April 2019’s increase to the NLW will see nearly 1.8 million workers in the UK receive a 4.9% pay rise. I will correspond directly with my noble Friend.</del></p><p><ins class="ministerial">After exit day, the Government is setting up a new UK regulatory regime. We recognise the valuable contribution UK Notified Bodies make to the economy, which is why notified bodies operating under the new regulatory regime will automatically become UK approved bodies. UK approved bodies will only be able to provide conformity assessment for the UK market and for countries with which we have signed a relevant mutual recognition agreement. We meet regularly with the sector to discuss the impact of Brexit and how they can prepare.</ins></p><p><ins class="ministerial">To help ensure the flow of goods into the UK, CE marked goods can be placed on the UK market for a time-limited period after exit day if we leave the EU without a withdrawal agreement. The results of conformity assessment carried out by EU notified bodies will be valid in the UK during this time-limited period. In Q1 2019, net imports of electricity via interconnectors were 6.0 TWh for the UK. This is equivalent to 6.4% of total demand over the period. In Great Britain, as part of the Capacity Market process, National Grid Electricity System Operator assesses how much capacity will be needed in the years ahead factoring in the risks of particular technologies not delivering. This annual process includes an assessment of how interconnectors should be derated to reflect the likely reliability of electricity flow during times of stress. We then secure all the capacity needed through the Capacity Market, ensuring we meet our reliability standard.</ins></p><p><ins class="ministerial">In Northern Ireland, the Single Electricity Market operates as a single, shared wholesale electricity market between Ireland and Northern Ireland, with electricity flows between Ireland and Northern Ireland treated as internal flows. The Business Finance and Support Finder tool on the website provides information on how to access a wide range of Government-backed financial support for start-up businesses, such as funding and grant schemes. The Government backed British Business Bank (BBB), as of July 2019, has provided funding of £6.6bn to over 89,000 businesses. In addition, since 2012, the Start-Up Loans Company (now part of BBB) has delivered over 67,000 loans worth over £534m. In Crawley they have issued 99 loans since 2012, worth over £680,000.</p><p> </p><p>This Government continues to work with Local Enterprise Partnerships (LEPs) to drive forward local growth. Through three rounds of competitive Growth Deals, Government has invested over £9 billion of funding, including £304.3 million to Coast to Capital LEP, which covers Crawley, to empower local areas to reach their potential, boosting national productivity and growth.</p><p> </p><p>We have also supported and invested in the creation of a network of 38 Growth Hubs. Businesses in the Crawley constituency can access business advice through the Coast to Capital Growth Hub. Led and governed by the Coast to Capital LEP, the Growth Hub provides a free, impartial, ‘single point of contact’ to help businesses in the area identify and access the right support for them at the right time no matter their size or sector. This support includes helping businesses prepare for Brexit. The Government is taking steps to help drive increased competitiveness in UK manufacturing to anchor investment and production. This includes,</del></p><p> </p><ul><li><del class="ministerial">increasing the Annual Investment Allowance to £1m until the end of this year to help manufacturers make the investments in capital equipment that can support their increased competitiveness;</del></li><li><del class="ministerial">and investing £26m over three years to support aerospace and automotive supply chains through the National Manufacturing Competitiveness Levels programme.</del></li></ul><p> </p><p><del class="ministerial">We are also helping UK manufacturers build on their strengths in innovation. Through the Industrial Strategy Challenge Fund, we have invested £2.5 billion to drive cutting-edge research and innovation, from world-leading battery design to new light-weight composite materials. We are investing up to £167m into Made Smarter, the UK’s national industrial digitalisation programme, to boost manufacturing productivity through the development and adoption of cutting-edge digital technology.</del></p><p> </p><p><del class="ministerial">Furthermore, the 2020 Budget announced the UK’s largest and fastest expansion of support for R&amp;D across the economy, with spending set to reach £22bn by 2024/2025 and businesses receiving an increase in R&amp;D tax credit from 12% to 13%. To help ensure this investment in research and innovation also helps anchor production in the UK, we have invested over £350m in the High Value Manufacturing Catapult network to support the commercialisation of new manufacturing technologies, and we will be investing £600m more by the end of 2023.</del></p><p> </p><p><del class="ministerial">However, in these difficult and unprecedented times of the coronavirus outbreak, the Government is doing everything it can to tackle the pandemic; to mitigate its impacts and protect jobs so that manufacturers can continue to provide essential goods and services.</del></p><p> </p><p><del class="ministerial">An unprecedented package of support has been announced for business and workers to protect against the economic emergency caused by the coronavirus.</del></p><p> </p><p><del class="ministerial">The Government has made available an initial £330 billion of loans and guarantees – equivalent to 15% of UK GDP to support firms and help them manage cashflows through this period. The Coronavirus Business Interruption Loan Scheme (CBILS), delivered by the British Business Bank, went live on 23 March 2020 and will support smaller businesses, including unincorporated businesses such as partnerships and sole traders. The Government is taking steps to help drive increased competitiveness in UK manufacturing to anchor investment and production. This includes:</ins></p><p><ins class="ministerial"> </ins></p><ul><li><ins class="ministerial">Increasing the Annual Investment Allowance to £1 million until the end of this year. This will help manufacturers make the investments in capital equipment that can support their increased competitiveness.</ins></li><li><ins class="ministerial">Investing £26 million over 3 years to support aerospace and automotive supply chains through the National Manufacturing Competitiveness Levels programme.</ins></li></ul><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Through the Industrial Strategy Challenge Fund, we have invested £2.5 billion to drive cutting-edge research and innovation, from world-leading battery design to new light-weight composite materials. We are investing up to £167 million into Made Smarter, the UK’s national industrial digitalisation programme, to boost manufacturing productivity through the development and adoption of cutting-edge digital technology.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Furthermore, the Chancellor announced at the 2020 Budget the UK’s largest and fastest expansion of support for research and development (R&amp;D) across the economy. Spending is set to reach £22 billion by 2024/2025 and businesses will receive an increase in R&amp;D tax credit from 12% to 13%. To ensure this investment in R&amp;D also helps anchor production in the UK, we have invested over £350 million in the High Value Manufacturing Catapult network to support the commercialisation of new manufacturing technologies. We will be investing a further £600 million by the end of 2023.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">It is worth noting that in these difficult and unprecedented times, caused by the Coronavirus outbreak, we are focusing all efforts on tackling the pandemic. This includes mitigating its impacts by protecting jobs, so manufacturers can continue to provide essential goods and services.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">An unprecedented package of support has been announced for businesses and workers to protect against the economic emergency caused by the Coronavirus.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Government has made an initial £330 billion of loans and guarantees available, which is equivalent to 15% of UK GDP, to support firms and help them manage cashflows through this period. The Coronavirus Business Interruption Loan Scheme, delivered by the British Business Bank, went live on 23 March. It will support smaller businesses, including unincorporated businesses such as partnerships and sole traders. 	answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>While we are rightly focusing on taking action to tackle the immediate Covid-19 crisis, we continue to prioritise efforts to deal with the serious challenges of climate change.</p><p> </p><p>The Government remains committed to achieving net zero emissions by 2050. We will continue backing this objective by funding programmes that accelerate the shift to electrification. For example, the Faraday Challenge is providing £274 million to ensure the UK leads the world in the design, development, and manufacture of batteries for the electrification of vehicles.</p><p> </p><p>The 2017 Made Smarter Review highlighted the economic <del class="ministerial">(£455bn GVA + 175,000 jobs)</del><ins class="ministerial">and</ins> environmental opportunities <del class="ministerial">(4.5% reduction in CO2 emissions)</del> for the UK’s manufacturing sector until 2027. This includes £455 billion Gross Value Added, the creation of 175,000 jobs, and a 4.5% reduction in CO2 emissions. The development of low carbon technologies will benefit the UK economy, as well as reduce carbon emissions, including through the creation of new jobs.</p><p> </p><p>We will establish the world’s first net zero carbon industrial cluster by 2040 and at least one low carbon cluster by 2030. This is the second mission under the Clean Growth Grand Challenge, launched in December 2018, and is the most relevant to those manufacturing industries that often co-locate in clusters. Friend Mr Chancellor of the Exchequer announced a £1.25 billion coronavirus package to protect firms driving innovation in the UK. This included £750 million of targeted support for the most R&amp;D intensive small and medium size firms which will be available through Innovate UK’s grants and loan scheme.</p><p> </p><p>The Government has since confirmed that up to £500 million of this is for existing customers including £20<ins class="ministerial">0</ins> million of accelerated payments and up to £30<ins class="ministerial">0</ins> million for continuity grants and loans. £20 million of the remainder has been used to double the number of businesses receiving funding through the Innovate UK call for business led innovation in response to the crisis which was open to new customers. Over 800 companies have been successful in this competition. Innovate UK has also allocated up to £39 million to increase the business advisory support services available new and existing high-growth potential SMEs.</p><p> </p><p>The final part of this package was announced on the 27<sup>th</sup> June.
