For example, the scheme is promoted to benefit claimants through Jobcentre Plus and to a range of business leaders through the Disability Confident scheme. We have also worked with a variety of stakeholder organisations to market Access to Work to their clients, including sharing information about how individuals can apply for support.</p><p> </p><p>We are currently testing a number of communication activities to raise awareness of Access to Work among Jobcentre Plus staff in Greater Manchester, in order to equip work coaches with the knowledge to have conversations with customers who may require in work support. 	answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>There are already compensation schemes for asbestos-related health problems caused by an individual’s work place environment.</p><p> </p><ul><li>The Pneumoconiosis etc. (Workers’ Compensation) Act 1979 (1979 Act Scheme) provides lump sum compensation payments to people who contract, through work, one of five dust-related diseases but who cannot claim civil damages from their employer through the courts. The dust-related diseases that are covered, of which most are directly related to asbestos exposure, are: diffuse mesothelioma; pneumoconiosis (including asbestosis, silicosis and kaolinosis); byssinosis; diffuse pleural thickening and lung cancer if accompanied by asbestosis or diffuse pleural thickening.</li></ul><p> </p><p>Whilst the Scheme ensures that sufferers receive compensation whilst they, themselves, can still benefit from it, the Scheme is also open to dependants where a sufferer has not been able to make a claim before they die. Dependants are paid a lower amount than that for someone who actually has the disease.</p><p> </p><p>There are no plans to extend eligibility to this Scheme.</p><p> </p><ul><li>The Mesothelioma Act 2014 established the Diffuse Mesothelioma Payment Scheme (DMPS). The DMPS makes lump sum payments to people who contract diffuse mesothelioma from negligent exposure to asbestos in the workplace, but are unable to pursue a civil claim because their former employer no longer exists and their former employer’s insurer cannot be traced. The DMPS is funded by a levy paid by insurers who are active in the Employer’s Liability insurance market.</li></ul><p><br>This Scheme makes payments to eligible sufferers of diffuse mesothelioma only. Diffuse mesothelioma is always fatal and always caused by asbestos, therefore, a simple and straightforward payment scheme can be put in place. 	answer	answer is ministerial correction date of answer 20/03/2019 answer text <p>The Health and Safety Executive (HSE) leads on national occupational health and safety policy for the entertainments and leisure sector, whilst Local Authorities are responsible for enforcing the law at individual events, such as festivals, in their geographical area.</p><p> </p><p>Festival organisers have responsibilities under Section 2 and 3 of the Health and Safety at Work etc Act 1974 (HSWA) to ensure, so far as is reasonably practicable, the health, safety and welfare of their employees and others, including members of the public, affected by their undertaking. These responsibilities extend to ensuring that equipment, such as gas cookers and BBQs, are maintained and operated in a safe condition.</p><p> </p><p>Disposable BBQs are popular with those attending festivals, and there have been examples where fatalities, arising from exposure to carbon monoxide, have occurred due to BBQs being taken into tents as a source of heat. Festival organisers are expected to take reasonably practicable measures to raise awareness of the potential dangers. Reasonable arrangements should also be in place to monitor the use of disposable BBQs and the behaviour of attendees at the event so that action can be taken to prevent these items being used in enclosed areas.</p><p> </p><p>HSE has published web-based event safety guidance to help event organisers comply with their legal duties (<a href="http://www.hse.gov.uk/event-safety/index.htm" target="_blank">http://www.hse.gov.uk/event-safety/index.htm</a>). However, I can confirm that there are no plans in place at present to increase staffing in that area.</p><p> </p><p>Prior to 2017 this was counted as total resource required, however from 2017 this was recorded as headcount i.e. people.
