	answer	answer is ministerial correction date of answer 11/12/2018 answer text <p>​​Through the sale, the government has exchanged a stream of uncertain future cash flows spread over thirty years for a certain lump sum now. When assessing whether or not to sell the loans, the government therefore has to determine today’s value of those future cash flows to be able to compare it against the price being offered by the market. To make this assessment, the government forecasts the repayments and then takes into account: the time value of money, the effect of inflation, the riskiness of the asset, and the opportunity cost of having money tied up in that asset that could otherwise be used for purposes or policies with greater social or economic returns. 	answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>​​The Department for Education regularly engages with a wide range of higher education (HE) stakeholders – involving universities and representative bodies such as Universities UK – at both ministerial and official levels to ensure we fully understand the sector’s priorities for EU exit, including in a no deal scenario.</p><p><br>This engagement includes the monthly High Level Stakeholder Working Group on EU Exit, Universities, Research and Innovation, which I chair as Minister for Higher Education and Minister of State for Universities, Science, Research and Innovation.</p><p>​ <br>This group brings together voices from across the HE and research sector, and is also attended by my hon. Friend, the Parliamentary Under Secretary of State at the Department for Exiting the European Union. The transparency created through reporting is crucial to accelerating progress to close the gender pay gap.</p><p>Through her Race Disparity Audit, my right hon. 	answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>​Within higher education, we have already made a number of changes to support part-time and mature part-time learners. This academic year, for example, part-time students are, for the first time ever, able to access full-time equivalent maintenance loans.</p><p>As stated in the government response to the consultation on part-time maintenance loans, we would like to extend these new loans to distance learning courses, but we must maintain confidence in the student finance system and ensure that adequate controls are in place to prevent the misuse of public funds. The department will extend these loans to distance learners only if robust controls are put in place to manage the risks associated with that mode of study. The department is currently considering those controls, and a final decision regarding whether it is feasible to extend maintenance loans to distance learners will be made once this scrutiny is completed.</p><p>Beyond student finance, the National Retraining Scheme is an ambitious, far-reaching programme to drive adult learning and retraining, in order to respond to changes in the economy and support people to progress in work, redirect their careers and secure the higher-paid, higher-skilled jobs of the future, focusing on those individuals that need it most.</p><p>To inform the design of the scheme, the Flexible Learning Fund is supporting 31 pilot projects across England with a total value of £11.4 million. The projects are designing and testing innovative, flexible learning that is easy to access. The pilots are aimed at adults who are working, or who are returning to work, with either low or intermediate skills. A range of delivery methods are being tested; most of the projects will make use of on-line technologies to a degree, as well as ‘blended learning’ that combines online and face-to-face learning.</p><p>​We know that technology can play a really important role in making learning more flexible and adaptive, as well as breaking down the barrier of distance. 	answer	answer is ministerial correction date of answer 28/01/2019 answer text <p>​We agree that the Knowledge Economy is important, and we are making key reforms across education which will give young people the opportunities to gain the education, skills and knowledge they will need in the Knowledge Economy.</p><p>In 2016 the government published a white paper, ‘Success as a Knowledge Economy’, which set out our proposals to help support the UK succeed as a knowledge economy. This can be found at: <a href="https://www.gov.uk/government/publications/higher-education-success-as-a-knowledge-economy-white-paper" target="_blank">https://www.gov.uk/government/publications/higher-education-success-as-a-knowledge-economy-white-paper</a>.</p><p>Following this white paper, we introduced the Teaching Excellence Framework, which aims to assess, recognise and reward high quality teaching in higher education. Its purpose is to drive up the standard of teaching, give students clear information about where teaching quality is best and information about where students have achieved the best outcomes.</p><p>Through the Higher Education Research Act (2017), the Office for Students, a new regulator for the higher education sector was established. Its focus is to ensure that any student with the ability to benefit from higher education is supported in doing so, and that they have a positive experience and receive worthwhile outcomes.</p><p>Building on the apprenticeship programme, which provides employment and high quality training in a range of professions, we have also established degree apprenticeships. They sit alongside the higher education academic offer and provide another route for people to gain the knowledge and skills that they need.</p><p>We are also making key reforms to technical education by introducing T levels which will provide high quality, technical qualifications to rival traditional academic options. We are addressing technical needs at level 4 and 5, looking at how classroom-based education - particularly technical education - meets the needs of learners and employers. In addition, we have announced our intention to establish a system of employer-led national standards for higher technical education.</p><p>In schools we have overhauled a curriculum that was denying pupils the core academic knowledge, reformed the examination system, are actively encouraging take-up of science, technology, engineering and maths subjects, improving the quality of the schools teaching profession and raising standards.</p><p>​These polices help provide young people with a wide range of opportunities to gain the education, skills and knowledge they need to be successful in their chosen path.</p> answering member constituency Kingswood answering member printed Chris Skidmore question first answered 28/01/2019 16:57:54 answering member 4021 label Biography information for Chris Skidmore

Under the Withdrawal Agreement, EU rules and regulations will continue to apply in the UK during the transition period until 31 December 2020. Throughout the duration of the transition period UK students studying in the EU will be able to continue their studies as they do now.</p><p> </p><p>Our future relationship with the EU will be negotiated during this transition period.
