	answer	answer answer text <p>Access to Work continues to undertake targeted marketing and awareness raising activities. For example, the scheme is promoted to benefit claimants through Jobcentre Plus and to a range of business leaders through the Disability Confident scheme. We have also worked with a variety of stakeholder organisations to market Access to Work to their clients, including sharing information about how individuals can apply for support.</p><p> </p><p>We are currently testing a number of communication activities to raise awareness of Access to Work among Jobcentre Plus staff in Greater Manchester, in order to equip work coaches with the knowledge to have conversations with customers who may require in work support. We will evaluate the most successful methods before a national roll-out.</p><p> </p><p>Access to Work is also reviewing the content and formats of its existing information channels, including considering how to achieve more effective use of alternative formats such as British Sign Language videos.</p>

	answer	answer answer text <p>There are already compensation schemes for asbestos-related health problems caused by an individual’s work place environment.</p><p> </p><ul><li>The Pneumoconiosis etc. (Workers’ Compensation) Act 1979 (1979 Act Scheme) provides lump sum compensation payments to people who contract, through work, one of five dust-related diseases but who cannot claim civil damages from their employer through the courts. The dust-related diseases that are covered, of which most are directly related to asbestos exposure, are: diffuse mesothelioma; pneumoconiosis (including asbestosis, silicosis and kaolinosis); byssinosis; diffuse pleural thickening and lung cancer if accompanied by asbestosis or diffuse pleural thickening.</li></ul><p> </p><p>Whilst the Scheme ensures that sufferers receive compensation whilst they, themselves, can still benefit from it, the Scheme is also open to dependants where a sufferer has not been able to make a claim before they die. Dependants are paid a lower amount than that for someone who actually has the disease.</p><p> </p><p>There are no plans to extend eligibility to this Scheme.</p><p> </p><ul><li>The Mesothelioma Act 2014 established the Diffuse Mesothelioma Payment Scheme (DMPS). The DMPS makes lump sum payments to people who contract diffuse mesothelioma from negligent exposure to asbestos in the workplace, but are unable to pursue a civil claim because their former employer no longer exists and their former employer’s insurer cannot be traced. The DMPS is funded by a levy paid by insurers who are active in the Employer’s Liability insurance market.</li></ul><p><br>This Scheme makes payments to eligible sufferers of diffuse mesothelioma only. Diffuse mesothelioma is always fatal and always caused by asbestos, therefore, a simple and straightforward payment scheme can be put in place. Other asbestos-related diseases have more uncertainties regarding cause, severity and aggravation by other factors and this complexity is not compatible with a straightforward tariff-based scheme such as the DMPS.</p><p>There are no plans to extend eligibility to the DMPS.</p>

	answer	answer answer text <p>The Health and Safety Executive (HSE) leads on national occupational health and safety policy for the entertainments and leisure sector, whilst Local Authorities are responsible for enforcing the law at individual events, such as festivals, in their geographical area.</p><p> </p><p>Festival organisers have responsibilities under Section 2 and 3 of the Health and Safety at Work etc Act 1974 (HSWA) to ensure, so far as is reasonably practicable, the health, safety and welfare of their employees and others, including members of the public, affected by their undertaking. These responsibilities extend to ensuring that equipment, such as gas cookers and BBQs, are maintained and operated in a safe condition.</p><p> </p><p>Disposable BBQs are popular with those attending festivals, and there have been examples where fatalities, arising from exposure to carbon monoxide, have occurred due to BBQs being taken into tents as a source of heat. Festival organisers are expected to take reasonably practicable measures to raise awareness of the potential dangers. Reasonable arrangements should also be in place to monitor the use of disposable BBQs and the behaviour of attendees at the event so that action can be taken to prevent these items being used in enclosed areas.</p><p> </p><p>HSE has published web-based event safety guidance to help event organisers comply with their legal duties (<a href="http://www.hse.gov.uk/event-safety/index.htm" target="_blank">http://www.hse.gov.uk/event-safety/index.htm</a>). The Events Industry Forum also produces a guide, known as the Purple Guide, for the live event industry including festival organisers.</p>

	answer	answer answer text <p>Under the Compliance and Arrears strategy we are writing to clients with CSA debt above certain thresholds to ask if they want us to try to collect their arrears. These thresholds provide a reasonable cut off point to ensure that we do not pursue cases at disproportionate cost to the taxpayer. They are: over £500 and the case is less than 10 years old, and over £1,000 and the case 10 years old or over.</p><p> </p><p>If correspondence is returned as the client is not known at the address held, the Service will attempt to trace a current address in order to reissue the letter.</p><p> </p><p>If a client confirms they want the Service to attempt collection, the case is checked to ensure the debt balance is accurate before arrears are transferred from the CSA IT system to the CMS one.</p>

This change can be retrospective, as the effective date of this decision is treated as the date the child ceased to qualify for child maintenance.</p>

	answer	answer answer text <p>In the “Child Maintenance: A New Compliance and Arrears Strategy” document which was published in December 2017, estimates were made regarding the number of parents who would be affected. There were estimated to be approximately 360,000 cases where parents would not be offered the opportunity to make representation (below £500 and less than 10 years old or below £1000 and over 10 years old) and approximately 475,000 cases where they would (over £500 and less than 10 years old or over £1000 and over 10 years old). We received a total of 99 responses, 11 from organisations and 88 from private individuals (of which 21 identified themselves as paying parents, and 24 as receiving parents). Respondents were asked 15 question, four of which discussed the proposal to write off historical arrears.</p><p>Accurately assessing the number of responses opposed specifically to the proposal to write off historical arrears is not straightforward. Not all respondents chose to answer the specific questions, and a large number of responses were about individual case circumstances, and didn’t raise issues within the scope of the consultation. 	answer	answer answer text <p>The Christmas Bonus is a one-off tax-free £10 payment paid to claimants who receive certain qualifying benefits including Personal Independence Payment (PIP) and Disability Living Allowance (DLA). To qualify, the claimant must be in receipt of the qualifying benefit in the qualifying week which is normally the first full week of December. If a DLA or PIP claimant receives another qualifying benefit their bonus may be attached to that benefit rather than to their PIP or DLA award.</p><p> </p><p>The Department publishes a range of detailed statistics for PIP and DLA on Stat-Xplore: <a href="https://stat-xplore.dwp.gov.uk/" target="_blank">https://stat-xplore.dwp.gov.uk/</a>. These statistics include monthly caseloads (claims in payment) to August 2018 for DLA and to October 2018 for PIP. 	answer	answer answer text <p>The Christmas Bonus was first paid in 1972 as a result of The Pensioners and Family Income Supplement Payments Act 1972 and was introduced as a means of providing additional financial support to customers in receipt of a pension or qualifying benefit.</p><p><strong> </strong></p><p>Both Pensioners and working age customers in receipt of certain benefits receive the tax-free £10 Christmas Bonus and payments are usually automatically generated based on receipt of a qualifying benefit.</p><p> </p><p>For the 2017/2018 qualifying period (latest data available) 15,922000.00 (fifteen million, nine hundred and twenty two thousand) DWP customers received the Christmas Bonus.</p><p> </p><p>DWP does not retain information relating to the number of customers who contacted the Department to report non-payment of the Christmas Bonus as it does not have a business requirement to do so. Therefore, this information is only available at disproportionate cost to The Department for Work &amp; Pensions.</p>

Benefit provision is in addition to the wide range of additional support people with health conditions and disabilities may receive including from Local Authorities or the National Health Service.</p><p> </p><p>Since 2010, spending on benefits to support disabled people and people with health conditions has increased by £8.4 billion (18%) in real terms. This year it will be over £54 billion, and next year it will rise to over £55 billion – over 2.5 per cent of GDP and 6 per cent of Government spending. And since 2010 spending on extra-costs disability benefits, which have been increased by inflation and have been protected from the benefits freeze, has increased by £5 billion (25%) in real terms.</p><p> </p><p>As the Secretary of State recently announced, we also plan to commission independent research to understand the needs of disabled people and how health and disability benefits can better support them.</p>

	answer	answer answer text <p>Personal Independence Payment (PIP) is a more modern, dynamic and fairer benefit than its predecessor, Disability Living Allowance (DLA), designed to focus support on those experiencing the greatest barriers to living independently. DLA had not been fundamentally reformed since it was introduced over 25 years ago and it lacked some of the basic checks and reviews that are integral to most other State-funded support.</p><p> </p><p>Built on rules developed for disability benefits created in the 1970s, DLA was also a product of its time, focusing primarily on physical disabilities, whereas we now have a better understanding of the needs of individuals with mental health conditions, learning difficulties, and sensory impairments like blindness. Understanding of conditions like autism has also changed measurably. That is why we introduced PIP. Reform of DLA had long been overdue and the benefit had to be changed to better support disabled people to lead independent lives as they want to today. PIP provides an opportunity to better target support for disabled people and to enable them to lead full, active and independent lives.</p><p> </p><p>At the core of the benefit’s design is the principle that awards of the benefit should be made according to a claimant’s overall level of need; entitlement being assessed on the basis of the needs arising from a health condition or disability. It is intended to act as a contribution <br>towards the extra costs that arise as a result of a long-term health condition or disability. We take all feedback regarding the benefit and assessment process seriously; and we remain committed to continuous improvements and working closely with claimants and <br>representative organisations.</p>

Local Authorities and the National Health Service provide a wide range of additional services.</p><p> </p><p>Since 2010, spending on extra-costs disability benefits has increased by £5billion in real terms. These benefits have been increased with inflation and were protected from the benefit freeze.</p><p> </p><p>In addition, we are working closely with private industry to better recognise the needs of disabled people and ensure they are fully included in society. Initiatives led by the Department, such as Sector Champions, and those led by the private sector and supported by the Department, such as Purple Tuesday, aim to work with businesses to recognise the benefits of ensuring they are accessible and inclusive for disabled people.</p><p> </p><p>As I have recently announced, we plan to commission independent research to better understand the needs of disabled people and how health and disability benefits can better support them.</p>

The Department has not conducted or commissioned research on life experiences for people with Down’s Syndrome in the 21<sup>st</sup> Century.</p><p> </p><p>Equal rights for disabled people, including people with Down’s Syndrome, are provided for under the reasonable adjustments provisions in the Equality Act and the Public Sector Equality duty. Each Government Department and public authority is under a duty to make adequate provision for disabled people including people with Down’s Syndrome.</p><p> </p><p>Disability in the UK is mainstreamed. This means that every department is ultimately responsible for considering disability in the development and implementation of its policies and services.</p>

The Department commissioned an independent accessibility audit of our Universal Credit online service in September 2018 and will receive the final report and accessibility statement this Summer. We continue to provide training and process improvements so that we can maintain an excellent level of accessibility.</p><p> </p><p>Where claimants may struggle to access the Universal Credit online system, face-to-face support in Jobcentres is available to assist them in making and accessing their claim and claimants can also make a claim via the Freephone Universal Credit helpline.</p>
