star this property answer text <p>We recognise that missed appointments are a waste of National Health Service resources. We believe that encouraging patients to use the NHS sensibly and responsibly is the right approach and we are supportive of local schemes to highlight the number of missed appointments to their patients. However, it is ultimately a matter for the local NHS and primary care providers to decide how best to raise awareness and implement measures to reduce missed appointments.</p><p> </p><p>Primary care providers are encouraged to offer patients different ways to book appointments, send appointment reminders by text messages, and make it quick for patients to cancel or re-arrange appointments e.g. through the use of an online service.</p> more like this

star this property answer text <p>Glucose monitoring technology, such as continuous glucose monitoring or blood glucose test strips, will continue to be available to those meeting the relevant clinical criteria.</p><p> </p><p>In November 2018, NHS England announced that it will ensure that flash glucose monitoring is available on prescription for all patients who qualify for it in line with current recommendations. From April 2019, all qualifying patients will be able to receive it from their local general practitioner or diabetes team.</p> more like this

star this property answer text <p>NHS England and Health Education England (HEE) are working together with the profession to increase the general practitioner (GP) workforce. This includes measures to boost recruitment, address the reasons why GPs are leaving the profession, and encourage GPs to return to practice.</p><p> </p><p>There is a broad offer available to support GPs to remain in the National Health Service including the GP Health Service, the GP Retention Scheme, and the GP Retention Fund.</p><p> </p><p>In May 2018, NHS England launched the £10 million GP Retention Fund, comprising of the Local Retention Fund (£7 million) and the Intensive Support Areas (£3 million) which will help GPs stay in the workforce by promoting new ways of working and offering additional support.</p><p> </p><p>Recognising that workload is one of the biggest issues impacting retention, NHS England is investing £30 million in the Releasing Time for Care Programme, which aims to help practices reduce their workload through spreading awareness of innovations and facilitating local programmes.</p><p> </p><p>Getting the skills mix right in general practice is also critical in addressing workload pressures as well as in delivering appropriate patient care. This will mean bigger teams of staff, providing a wider range of care options for patients and freeing up more time for GPs to focus on those with more complex needs. As of September 2018, there were over 3,700 more clinical staff, excluding GPs, working in general practice since 2015; consisting of over 600 more nurses and over 3,000 more other direct patient care.</p><p> </p><p>In addition to this work, the General Practice Partnership Review, an independent review into the partnership model to which practices work, will deliver its final report early this year. The independent review will consider key questions around workforce and workload and make a number of recommendations with the aim of ensuring general practice remains an excellent place to work.</p>

star this property answer text <p>The Government takes the concerns around reported avoidable sight loss very seriously. Following the All Party Parliamentary Group on Eye Health and Visual Impairment’s ‘See the Light’ report, initial meetings have been held with key stakeholders to discuss the Department and NHS England’s response to the report’s recommendations and these discussions are ongoing.</p><p> </p><p>Two key initiatives, Getting it Right First Time being led by NHS Improvement and the Elective Care Transformation Programme being led by NHS England have considered, as part of their programmes, what can be done to ensure patients do not suffer unnecessary delays in follow-up care for ophthalmology.</p><p> </p><p>Action is also being taken to reduce sight loss caused by medical conditions. On diabetic retinopathy, a common complication of diabetes which can lead to sight loss, a diabetic retinopathy screening programme led by Public Health England offered screening to 2.4 million eligible people in 2015/16.</p><p> </p><p>Early detection is also key and free National Health Service sight tests are available to those at increased risk of eye disease or likely to be deterred from seeking private tests on grounds of cost.</p>

star this property answer text <p>Major reform to the GP contract was announced at the NHS England Board meeting on 31 January 2019, which sets out significant investment in general practice, including a focus upon improving care to some of the most vulnerable patients through a multidisciplinary approach. Further information is available at the following link:</p><p> </p><p><a href="https://www.england.nhs.uk/gp/gpfv/investment/gp-contract/" target="_blank">https://www.england.nhs.uk/gp/gpfv/investment/gp-contract/</a></p><p> </p><p>It also included changes to the Quality Outcomes Framework (QOF), reflecting the recommendations of the QOF Review published by NHS England in July 2018 is available at the following link:</p><p> </p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2018/07/quality-outcome-framework-report-of-the-review.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2018/07/quality-outcome-framework-report-of-the-review.pdf</a></p><p> </p><p>Key changes to the QOF include:</p><p>- The retirement of 28 indicators which are either no longer in line with National Institute for Health and Care Excellence guidance, suffer from known measurement problems (usually because of small numbers at a practice level) or represent core general practice activities (175 points);</p><p>- The introduction of 15 new indicators in relation to blood pressure management, diabetes, cervical screening, chronic obstructive pulmonary disease and mental health (101 points). These should lead to improvements in patient care and ultimately outcomes;</p><p>- The replacement of exception reporting with a personalised care adjustment which recognises the necessity for practices to be able to tailor care to individual patients; and</p><p>- The introduction of a quality improvement domain worth 74 points in 2019/20 and, in the first year, focused upon prescribing safety and end of life care.</p><p> </p><p>A number of further reviews of the QOF domains are planned, including that for mental health. In relation to dementia specifically, the current indicator DEM005 (pre-diagnosis blood tests) will be retired due to the small numbers at practice level. This decision is in line with the recommendations of the QOF review. There are no changes to the other two dementia care indicators which focus upon identification and care planning.</p>
