Member to the answer given to PQ <a href="https://questions-statements.parliament.uk/written-questions/detail/2021-02-02/147911" target="_blank">147911</a> on 9 February 2021.</p><p>The Government is working on finalising the funding allocations for the May 2021 elections, and Returning Officers and local authorities will be updated on their funding allocations for the Police and Crime Commissioner and local elections respectively by the end of March.</p><p>There will be an estimated £92 million of government funding that will be provided to local authorities for the elections; of this, £31 million is an uplift to directly address costs associated with making the elections covid-secure.</p><p>For the Police and Crime Commissioner elections, Returning Officers will be reimbursed for expenses necessarily incurred for the smooth running of those polls via the usual process. Further detail of the potential fees and charges that Returning Officers can claim for in relation to any additional measures required to ensure covid-secure Police and Crime Commissioner elections in May is set out in guidance provided by the Cabinet Office to Returning Officers.</p>

The application must be made in writing, it must include specific information about the elector and their proxy, and the reason for applying for a proxy.</p>

	answer	answer answer text <p>The Government recognises the importance of a smooth and timely process for overseas electors in regards to the 12 December General Election, and has taken steps to ensure that postal votes reach overseas electors in good time to cast their vote.</p><p>The timetable for UK elections was revised in 2013 to extend the time available for postal vote packs to be printed, posted and returned. We are also working with Royal Mail to set up a dedicated scheme for Returning Officers to use to expedite the delivery of postal votes to overseas electors. If an elector is concerned that their local postal services are irregular or if they live far from the UK, we advise that they consider voting by proxy as an alternative to a postal vote.</p><p>The Government has no plans to bring forward legislative proposals to enable British citizens living overseas who have postal votes to receive postal vote packs by email or vote online. The selection of elected representatives for Parliament is regarded as requiring the highest possible level of integrity and, at present, there are concerns that online voting, by any means, is not seen by many to be suitably rigorous and secure, and could be vulnerable to attack or fraud.</p><p> </p>

	answer	answer answer text <p>The Government is committed to ensuring that elections are accessible for all those eligible to vote and has already been working with the RNIB to improve the voting process for voters with sight loss.</p><p>It is important for security purposes that a physical poll card is sent to every elector at the property where they are registered, but we have already considered how electoral information might additionally be made available in more accessible format for those who request it.</p><p>Returning Officers already publish details of candidates in the order they will appear on the ballot paper online. We will work with partners in the electoral sector to ensure this information is accessible.</p><p>The Government will continue to work with the RNIB, the Electoral Commission and other relevant organisations to make blind and partially sighted voters aware of the support available to them at the polling station, and to consider what additional support could be provided to help blind and partially sighted people to vote including by post.</p><p> </p>

	answer	answer answer text <p>The Government is committed to ensuring that elections are accessible for all those eligible to vote.</p><p><strong> </strong></p><p>To that end, the Government has introduced a number of measures to support the accessibility of elections in the recently introduced Elections Bill, such as removing restrictions on who can act as a companion to support voters with disabilities and placing a broader requirement for Returning Officers to consider the needs of all disabled voters when providing equipment for polling stations.</p><p><strong> </strong></p><p>Specifically on issues related to sight loss, we were pleased to be able to carry out some testing of accessible voting solutions for blind and partially sighted electors with the RNIB and Broadland District Council at the recent elections in May, and we are currently considering our next steps. We will continue to work with the RNIB and other interested groups in taking this forward and have already talked with RNIB about looking at the postal vote system to see how and where that can be improved to support engagement.</p><p><strong> </strong></p><p>We also continue to work with the members of the Accessibly of Elections Working Group, including the Electoral Commission, the Society of Local Authority Chief Executives and the Association of Electoral Administrators. The Association of Electoral Administrators provides training and guidance for Returning Officers and their teams to further improve the support provided to enable disabled electors to participate in future elections.</p><p> </p>
