	answer	answer is ministerial correction date of answer 18/03/2019 answer text <p>Under the terms of the Franchise Agreement there is a performance regime which deals with poor performance in the areas of cancellations, delays and reduced capacity. Under the Delay Repay scheme, Northern passengers are entitled to compensation if a delay to their train journey means they are delayed in reaching their destination by 15mins or more. Delay Repay for those journeys delayed 15mins or more was announced by the Secretary of State later last year and introduced by Northern on 16 December 2018. As part of this, the Secretary of State has tasked Richard George, an independent industry expert, to assist with railway industry performance improvement in the region covered by TfN. The route out of the Port of Southampton is benefiting from a programme of investment to enable longer freight trains to operate between there and the North / Midlands.</p><p>There is funding available in Control Period 6 (2019-2024) for continued improvements to the rail network. 	answer	answer is ministerial correction date of answer 21/03/2019 answer text <p>West Midlands Trains will be introducing a through-service from Nuneaton to Leamington via Coventry and Kenilworth, from May of this year. These will be operated by the class 172 units that are newer and provide more capacity than the existing class 153 that operates on that route.</p><p> </p><p>As part of the upgrades to the Nuneaton to Leamington Spa route (known as the “NUCKLE” project), two new stations at Bermuda Park and Ricoh Arena have already been built and are open. The next phase, being taken forward by Coventry City Council, will see a bay platform at Coventry Station constructed as part of the wider station masterplan. This will allow two trains per hour to run between Coventry and Nuneaton. DfT is contributing £5m towards the cost of the bay platform, with the balance from local sources.</p><p> </p><p>As part of the Midlands Rail Hub business case, Midlands Connect are working with the Department and local partners to update the business case for enhancing capacity between Leamington and Coventry through the partial re-doubling of the line. 	answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>Several existing franchises have commitments to develop part time seasons as part of their franchise, and the revenue implications for this would have been considered as part of the net premia or subsidy bid for the franchise overall.</p><p> </p><p>In addition, the Secretary of State requires bidders for rail franchises to propose initiatives that give customers who travel less than 5 days a week a better value-for-money option. These proposals are then contracted into the respective Franchise Agreements to offer a product or products in addition to existing season tickets.
