to remove vehicles that are abandoned on any land in the open air, including private land, and council officers may legally enter land to investigate and remove abandoned vehicles.</p><p> </p><p>Authorities do not have to remove an abandoned vehicle if the cost of moving it to the nearest highway is unreasonably high. star this property answer text <p>The Government fully supports Welsh farmers and recognises the importance of Welsh agricultural businesses to the UK economy.</p><p>We are actively monitoring the impacts of COVID-19 and related control measures with significant input from industry stakeholders.</p><p>The Chancellor has announced an initial £330 billion will be made available to support UK businesses. He also set out a package of temporary, timely and targeted measures to support public services, people and businesses through this period of disruption caused by COVID-19.</p><p>We acknowledge concerns about the effect of the COVID-19 outbreak and its effect on agricultural exports and are working closely with key stakeholders from across the agri-food sector to help mitigate its impact. The National Farmers’ Union and the Devolved Administrations form part of Defra’s Food Chain Emergency Liaison Group (FCELG). This forum has and will continue to meet regularly to discuss the impact of COVID-19 on the food and farming sectors across the UK, and what actions are needed to support the sector.</p>

The call for evidence sought to identify which of the EU’s existing trade remedy measures including anti-dumping should be maintained under the UK’s independent trade remedies framework. All maintained measures will be reviewed by the Trade Remedies Investigations Directorate, and adjusted if necessary, to ensure they are suitable for the UK market.</p><p> </p><p>The Government has also established an independent UK trade remedies framework to protect the UK’s agriculture industry from dumping of agriculture products onto the UK market. This framework establishes an approach, consistent with WTO obligations, for the investigation of complaints of dumping and the imposition of additional duties where dumping is found to have taken place.</p> more like this

star this property answer text <p>The UK Government is committed to tackling deforestation and greening agricultural supply chains. We are supporting a broad package of measures to support the transition to sustainable global supply chains and to protect forests and other ecosystems.</p><p> </p><p>We are working with developing country governments to identify how public policies and support to agriculture can be developed or reformed to leverage private investment into more sustainable agriculture; and to support farmers to shift from environmentally harmful practices to more sustainable ones. Together with the Just Rural Transition initiative launched in 2019, and in partnership with the World Bank, we are assisting interested developing countries to analyse their policy options for helping farmers to make this transition. Through the COP26 Sustainable Agriculture campaign, we are mobilising further support to help those countries to develop, test and pilot sustainable approaches. This includes re-orienting investment in research, development and innovation to help farmers access and scale up sustainable technologies and practices.</p><p> </p><p>We are also supporting multilateral organisations to improve climate outcomes in their agricultural programming. This includes providing £150 million to the International Fund for Agricultural Development’s flagship ‘Adaptation for Smallholder Adaptation Programme’ and mainstreaming climate work into the Global Agriculture and Food Security Programme.</p><p> </p><p>We are introducing world-leading due diligence legislation through the Environment Bill to tackle illegal deforestation in UK supply chains, and have convened the Forest, Agriculture and Commodity Trade (FACT) Dialogue as part of our COP 26 Presidency. Through the FACT dialogue we are working with other producer and consumer governments to develop a shared roadmap of actions to protect forests and other ecosystems while promoting sustainable development and trade.</p>
