unstar this property answer text <p>The 2015 Spending Review confirmed a funding envelope for the whole of HS2 of £55.7bn in 2015 prices.</p><p> </p><p>HS2 Ltd has been set Delivery-In-Service targets by Government under its Development Agreement, which are to deliver initial Phase One services from 2026 and the whole HS2 network by 2033.</p><p> </p><p>HS2 Ltd is currently working with their contracted suppliers to update and agree the latest cost and schedule positions for Phase One. In a deal scenario, flights will continue as now during the time-limited Implementation Period. unstar this property answer text <p>The Post Office began issuing all three formats of International Driving Permits (IDPs) in 2,500 branches on 1 February 2019, with 90 percent of the UK population living within ten miles of an issuing branch.</p><p> </p><p>Centrally, the Post Office currently holds around 1.3million IDPs. The Post Office is working to increase the number of IDP issuing branches to 3,000, focusing on areas which have seen high levels of sales. unstar this property answer text <p>Highways England is able to consider reasons for non-compliance when customers opt to challenge their Penalty Charge Notices (PCNs) through the relevant representations process. Highways England considers the reasons presented on a case by case basis. If the representation is rejected, the customer may appeal that decision through the Traffic Penalty Tribunal.</p><p>The current compliance rate is 95 per cent, demonstrating that the vast majority of customers are using the scheme successfully. Highways England undertakes a variety of measures to enable and encourage compliance, providing a range of payment options, including pre-pay accounts; allowing for payment up to midnight the day after a crossing is made; and allowing an additional 14 days for payment for first time offences. In addition, it also has a comprehensive signage strategy which includes the use of advance directional signs, variable message signs and safety signs. This is reinforced by public communications campaigns to inform drivers, both in the UK and overseas, about the payment arrangements and the road layout.</p>

This took into account various factors including the impact of the construction programme in full, lane availability and also the effect of limiting traffic speed to 50mph. This assessment gave an estimated value of £123m for user delay costs during construction. The economic appraisal also forecasts that the scheme could deliver £2 of benefits for every £1 of cost.</p> more like this

This made clear its commitment to the hierarchy of road users.</p><p>Included within CWIS SR action plan is a commitment to review the guidance in The Highway Code to improve safety for cyclists and pedestrians. We are currently agreeing the scope and delivery of this review, and would expect the hierarchy of road users to fall within scope. The review will be conducted in consultation with the Department's stakeholders, according to its usual practice.</p> more like this

Reflecting this, and in the light of outstanding safety issues, consent for the electricity link project was suspended for safety reasons in October 2017, preventing construction work from continuing to the next stage.</p><p> </p><p>Government is represented by UK officials on both the Channel Tunnel Intergovernmental Commission (IGC) and the Channel Tunnel Safety Authority (CTSA). Both of these groups have been involved with the ElecLink project since it was first presented to the CTSA by Eurotunnel in 2011.</p><p> </p><p>A working group, comprised of members from the UK and French delegations to the CTSA, Eurotunnel and the cable project team, was established and meets frequently to ensure that safety issues associated with the cable installation and its interaction with the Eurotunnel railway operations are addressed. That group has both formally and informally assessed submissions from Eurotunnel, as well as completing site inspections, observing at safety tests and attending and convening specialist working groups.</p><p> </p><p>The CTSA working group is currently in the process of assessing Eurotunnel’s latest safety submission, which requests consent for the project to proceed to the next stage of construction. The IGC has asked Eurotunnel to produce a safety case relating to all relevant factors, including an independently assessed Safety Assessment Report, for submission to the CTSA working group.</p><p>No operational precedents for this project have been identified.</p>

unstar this property answer text <p>Handsacre Junction is designed for HS2 trains to run from the HS2 network and onto the West Coast Mainline.</p><p> </p><p>• The HS2 Phase One Business Case (published in October 2013) assumed that 7 trains per hour in both directions will operate over Handsacre Junction to destinations north of Birmingham.</p><p>• The HS2 Phase 2a Business Case (published in July 2017) assumed that 1 train per hour in both directions will operate over Handsacre Junction</p><p> </p><p>The Select Committee is considering modifications to the proposed layout of Handsacre junction following the deposit of Additional Provision 2 to the Phase 2a hybrid Bill on 8 February 2019.</p><p> </p><p>Final decisions about the Train Service Specification that will operate on the HS2 network, and relevant parts of the existing rail network, will be made once the Department has received advice following the outcome of the West Coast Partnership competition. Regarding when Phase 1 and Phase 2 will be operational, HS2 Ltd has been set a Delivery In Service Target by Government and it is working with its suppliers to confirm the latest assessment of schedule.</p>

unstar this property answer text <p>HS2 has the potential to be a transformative infrastructure project that will help to rebalance our economy. The report misrepresents evidence that by no means suggests that HS2 would exacerbate a North-South divide. The project has cross-party Parliamentary support and significant support from political leaders in the North and Midlands, in particular, who can see the benefits this project can have in terms of job creation, providing new apprenticeships and opportunities for large and small businesses, unlocking commercial space and regeneration and facilitating new housing.</p><p> </p><p>The project is already leading to significant investment in Birmingham and we expect it to deliver similar growth in towns and cities across the North. HS2 not only represents an investment in the economies of the North and Midlands, it will also add additional capacity where our rail network needs it most and the trains will call at 25 stations across the UK, as far as Edinburgh and Glasgow, which will improve people’s connections between towns and cities the breath of the UK.</p><p> </p><p>To present the investment in our rail network as an either / or between modernising the existing network and investing in new infrastructure is both misleading and inaccurate. In Control Period 6 the government is planning to invest £48bn on our rail network, this is in addition to HS2 and the emerging plans Transport for the North has developed for Northern Powerhouse Rail. While upgrading existing lines is essential, doing that alone would not provide the long-term capacity that is so vitally needed – HS2 will deliver capacity roughly equivalent to two new dual three-lane motorways - would lead to more disruption for passengers on the existing networks, and more importantly it would not offer the range of economic benefits that City Regions and LEPs have set out in their HS2 Growth Strategies.</p>

unstar this property answer text <p>The Government has provided guidance to motorists travelling in the EU after 29 March through various channels.</p><p> </p><p>The technical notice ‘Vehicle Insurance if there’s no Brexit Deal’ was published in September 2018. It outlines that, in the event of ‘no deal’ and the European Commission not taking a decision to allow the UK to remain in the Green Card-free area, drivers of UK registered vehicles will need to carry a motor insurance Green Card when driving in the EU and EEA. The guidance also encourages UK registered drivers towing a trailer to contact their insurer to obtain two Green Cards, one for their trailer and one for their towing vehicle.</p><p> </p><p>Guidance has also been published on trailer registration. UK motorists must register commercial trailers weighing over 750kg and non-commercial trailers weighing over 3,500kg before they can travel to or through most EU and EEA countries. UK motorists can also voluntarily register non-commercial trailers that weigh over 750kg. The Government issued new communications in February 2019, which echoed the guidance in the technical notice. The campaign is live with radio, digital ads and social media directing citizens to gov.uk.</p><p> </p><p>We continue to work constructively with the Motor Insurers’ Bureau, the Association of British Insurers and the rest of the insurance industry to ensure motorists are aware of these messages and are prepared for a ‘no deal’ scenario.</p><p> </p><p>On motor insurance, our intention is to remain part of the Green Card-free circulation area as the UK will continue to meet all of the requirements when we leave the EU. This would allow UK drivers to continue to be able to drive in EU Member States without the need for a Green Card. We continue to urge the Commission to issue a decision on the UK’s membership in the Green Card-free circulation zone.</p>

unstar this property answer text <p>If Manston Airport is used as a goods vehicle holding facility under Operation Brock in the event of disruption to cross channel services, hauliers will have access to toilet, washing and catering facilities on site and they will also be provided with water.</p><p> </p><p>Any decision as to whether welfare for hauliers is required on the M20 will be taken on the day on the basis of the latest intelligence. Welfare is the responsibility of Kent County Council.</p><p> </p><p>Welfare provision for private motorists will be triggered if Operation Brock is activated once traffic has been queuing for at least 4 hours and the welfare of individuals is assessed to be at risk. Plans have been designed to highlight to the travelling public the locations where welfare provision can be sought away from the Highway such as large supermarkets or fuel stations close to major junctions. If necessary, this may include the supply of water, sanitation and blankets.</p> more like this

Supplier performance is measured on a monthly cycle through the Collaborative Performance Framework process. This scores suppliers on a scale of 0 – 10; the metrics are updated annually.</p><p> </p><p>The contractual arrangements for firms working on the strategic road network provide for both financial reward and penalty depending on performance against the agreed cost of work undertaken. There is also a process of redress for poor quality, including non-compliance with contract, standards or statutory obligation. unstar this property answer text <p>Under the Renewable Transport Fuel Obligation (RTFO) biofuels reported as being made from waste have risen from 12 per cent of total biofuel supply in the first year of the obligation 2008/09, to 66 per cent in 2017/18. In 2017/18 the most widely reported source for biodiesel, by feedstock and country of origin, remained used cooking oil from the UK. (Biofuels Statistics obligation year 10 2017/18 - Report 6).</p><p> </p><p>Last year the Government introduced changes to the RTFO which will almost double the use of renewable fuels from 2018 to 2020. Bio-diesel made from used cooking oil remains eligible for double rewards under the scheme, and will benefit from the increased market for renewable fuels.</p><p> </p><p> </p> more like this

unstar this property answer text <p>The Government has had a number of discussions with companies running petrol service stations about the provision of electric vehicle charge points.</p><p> </p><p>The Automated and Electric Vehicles Act gives the Government new powers to improve the provision of electric vehicle infrastructure. These proposals include powers to require provision at large fuel retailers. We have said we will monitor the market and only use these powers if the market fails to deliver the infrastructure required. The Traffic Signs Regulations and General Directions 2016 do not prescribe signs for petrol filling stations. An electric vehicle charging point symbol is available for use on traffic signs indicating service areas.</p> more like this

unstar this property answer text <p>The Government has prohibited the use of CCTV and ANPR for local authority on-street parking enforcement since 2015 under the Deregulation Act 2015 and the Civil Enforcement of Parking Contraventions (England) General (Amendment No. 2) Regulations 2015. For reasons of child safety and congestion management, parking restrictions near schools, on red routes, in bus lanes, and at bus stand clearways are exempt from this ban. As part of its work to improve the safety of cycling, the Government intends to introduce another exemption that will enable the use of approved camera devices for enforcing parking restrictions in mandatory cycle lanes.</p><p> </p> more like this
