This includes at least £100 million of dedicated capital funding over the two-year period 2023/24 to 2024/25 for active travel infrastructure. In addition to this, the Department will confirm the revenue funding for active travel for 2023/24 and 2024/25 shortly, which pays for programmes including the Bikeability training programme. As outlined in the second Cycling and Walking Investment Strategy (CWIS2), there are a range of cross-Government funding streams supporting the delivery of active travel infrastructure. Investment in active travel schemes typically delivers high value for money.</p><p> </p><p>Increased rates of active travel can deliver mental and physical health benefits, improvements to the quality of journeys made, and benefits associated with mode shift from motor vehicles, such as improved air quality and reduced congestion. The funding is supporting new and upgraded cycle routes and other active travel infrastructure across England. On 6 February, the Government announced a new £200 million fund to improve walking and cycling routes. 	answer	answer is ministerial correction date of answer 20/07/2023 answer text <p>Only e-scooters in Government-approved rental trials can be used legally.</p><p>Private e-scooters remain illegal to use on all public roads, cycle lanes and pavements, and rental e-scooters can only be used in national rental e-scooter trial areas. E-scooter trials are currently live in 23 areas across England and will run until 31 May 2024.</p><p> </p><p>Safety for road users and pedestrians ​will always be a priority for the Department. In the guidance for the trials provided by the Department, it is advised that local authorities should ensure e-scooters do not become obstructive to pedestrians. The Department also recognises e-scooters may pose a particular challenge to those with disabilities. Operators and local authorities participating in the trials have been working with organisations representing disabled groups, such as the Royal National Institute of Blind People. Some of the outcomes have been designing parking racks, improved rider education and training, as well as a mandatory requirement for all e-scooters in the trial to be fitted with a horn or bell to warn other road users of their approach.</p><p> </p><p>All e-scooters in the rental trials must have a horn or bell to warn other road users of their approach. Operators are also exploring installing sound or replicating artificial engine noise on their trial e-scooters to assist with detection.</p><p> </p><p>Statistics on personal injury collisions involving e-scooters in Great Britain reported by police via the STATS19 system are available from 2020, with the latest provisional statistics for 2022. The number of reported injury collisions involving at least one e-scooter, involving a pedestrian casualty, or more than one vehicle, are shown in the table below.</p><p> </p><p>Please note that a collision could involve both pedestrian casualties and multiple vehicles, in which case it could be counted more than once in the table. This provided an assessment of the impact of our policies on trends in usage, including trip numbers. The evaluation findings are available here: <a href="http://www.gov.uk/government/publications/national-evaluation-of-e-scooter-trials-report" target="_blank">www.gov.uk/government/publications/national-evaluation-of-e-scooter-trials-report</a>.</p><p> </p><p>As part of the trials evaluation, the Department has gathered information about modal shift.  While the evaluation found that rental e-scooter journeys most commonly replaced walking journeys (42%), followed by private motor vehicles or taxis (21%), the proportion of walking journeys being replaced reduced over time, while the proportion of private motor vehicle or taxi journeys being replaced increased over time.</p><p> </p><p>Active travel is at the heart of the Government’s agenda, and it is investing more in it than any previous Government. The Department wants cycling and walking to be the natural first choice for shorter journeys, helping to improve air quality and health while reducing congestion on our roads. The Department has set an ambitious vision that by 2030, half of all journeys in towns and cities are cycled or walked.</p><p> </p><p>The Department estimates that 2% (1,091,823 people) of adults, equivalent to one million people aged 16+, owned an e-scooter in England as of June 2022<sup>1</sup> . This figure is from the Transport and Technology Tracker (June 2022; base = 3162). 	answer	answer is ministerial correction date of answer 20/06/2023 answer text <p>Transport schemes, including active travel schemes, and strategic and local authority road schemes are appraised following guidance set out in DfT’s Transport Analysis Guidance (TAG). Appraisals provide a comprehensive and systematic assessment of the impacts of a scheme. The economic dimension considers both impacts which can be monetised (and included in a Benefit Cost Ratio) and impacts which cannot be robustly valued but which are still assessed and reflected in the value for money assessment. Our appraisals capture impacts of transport investment across the economy, society and environment.</p><p> </p><p> </p><p> </p><p> </p><p>Schemes are assessed by the department following the 5 case business case model. Value for money is one of several factors the department considers.</p><p> </p><p>A post-opening project evaluation assesses whether the benefits set out in a scheme’s business case are on track to be realised through systematically evaluating metrics in relation to impacts including traffic flows, journey times, journey time reliability, safety and the environment. Evaluation reports are published on the Government website.</p><p> </p><p>The Second Road Investment Strategy (RIS2) sets out the government’s plans for developing and improving the Strategic Road Network between 2020/21 and 2024/25. The RIS2 Analysis overview published in March 2020, found that at this point of appraisal for the Investment Plan, RIS2 overall is High Value for Money (VfM) – meaning that more than £2 of benefits are generated for each £1 spent.</p><p> </p><p>Local major roads schemes within the Major Roads Network programme have been estimated to have an average Benefit Cost Ratio of around 4, indicating that the programme will deliver Very High value for money. Schemes in the programme have a typical BCR range of between 1.5 and 5, with a small number of schemes having a BCR outside of this range.</p><p> </p><p>Active travel investment typically has at least high value for money.
