unstar this property answer text <p>The ‘Change of Control’ provisions in the Franchise Agreement give the Secretary of State unlimited right to reject any sale of a franchise such as those owned by Abellio and Arriva. In deciding whether to approve such a sale, the Secretary of State would consider the arrangements in place for securing the same or improved parent company guarantees and performance bond arrangements as currently exist. This consideration would include the financial standing of the new owning group and other elements of their capacity to honour existing commitments.</p> more like this

unstar this property answer text <p>Omitting scheduled station stops (‘skip-stopping’) is used in exceptional circumstances where there is disruption to restore the service to schedule for the peaks as quickly as possible.</p><p> </p><p>We expect the operator to make the correct operational decisions which balance the needs of passengers who are inconvenienced by taking stops out of service against the wider advantage to passengers of getting services back on schedule as soon as possible. Operators are expected to communicate this to passengers in good time where possible, and to provide affected passengers with advice on the alternative options to complete their journey.</p><p> </p><p>Officials meet regularly with GTR to discuss performance and the operator has confirmed that it tries to protect stations like Arlesey where there are no alternative modes of transport. Where trains do miss these stations GTR has a procedure to try and ensure that the next fast service does call there.</p><p> </p> more like this

The changes being introduced under the expanded Blue Badge eligibility criteria for non-physical disabilities will come into force on 30th August 2019. <br> <br> The Department for Transport is currently finalising the guidance necessary for local authorities to assess the new types of applications, which it plans to publish shortly.</p><p> </p> more like this

unstar this property answer text <p>The UK Government is represented on both the Channel Tunnel Intergovernmental Commission (IGC) and the Channel Tunnel Safety Authority (CTSA). These groups meet several times each year and continue to work with Eleclink and Eurotunnel to progress consideration of this issue, following the suspension of consent for the project on safety grounds in October 2017.</p><p> </p><p>In the light of the UK Government’s active role in relation to both the IGC and CTSA, the Government has not made separate representations to the IGC on the ElecLink project.</p><p> </p> more like this
