This includes the skills, knowledge and behaviours that boards need to demonstrate to be effective. Both handbooks are currently being updated and once completed, copies will be <ins class="ministerial">placed</ins> <del class="ministerial">available</del> in the Libraries of both Houses. star this property answer text <p>Maintained nursery schools (MNS) make a valuable contribution to improving the lives of some of our most disadvantaged children. They experience costs that other providers do not and we are providing local authorities with approximately £60 million a year in supplementary funding to enable them to protect the funding of MNS.</p><p>I announced on 28 February that the government would extend the supplementary funding paid to local authorities by approximately £24 million to enable them to fully fund MNS for the whole of the 2019/20 academic year. This provides local authorities with the reassurance to allocate places for this September with confidence. The announcement was made with the agreement of HM Treasury. Next steps after the 2019/20 academic year will be determined by the next Spending Review.</p><p> </p> more like this

star this property answer text <p>According to data from Ofcom[1], there are at least 200 schools in areas that cannot receive connection speeds of over 10Mbps, and 500[2] schools in areas that cannot receive connection speeds of over 30Mbps.</p><p>The Department recognises the importance of broadband infrastructure for schools. The Department is working with industry and the Department for Digital, Culture, Media and Sport to accelerate the full fibre internet connectivity rollout to all schools. In addition to this, the Department is supporting those schools most in need[3] that would not otherwise receive a timely upgrade through commercial routes. The Department has therefore identified hundreds of schools where connectivity will be accelerated by funding a new full fibre connection over the next two years, bringing schools, local communities and businesses onto an ultrafast, full fibre connection.</p><p>The Department will be publishing the Education Technology Strategy in the spring, which will include how schools are being supported to overcome the barrier of internet connectivity to harness the opportunities of technology.</p><p> </p><p>[1] <a href="https://www.ofcom.org.uk/research-and-data/multi-sector-research/infrastructure-research/connected-nations-2018" target="_blank">https://www.ofcom.org.uk/research-and-data/multi-sector-research/infrastructure-research/connected-nations-2018</a>. star this property answer text <p>Higher Education providers have legal responsibilities under the Equality Act 2010 to support disabled students, including those with visual impairments, for example, by making reasonable adjustments. The responsibility to support students should include communicating what support and services are available. Alongside this, eligible students can receive support through Disabled Students’ Allowances (DSAs), which can help with the costs of additional learning-related equipment, personal support and travel disabled students may incur. Visually impaired students eligible for DSAs receive specialist professional support, for example in making the best use of specialist equipment and in modifying learning materials into accessible formats.</p><p>I recently met organisations who represent visually impaired students, and agreed that the department will work with them to ensure the support available through DSAs continues to enable visually impaired students to participate fully in higher education.</p><p> </p>

star this property answer text <p>School funding for 5-16 year olds is set to be more than 50% higher in 2020 than in 2000, and the core schools budget will be £43.5 billion by 2019/20.</p><p>The Institute for Fiscal Studies (IFS) estimate that between 1999/00 and 2009/10, school spending grew by around 5% each year, in real terms per pupil. Funding was protected in real terms per pupil between 2010/11 and 2015/16. It was protected in real terms overall between 2015/16 and 2017/18. The Department is committed to protecting funding in real terms per pupil between across 2018/19 and 2019/20, following an additional £1.3 billion in July 2017, over and above plans set out at the 2015 Spending Review.</p><p> </p> more like this

Payments were made at the beginning of February through the same routes as devolved formula capital (DFC). As with DFC, individual allocations vary according to the number and phase of education of pupils in a school. An average primary and secondary school have been allocated at least £10,000 and £50,000 respectively. star this property answer text <p>We want to support all young people to be happy, healthy and safe, in order for them to be equipped for adult life and to make a positive contribution to society. That is why we are making Relationships Education compulsory for all primary school pupils and Relationships and Sex Education (RSE) compulsory for all secondary school pupils. From 2020, Health Education will also be compulsory for all pupils in state-funded schools.</p><p> </p><p>We have recently published the updated draft guidance, which contains information on what schools should cover when teaching these subjects. The guidance, attached, is available here: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/781150/Draft_guidance_Relationships_Education__Relationships_and_Sex_Education__RSE__and_Health_Education2.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/781150/Draft_guidance_Relationships_Education__Relationships_and_Sex_Education__RSE__and_Health_Education2.pdf</a>.</p><p> </p><p>The guidance includes an equal focus on teaching children and young people appropriate behaviour with other people and on being safe online. For example, pupils should be taught about making sure that they treat others respectfully when they are online as well as recognising potential risks to themselves. In RSE, pupils are taught that there are a range of strategies for identifying and managing sexual pressure, including understanding and resisting peer pressure, and not pressurising others. We have made clear that, at all stages, it will be important to balance teaching children about making sensible decisions to stay safe whilst being clear that abuse is never the fault of a child who is abused and that victim blaming is always wrong.</p><p><strong><br> </strong></p>

star this property answer text <p>Teachers are expected to maintain high standards of ethics and behaviour throughout their career.</p><p> </p><p>The Teachers’ Standards, a copy of which is attached, make clear that ‘Teachers make the education of their pupils their first concern, and are accountable for achieving the highest possible standards in work and conduct.’</p><p><br> The Standards cover various aspects of teaching. Standard 8 on wider professional responsibilities sets out an expectation for teachers to make a positive contribution to the wider life and ethos of the school. Part Two of the Standards, ‘Personal and Professional Conduct’, sets out that a teacher is expected to demonstrate consistently high standards of personal and professional conduct, including maintaining high standards of ethics and behaviour.</p><p> </p><p>The Teachers’ Standards are used to assess all trainees working towards Qualified Teaching Status, and all those completing their statutory induction period.</p><p> </p><p>The recently announced Early Career Framework (ECF) was developed against the Teachers’ Standards, including Standard 8 (fulfil wider professional responsibilities). Part Two of the Teachers’ Standards must always be met and stands alongside the ECF. Once rolled out nationally in September 2021, the ECF will underpin an entitlement to a two year package of structured training and support for early career teachers. A copy of the ECF can be found attached.</p>

star this property answer text <p>Like all schools, a maintained nursery school (MNS) can close for a wide range of reasons, and closures can happen at any time.</p><p>There is a statutory process for closing a MNS, and if it does close, the provision that replaces it must be of equal quality, preserve expertise and be more accessible and convenient for parents. The closure of a MNS may result in the staff and children transferring to another provider. The department does not hold information on the impact on other services in an area where MNS have closed.</p> more like this

star this property answer text <p>£1.2 million of the £4.5 million provided to the Academies Enterprise Trust (AET) was provided as non-recoverable deficit funding. £646,443 of the £3.06 million earmarked for restructuring costs, which will include redundancy payments, was provided as non-recoverable deficit funding. The non-recoverable deficit funding provided has helped stabilise AET’s finances and support its long-term viability. AET is the largest multi-academy trust in the country responsible for over 60 academies and over 33,000 pupils.</p><p> </p> more like this

star this property answer text <p>The Government recognises the importance of broadband infrastructure for schools. The Department is working with industry and the Department for Digital, Culture, Media and Sport to accelerate the full fibre internet connectivity rollout to all schools. In addition to this, The Department is supporting those schools most in need[1], which will not otherwise receive a timely upgrade through commercial routes. Hundreds of schools have been identified where connectivity will be accelerated by funding a new full fibre connection over the next two years, bringing schools, local communities and businesses onto an ultrafast, full fibre connection. As a result, fewer than 10 state funded mainstream schools in Merseyside are in areas that cannot guarantee connection speeds of over 30Mbps[2]. The government remains committed to tackling the decline in part-time undergraduate higher education. The review will report this year.</p><p> </p><p>The SCL will publish guidance relating to part-time maintenance in advance of the application process opening later this year.</p><p> </p>

star this property answer text <p>The government provides the following significant childcare support to parents and carers:</p><ul><li>15 hours of free childcare a week for all 3 and 4-year-olds, worth around £2,500 a year on average.</li><li>15 hours of free childcare a week for disadvantaged 2-year olds, i.e. all those families in receipt of Universal Credit, with an annual net earned income equivalent to or less than £15,400; families in receipt of benefits that currently qualify them for free school meals; those receiving working tax credits (with an annual gross household income of no more than £16,190); and children entitled to certain benefits or support for a disability or special educational need, looked-after children and certain children who have been in care, including those who’ve been adopted.</li><li>30 hours of free childcare a week, for working parents of 3 and 4-year-olds. 30 hours is available to families where both parents are working (or the sole parent is working in a lone parent family), and each parent earns a weekly minimum equivalent to 16 hours at national minimum wage or living wage. This also includes self-employed parents.</li><li>Childcare vouchers provided through some employers, allowing parents to save money by paying for childcare from their pre-tax salary.</li><li>Help with up to 70% of childcare costs for people on low incomes through working tax credits, which in April 2016 increased to 85% through Universal Credit, subject to a monthly limit of £646 for one child or £1108 for two or more children.</li><li>Tax-Free Childcare, for which 1.5 million families who have childcare costs will be eligible. For every £8 parents pay into an online account, the government will pay £2 – up to a maximum contribution of £2,000 per child each year, for children aged under 12. Parents of disabled children will receive extra support (worth up to £4,000 per child, each year and until their child is 17).</li></ul><p>It is the responsibility of the local authority to ensure that every child that is eligible for the 15 and 30-hours free childcare entitlement is able to access a place. Local authorities receive the funding from central government in order to provide these places, and in turn, pass the funding they receive on to the front-line providers of childcare service. Local authorities also have a statutory duty to provide parents with information, advice and guidance on their websites about how these childcare offers can be accessed locally.</p>
