star this property answer text <p>​We are aware of the concerns expressed by hunger-strikers around the isolation of Abdullah Öcalan. Similar concerns were also considered by the Council of Europe's Committee for the Prevention of Torture (CPT) in their report, published in March 2018, of their April 2016 visit to the prison in which Mr Öcalan is held. We encourage Turkey to adopt the CPT's recommendations. With regard to the decades of conflict in Turkey, we have consistently urged an end to PKK violence and for both sides to return to a peace process. PKK violence has cost the lives of some thousand members of the Turkish security forces and scores of civilians since July 2015.</p><p> </p> more like this

star this property answer text <p>The Department is currently examining the cases of seven former Locally Employed Staff (LES) to establish their eligibility under the Ex-Gratia Scheme, all of which are expected to be resolved by the end of April.</p><p>If the former LES member is found to be eligible then the relocation process can begin immediately. As no decision has been reached, no family details have been obtained and I am therefore unable to give numbers of family members.</p><p>There are five former LES and twenty-eight family members waiting to relocate to the UK. Three are scheduled to be relocated within the next three months and two have requested that their relocation be temporarily suspended for personal reasons.</p> more like this

star this property answer text <p>Under the original terms of the Ex-Gratia Scheme, Former Locally Employed Staff (LES) who were deemed eligible for relocation to the UK were required to bring their family members with them at the same time as they themselves were relocated. For a variety of reasons, not all of them did so. 138 former LES were relocated to the UK on their own, but it is not known how many of them may have left behind family members who were eligible for relocation related to the Ex-Gratia Scheme. To join them subsequently, those family members still in Afghanistan were required to meet applicable Home Office immigration rules independently of the Ex-Gratia Scheme.</p><p>The Home Office amended the immigration rules related to the Ex-Gratia Scheme earlier this year and those changes came into effect on 6 April 2019. As of 12 April 2019, the Department has received a single application, though it is estimated that the family members of 30 former LES will be eligible. Applications will be processed as quickly as possible. Ministry of Defence officials expect the majority of family members to arrive within six months of their application.</p>

star this property answer text <p>Sudan is a source, destination and transit point for migrants. While migrants have been accommodated by the Government of Sudan, their policy of encampment limits durable solutions. Integration is very challenging and most African migrants do not have the right to legally work in Sudan; third country resettlement is not viable as the UNHCR programme is currently suspended. Return is not possible for Eritreans due to human rights concerns. Protection is weak and many migrants are exploited.</p><p> </p><p>In Libya, we remain deeply concerned over the appalling conditions for migrants in detention centres, particularly given the current escalation in violence. We urge all sides to ensure the safety of civilians, including vulnerable refugees/migrants; and continue to pressure the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights. These efforts are part of our wider approach to protecting those who are travelling on the dangerous migration route into Libya.</p><p> </p><p>There is insufficient data on border crossings between Sudan and Libya to be able to assess whether there has been any recent change in the direction of migration between those countries. Instability in both Libya and Sudan is likely to cause further displacement.</p>

star this property answer text <p>Exposure to air pollution has various health effects on children. Short term effects of air pollution include worsening of asthma symptoms, cough, wheezing and shortness of breath. Long-term exposure can cause cardiovascular and respiratory diseases and cancer, leading to reduced life expectancy. Children are more susceptible to the effects of air pollution than adults.</p><p>The effects of air pollution on children’s health are being studied in a number of research projects. For example, the Committee on the Medical Effects of Air Pollutants has started reviewing the evidence on adverse birth outcomes from air pollution. In addition, the Exploration of Health and Lungs in the Environment (EXHALE) programme, funded by the National Institute for Health Research, focuses on air pollution and children’s lung health in London.</p> more like this

star this property answer text <p>All of the measures set out in the Clean Air Strategy will reduce emissions of pollution, improving public health for children.</p><p> </p><p>In the short term, the Government has a plan to improve air quality and reduce harmful emissions with funding of £3.5 billion, which includes £495 million for local councils to improve air quality. Part of this funding is specifically for local authorities with very high NO2 emissions to bid for.</p><p> </p><p>Local authorities are best placed to target action to improve local air quality. The Government’s air quality grant programme provides funding to local authorities for projects in local communities to tackle air pollution and reduce emissions, which may include action targeting schools. Defra has awarded over £57 million in funding since the air quality grant started in 1997. A further £3 million has been allocated for 2018/19.</p><p> </p><p>In the long term, some of the measures the Government are taking include ending the sale of new diesel and petrol cars and vans by 2040. The Road to Zero strategy sets out new measures to help us achieve our 2040 mission. The Department for Transport has also announced that diesel-fuelled trains will no longer be used by 2040.</p><p> </p><p>Other measures are included in the Clean Air Strategy.</p><p> </p><p> </p><p> </p><p> </p>
