	answer	answer answer text <p>Omitting scheduled station stops (‘skip-stopping’) is used in exceptional circumstances where there is disruption to restore the service to schedule for the peaks as quickly as possible.</p><p> </p><p>We expect the operator to make the correct operational decisions which balance the needs of passengers who are inconvenienced by taking stops out of service against the wider advantage to passengers of getting services back on schedule as soon as possible. Operators are expected to communicate this to passengers in good time where possible, and to provide affected passengers with advice on the alternative options to complete their journey.</p><p> </p><p>Officials meet regularly with GTR to discuss performance and the operator has confirmed that it tries to protect stations like Arlesey where there are no alternative modes of transport. Where trains do miss these stations GTR has a procedure to try and ensure that the next fast service does call there.</p><p> </p>

	answer	answer answer text <p>At this crucial stage of the Crossrail project, it is essential that Government remains focused on the full delivery of the current agreed scheme as its priority.</p><p> </p><p>Government is supporting local partners to develop a business case for enhancing transport services between Abbey Wood and Ebbsfleet and the Ministry of Housing, Communities and Local Government (MHCLG) has recently announced that they are providing £4.85 million to develop low-cost proposals, subject to suitable housing ambition.</p><p> </p><p>MHCLG have been clear that any transport enhancements would require a strong final business case with a detailed evidence base that demonstrates that the scheme would be technically feasible, offer value for money (including the identification of funding) and deliver ambitious new housing in the area.</p><p><strong> </strong></p><p> </p>

	answer	answer answer text <p>On 25 April 2019, Crossrail Ltd (CRL), a wholly-owned subsidiary of Transport for London, announced that it had agreed a plan to complete the outstanding works and bring the Elizabeth line into passenger service at the earliest possible date.</p><p> </p><p>Given the risks and uncertainties remaining on the project, CRL has identified a six-month delivery window for opening of the central section with a midpoint at the end of 2020.</p><p> </p><p>The revised schedule will continue to be tested by CRL and the CRL Board through a thorough assurance process including close scrutiny from the Project Representative. The schedule will also be subject to challenge from both the Department and TfL as joint Sponsors.</p><p> </p><p> </p><p> </p>

	answer	answer answer text <p>The Secretary of State recognises the importance of the East Coast Main Line for communities and businesses and holds regular discussions with the Scottish Government. The Department is investing £780m in Control Period 6 to upgrade the East Coast Main Line. In conjunction with the introduction of new trains for London North Eastern Railway (LNER), additional LNER services to Edinburgh from Autumn 2019, and Transpennine Express plans to extend its Liverpool to Newcastle service to Edinburgh from December 2019, together this will improve journey times, reliability and capacity between England and Scotland. Network Rail’s Strategic Business Plan for 2019 to 2024 for the London North Eastern and East Midlands Route explains how this investment from the Statement of Funds Available will be used to improve the resilience of the East Coast Main Line.</p><p> </p>

The East Coast Main Line Enhancement Programme will maximise the capacity available from the two tracks that continue to run north of Northallerton. Building on that starting point, the Northern Powerhouse Rail Strategic Outline Business Case presents proposals to increase track capacity to Newcastle. The Department is working with Transport for the North to refine these proposals and identify a single preferred concept.</p><p> </p>
